Danks uh last Friday, uh city staff, President Byrd, and Senator Weinstein joined me for a meeting with First Energy.

0:57

Uh so we're working towards a solution that's going to resolve the majority of those issues uh that have plagued residents for years.

1:04

Uh the first area that should be tackled is Bridgewater.

1:06

Uh first energy did commit to us that that would get resolved by June 1st.

1:11

Um I also attended the Hudson Library annual meeting on Sunday.

1:14

Um Basil Musnaff, uh, Sam Barnett and Beverly Dorson were all re-elected to their seats on the board.

1:21

Um Basil uh was elected president, and Sam Barnett was elected vice president.

1:26

Congrats to all three.

1:27

Thank you.

1:32

I just want to say congratulations to the Girl Scouts in Hudson.

1:35

The Hudson Service Unit organized a bridging ceremony.

1:38

So all of the girls who are bridging to the next level had that ceremony today, and I just wanted to say congratulations to them and uh thank them for all their hard work and the service that they do.

1:50

Um I want to thank uh the board staff, um, Dr.

1:54

Bird, um, all the members of the architectural historic review board, the planning commission, and the BCBA for uh a successful meeting last night about um board orientation, and we hope that we will do more of this as time goes on.

2:19

Thank you, Council President for just a few things from me.

2:22

Um I do want to say congratulations again to Hudson Fire Department Lieutenants Stein and Zargis.

2:28

They were promoted uh to lieutenant uh recently, and it was my honor to perform their official oath yesterday at the fire station.

2:35

We'll also be performing the oath tomorrow evening for several additional members.

2:40

Uh and with that, and while at the fire station, I was able to take a tour of the renovations and the progress there.

2:46

As many know, the uh dorms that are there at the fire station currently house the two EMS crews that occupy the station 24 7.

2:54

And these renovations are required to provide additional space for an overnight four-person fire engine crew.

3:00

Uh the electrical and HVAC work is uh nearly complete.

3:03

All of the studs are up, and Chief Varnes said that drywall should be going in, I believe, uh next week.

3:10

So those renovations are well on their way.

3:12

And Mr.

3:12

Sheridan, the the timing for those renovations of the fire station to be complete.

3:17

We got a uh later.

3:19

Labor date time frame.

3:20

So we are moving right along.

3:22

Um a reminder to the community as well that lemonade day is this coming weekend on both Saturday, May 2nd and Sunday, May 3rd.

3:30

The city will once again be making a stop on our annual road tour on Saturday, and I encourage residents to visit and support these young entrepreneurs this coming weekend.

3:39

There will be eight booths around town.

3:41

Uh several of them will be down in uh the first and main and main street area.

3:45

There are a handful over in the Acme Plaza, and there will also be one here at the visitor center.

3:50

Um, I also want to say again, congratulations to Hudson High School of Drama Club.

3:55

They were recently uh nominated for the Dazzle Awards, which happens um every spring summertime.

4:02

And Hudson was nominated for Best Student Orchestra, Best Supporting Actor, Best Supporting Actress, and Best Actor, all for their recent spring musical of Legally Blonde.

4:14

So congratulations to the students, Jack Mira, and Joey.

4:18

Uh and last, I want to say congratulations again to Brooks, Noah, Ben, August, and Charlie for breaking some long-standing Hudson Middle School track and field records.

4:27

The boys' four by one hundred relay record was from 1998.

4:32

And the girls' 400 meter record was three decades ago from 1996.

4:38

So I've seen these young students run, and uh obviously they are very fast, but they've got great form, and I look forward to seeing what they accomplish next.

4:47

Thank you.

4:49

Thank you.

4:50

Um I would just like to echo uh Patricia's comments about the training session last night.

4:54

I thought it went very well.

5:00

We got some good feedback, and I really appreciate the members of those three boards taking time out of their uh busy days to devote a couple hours to that, and like I like we said, um there'll be more of those in the future.

5:12

Uh last Thursday was the uh Tinker Creek watershed survey result presentation that was done at the high school.

5:19

Um several improvements were identified, and um they'll be prioritized at a later time by counsel for um approval.

Summary of Proceedings

Hudson City Council Workshop — April 28, 2026

The Hudson City Council held a duly noticed workshop on Tuesday, April 28, 2026, at 7:30 p.m. in Town Hall, 27 East Main Street. Mayor Anzevino called the meeting to order and turned it over to Council President Bird. The agenda covered an update on West Streetsboro Street (SR 303) safety improvements, a Hudson Public Works Department overview, the JobsOhio/Hudson Innovation Park incentive review, and a proposed ordinance change governing how legislation reaches council agendas. No formal votes were taken. The workshop adjourned at 10:07 p.m.

Consent Calendar

  • No consent calendar was voted on at the workshop. The proposed consent agenda for the May 5, 2026, Council meeting includes: authorization for the City Manager to accept a no-cost donation of “Melody” (a large bird sculpture); a communication item on the City’s Fiber-to-the-Home (FTTH) project; and approval of the TIRC minutes from March 5, 2026.

Public Comments & Testimony

  • No live public comment period was held during the workshop.
  • Staff summarized the public feedback memo dated April 10, 2026, stated that additional online comments were collected from April 9 through April 21, and noted that a third file of final comments would be uploaded prior to the upcoming public hearing.
  • Staff said the feedback memo identified major categories of public input and three additional research topics requested by Council. Council was not requesting any zoning amendments at that time, but might give staff further direction in two weeks alongside traffic information.

Discussion Items

  • SR 303 / West Streetsboro Street Safety Improvements (26-0032): Staff presented the two-phase program from Boston Mills Road to SR 91. Phase 1, restriping between Boston Mills Road and the railroad tracks, is underway this year. Future improvements between the railroad overpass and SR 91 include relocating the eastbound stop bar to give semi-trucks turning from SR 91 more room, sidewalk widening, and lengthening the turn lane into the plaza on the south side of SR 303. Council discussed truck stacking and stop-bar placement; staff recommended proceeding with the Phase 1 improvements this year rather than changing the stop bar now.
  • Hudson Public Works Department Overview (26-0033): The two operations together have eight full-time and one part-time employee. Duties include road closures, special-event support, tree-trimming letters, mailbox program letters, resident notifications for main breaks, and other resident calls. The department typically flushes the west side of SR 91 in April. Council discussed the city’s lack of a wood-chipping attachment and current inability to chip or tip. The upcoming salt barn relocation was flagged for the next round of appropriations.
  • SCAT / Senior Transportation Program: Council discussed a possible senior transportation program modeled on Twinsburg’s approach, including a small three-day-per-week pilot to gauge demand. Councilmember White noted the program would include annual background checks on all drivers—going beyond Twinsburg’s practice—and would use city-owned vehicles with city plates, radios, and safety equipment. The program would support seniors who live alone and need rides to vital destinations, and it was applauded by a resident group after a survey. Next steps include a working breakfast with the mayor and adding SCAT information to Council materials.
  • JobsOhio / Hudson Innovation Park Incentives: Councilmember White reported that the review group’s membership is dictated by Ohio law, that the group met with each business receiving an active incentive, and that it recommended continuation of all 12 incentives. The item will appear on the May 5 consent agenda. One participating company is Hudson-based on SR 91 with strong local knowledge, and the group discussed using outside developers to help generate leads.
  • Ordinance 26-71 — Agenda Introduction Rules: The proposed ordinance amends Codified Ordinances 220.03, 220.031, and 220.06 to allow ordinances and resolutions to be introduced at regular and special Council meetings only after workshop consideration. Council discussed the prior practice under which the mayor, Council, or staff could place items directly on the legislative agenda, leaving limited preparation time. A 2021 change required four members’ general agreement to move an item from a workshop to a regular or special meeting. Council discussed aligning the ordinance with Charter Section 4.01 regarding the mayor’s role; members noted that any Council member can bring ideas to a workshop for discussion and validation.

Key Outcomes

  • Staff recommended, and Council did not oppose, moving forward with the Phase 1 SR 303 improvements this year (workshop discussion only; no formal vote).
  • The incentive review group recommended continuation of all 12 active JobsOhio incentives; the resolution is scheduled for the May 5, 2026, consent agenda.
  • Council indicated that Ordinance 26-71 should be refined to align with the Charter language on the mayor’s role before further action.
  • SCAT program planning will proceed through a mayor’s breakfast meeting, and staff will add SCAT information to Council materials; a three-day-per-week pilot will be evaluated.
  • Upcoming business: a public hearing on 25-146 (proposed District Eleven) next week, a Poppy Days proclamation at the May 5 meeting, and proposed legislation for May 5 including the 26-71 revision.
  • The workshop was adjourned at 10:07 p.m.
