1:33

Yeah, oh perfect.

1:34

Uh I was sorry, just want to check.

1:36

I was at Planning Commission this week and just want to give everyone an update on that meeting.

1:40

Uh they voted on the chair and vice chair, they voted Sarah Norman as the chair and Jesse Obert as the vice chair of planning commission.

1:48

They approved uh the addition to Village Dental and they discussed the new zoning district 11 because of the 120-day limit, they have to um uh make a recommendation to council.

2:01

Um so they are sending it back to council record with the recommendation that council send it back to them so that they can spend more time to consider um the setbacks associated with that district and to also discuss density across the city, and that's it.

2:21

Sam.

2:21

3:11

Um just a couple things for me.

3:13

Uh just in case people were curious, uh Kyle can rent a car now.

3:17

Um and then uh I was with some folks that uh are on Sullivan Road, and they just it's been a it's been a few weeks, but they just wanted to express their appreciation that uh for the the cleanup that was done because it it looks in pretty good shape now from that uh from that house fire.

3:35

Um and then um next week we'll be starting uh interviews for boards and commissions and appreciate everybody who has applied for those positions.

3:47

4:01

And the first one is a a motion to acknowledge timely receipt of the December 25 monthly financial report.

4:15

Jeff, do you want any any highlights that you want to mention?

4:22

Um actually I I don't have anything planned for today.

4:26

I I I was going to go over the highlights uh we have our retreat this coming Saturday, so if it's okay, I can high think over them then.

4:35

Okay.

4:38

Okay.

4:39

Next um the resolution authorizing the city manager to advertise for competitive bids and to enter into a contract for the Franklin Street waterline and sidewalk installation project.

4:57

That's here.

4:58

Brad, do you want to tee that up at all?

5:01

Yeah, I can project.

5:03

Thank you, Brian.

5:05

Uh the the sidewalk portion of this project was born uh out of a traffic safety concern about five years ago with uh students having to cross the street at Aurora Street and the entrance uh of Franklin Street, which actually serves as the entrance to the middle school there.

5:21

So as a safety improvement, uh the staff uh uh the idea was to run a parallel sidewalk along Franklin Street, so if students were coming from either side of Aurora Street, they don't have to cross right there to Aurora Street with all the school buses coming in.

5:35

Um the reason this project's been delayed up until this point is during design it was identified that Franklin Street, and this is a very unusual circumstance.

Hudson City Council Workshop - January 13, 2026

The Hudson City Council held a workshop meeting on Tuesday, January 13, 2026, at 7:30 PM at Town Hall, 27 East Main Street. The meeting was called to order by Mayor Jeffrey L. Anzevino and presided over by Council President Michael W. Bird. Seven council members were present. The primary purpose was to review the proposed consent agenda and legislation for the upcoming regular Council meeting on January 20, 2026. The meeting adjourned at 8:11 PM.

Council Comments

  • Dr. Patricia Goetz thanked city staff for informational meetings.
  • Dr. Amanda Weinstein provided an update from the January 12 Planning Commission meeting, including the election of chair and vice chair, approval of a Village Dental addition, and discussion of new zoning district 11 being sent back to council for further review of setbacks and density.
  • Council Member Samantha D'Eramo congratulated newly elected school board members and noted Kyle Brezovec's birthday.
  • Mr. Brezovec thanked staff for recent meetings.
  • President Bird shared residents' appreciation for cleanup of the Sullivan Road fire property and announced upcoming interviews for board and commission positions.

Proposed Consent Agenda (for January 20, 2026 Council Meeting)

All items were discussed and forwarded for further consideration at the January 20 meeting.

  • A. TMP-8428 / 26-0006: Motion to acknowledge timely receipt of the December 2025 Monthly Financial Report. City Manager Sheridan indicated highlights would be covered at the upcoming retreat.
  • B. TMP-8419 / 26-8: Resolution authorizing advertising for bids and a contract for the Franklin Street Waterline and Sidewalk Installation project. City Engineer Brad Kosco explained the project originated from a traffic safety concern for students crossing Aurora Street; the sidewalk will run along Franklin Street from Aurora Street to the Middle School. The project was delayed because Franklin Street was not dedicated as a public right-of-way; this has been resolved. The waterline replacement will occur concurrently, and two or three trees will be planted to replace one removed. Council questioned how the dedication issue was discovered and whether other undedicated streets exist; staff agreed to investigate.
  • C. TMP-8418 / 26-9: Resolution authorizing an agreement with Hudson City Schools for cost sharing on the Franklin Street sidewalk. Total cost is $125,000; the schools will reimburse the city $28,000 for the portion on school property.
  • D. TMP-8420 / 26-10: Resolution authorizing an agreement with the City of Stow for cost sharing on resurfacing Seasons Road (from Hudson Drive to the west corporation line). Hudson's cost not to exceed $250,000.
  • E. TMP-8421 / 26-11: Resolution authorizing bids and a contract for new curb inlets at Clinton Street at Heinen's rear entrance to alleviate future flooding. City Manager Sheridan noted that after a water main break last year, the loading dock area flooded; a catch basin and driveway improvements will keep water in the street. Related parking lot reconfiguration at Heinen's is planned for summer 2026.
  • F. TMP-8411 / 26-12: Resolution amending Resolution 25-171 and authorizing an increased purchase order for a prefabricated public restroom structure for the Oak Grove Park Inclusive Playground, and declaring an emergency. The increase is due to Ohio building code requiring larger rooms with adult changing tables; the manufacturer caught the error from the architect. The restroom is needed in time for the playground opening in June.

Proposed Legislation (for January 20, 2026 Council Meeting)

  • A. TMP-8434 / 26-13: Ordinance amending Section 672.02(i)(6) to prohibit the carrying of concealed handguns in city buildings, rescinding the prior rule that allowed city elected officials to carry firearms under certain circumstances. President Bird explained the prior ordinance passed 4-3 in August 2025, and he believes it does not increase public safety. Council Member Kyle Brezovec suggested reviewing the overall security policy in an executive session with the police chief. Council Member Amanda Weinstein noted resident concerns that the prior rule made people feel less safe. The ordinance was forwarded for further consideration at the January 20 Council meeting, with discussion on timing of a potential executive session deferred to February 2026.
  • B. TMP-8447: Ordinance amending Sections 220.03, 220.031, and 220.06 to allow introduction of ordinances and resolutions on regular and special Council agendas after consideration at a workshop, removing the requirement for affirmative support of at least four Council members. Council Member Dr. Patricia Goetz presented the change, arguing that any member should be able to move an item to a regular agenda. Council Member Skylar J. Sutton provided history, noting the previous rule was designed to prevent a single member from adding items without discussion and to ensure transparency. He raised concerns about potential abuse (e.g., a rogue member adding many items) and suggested the proposed ordinance may grant powers to the mayor and president beyond the charter. Council Member Dan White proposed using Robert's Rules of Order, requiring a motion and a second (i.e., two council members) to move an item to a regular meeting agenda. There was also discussion about codifying the weekly agenda-setting meetings (attended by the mayor, council president, and rotating council members) to prevent future control issues. President Bird suggested postponing for further discussion with City Solicitor Marshal Pitchford. The ordinance was postponed to the February 10, 2026 Council workshop meeting.

Other Items for Future Agendas

  • Honorary resolutions for Jody Roberts (retirement) and former council members Chris Foster, Chris Banweg, Karen Heater, and Nicole Kowalski will be added to the January 20 Council meeting agenda.
  • Proclamations for Random Acts of Kindness Week and Catholic Schools Week will also be added.

Key Outcomes

  • All six items on the proposed consent agenda were forwarded for further consideration at the January 20, 2026 Council meeting.
  • Ordinance 26-13 (concealed handgun prohibition) was forwarded for further consideration.
  • Ordinance TMP-8447 (agenda introduction rules) was postponed to the February 10, 2026 workshop for additional review and revision, with input from the city solicitor.
  • Council directed staff to investigate other potential undedicated streets in the city.
  • The January 20, 2026 Council meeting agenda will include honorary resolutions and proclamations as noted.
