Summary of Proceedings

Hudson City Council Meeting — June 16, 2026

The Hudson City Council met on Tuesday, June 16, 2026, at Town Hall, 27 East Main Street, beginning with a 6:30 p.m. executive session to interview applicants for boards and commissions, followed by the regular public meeting at 7:30 p.m. All seven council members were present, along with Mayor Anzevino, City Manager Sheridan, Acting City Solicitor/Special Counsel Pitchford, and Clerk of Council Wheeler. The agenda included approval of prior minutes, public comment on a contested rezoning and other local issues, a divided vote on a speed-limit measure, rescission of prior censures of a former council member, a Cemetery Board appointment, and executive sessions on security and litigation. The meeting adjourned at 10:21 p.m.

Consent Calendar

  • Minutes of the June 2, 2026 Council meeting and the June 9, 2026 Council Workshop were approved by roll call (Item 26-0049).
  • The consent agenda was approved as a block less Item 26-98, which was pulled for separate consideration.

Public Comments & Testimony

  • A resident who said they had camped on the crosswalk between Main Street and the Green for two Saturday mornings opposed the city's action at that location, vowing that opponents “are going to continue coming,” with rallies, signatures, and protests.
  • A resident opposed the May 2026 Council vote to rezone a large section of the southern gateway (District 11), saying the decision came “in opposition to the new comprehensive plan,” would enable large-scale residential housing, and would create “a second city center.” She added that no one knew about the District 11 zoning change.
  • A resident questioned the fairness of the City Solicitor selection process, noting that a lawyer who applied for the vacancy never received a call, and expressed concern that the choice was effectively predetermined rather than a genuine choice.
  • A resident discussed 29 underground and above-ground storage tanks on a property, which had contained diesel, gasoline, oil, ethylene glycol, and other hazardous waste, and noted that contamination once forced the town to bring in water from another city.

Discussion Items

  • Censure rescission: Council debated a motion to formally withdraw prior admonishments and censures of former Council Member Kowalski, with language directing the Clerk to note in the official records that the censures had been rescinded. Sutton raised a point of order citing Codified Ordinance 220.06, which requires legislation to be introduced first at a workshop; the Mayor replied that the matter was not appropriate for discussion other than as council comments. Weinstein said the previous Council's decisions had been “very partisan” and handled improperly; Brezovec said censure should not be used as a weapon even when members disagree; and Goetz explained that privileged information prevented him from discussing the decisions, which he said contributed to the public's negative reaction.
  • Item 26-98 – Speed limits / Urban District classification: This item was removed from the consent agenda for separate consideration. Sutton noted the City had never used the Urban District classification and questioned the definition, which requires structures at intervals of less than 100 feet. The Mayor said ODOT had confirmed that the definition concerns spacing between structures. The item passed 6–1.
  • Legislation items 26-85 and 26-86: Both items were considered separately and passed by roll call after discussion.
  • Cemetery Board appointment: Council confirmed Council President Bird's nomination of Martin Cardich to the Cemetery Board for a full term beginning June 2026.
  • Council reports and comments: Brezovec reported on the June 15 Park Board meeting; D'Eramo noted a Safety Subcommittee meeting scheduled for June 17; Bird praised the charrettes and the public feedback received; and the City Manager announced the second Brandywine Creek watershed public meeting on Thursday, June 18, at 5:30 p.m. at Hudson High School.

Key Outcomes

  • Approved the minutes of June 2 and June 9, 2026, and the consent agenda less Item 26-98.
  • Passed Item 26-98 (speed limits) by a 6–1 vote and legislation items 26-85 and 26-86 by roll call.
  • Adopted the motion rescinding the censures of former Council Member Kowalski and directed the Clerk to record the action.
  • Appointed Martin Cardich to the Cemetery Board for a full term beginning June 2026.
  • Held executive sessions at 9:13 p.m. and 10:05 p.m. covering security arrangements and pending/imminent litigation, then adjourned at 10:21 p.m.
