0:15

The date is Tuesday, June 23rd, 2026.

0:20

It is 7.30 p.m.

0:22

And per ordinance 220.031 titled Workshop Meetings and Item C.

0:27

I would now like to turn the meeting over to Council President Byrd so as to continue through the remaining workshop agenda items.

0:33

Council President Byrd, the floor and workshop meeting is yours.

0:36

All right, thank you very much, Mayor.

0:37

Um next is correspondence and council comments.

0:42

Um get my attention if you have any comments you'd like to make.

0:46

Amanda.

0:47

I was at the Planning Commission meeting yesterday.

0:50

Uh many of the members attended the charrette, and they had um, I thought really positive feedback about how well it was run and appreciated the opportunity for community to provide early input.

1:01

There were some concerns about the feasibility of the ideas that they heard from community members and relatedly uh the Clinton Crossing committee meeting uh was this morning, and we discussed plans for traffic studies, which we'll also talk about tonight, and also plans for studying the financial implications of uh various plants.

1:20

Uh they continued their discussion about the land development code and plan developments uh and they want to make adjustments to that and updates.

1:29

They would like the chair of planning commission, Sarah Norman, to um come chat with us about it, possibly on July 14th, um, to talk about the issues that they've surfaced and um just get our feedback uh before they have a committee put too much effort into making these changes just to kind of hear um what our thoughts are on uh the issues they see with plan developments and making updates to the land development code uh when it comes to plan developments.

1:56

They would also like an update on um the retirement facility impact on EMS.

2:03

And they also brought up um concerns or questions, maybe um just at the end, uh wanting to look into our code and processes for temporary or special events.

2:18

Thank you.

2:19

Others Sam Last Thursday I attended uh BCBA's meeting.

2:26

Um we had three different groups come for different variances.

2:30

Uh the most relevant was three variances to accommodate the proposed townhome development and extension of public veterans' trail in Clinton Crossing.

2:38

Um two out of the three variances were approved with one just kind of with some further evaluation mostly to try to preserve the environmental you know layout.

2:49

So they're gonna do a little bit more work and before they come back and present that.

2:59

Uh thanks.

3:00

Uh Tom, Kevin, and I attended uh a meeting this morning with First Energy.

3:03

Uh First Energy was discussing efforts to improve reliability, speed up outage restoration, and trying to become more proactive in tree trimming around their lines.

3:12

Um, after that, um, all three of us had an opportunity to talk with our rep uh Amy Hopkins on the way out, and we were continuing to push for the updates to Bridgewater, Tower Bridge, and the Shires.

3:22

Um, you know, our plan is to continue bugging them until those improvements are made.

3:25

We want them to get done this year.

3:27

Uh Bridgewater already has the materials delivered, and the installation will hopefully be coming in the next couple weeks, although I feel like I've said that a few times now.

3:35

So come.

3:44

Nope.

3:44

Jeffrey.

3:45

Um, yeah, just a couple housekeeping items and a couple of reminders for the community.

3:49

Um, we will not have a meeting next Tuesday, June 30th, because it's the fifth Tuesday of the month.

3:55

Uh, whenever that happens, we do not uh have meetings.

3:58

We then are on recess for the July 7th Tuesday meeting.

4:01

So our next meeting is not until Tuesday, July 14th, which will be a combination workshop and regular city council meeting.

4:08

Uh and with that next meeting not being till July 14th, a few community reminders.

4:13

Uh the lighting our legacy festival and fireworks show is taking place on Friday, July 3rd at Barlow Farm Park.

4:20

That opens, I believe, at 6 p.m.

4:23

Uh four on the fourth race is in downtown.

4:26

It starts at around 8:30 a.m.

4:28

and that's by the Western Reserve Racing, so people can still sign up if they're looking to do either a four-mile or I believe it's a two-mile as well.

4:35

And then last community reminder the gazebo ribbon cutting is still on schedule for July 6th at 5 30 p.m.

4:42

Uh I did notice uh that the rails are on now, the sandstone steps are in, the rails are in, the pad is in, the painting and repairs are done.

4:49

I believe we're just looking for some finished landscaping.

4:52

Uh so that project um is coming right along and almost complete to be opened back to the public.

4:58

So thank you.

5:00

Okay.

5:02

Um yesterday, Kyle and I attended a meeting with the um uh the famous uh because they were on the front page last week, the famous uh referendum group.

5:13

Um I think it was a good uh good discussion where we uh tried to understand and share information about D eight versus D11 and get a better understanding around that.

5:27

And I think it was an excellent excellent example of civil discourse.

5:31

I think um we exchanged ideas, there wasn't any um you know mudslinging or trying to win an argument, and everyone was was very uh very respectful and and it was a very good discussion.

5:44

Um and then secondly, the um uh as far as the Clinton Crossing um plan is going.

5:53

Um I wanted to make sure that everyone knew that next week the Clinton Crossing Charette Summary Open House is gonna be from 5 p.m.

6:03

till 8 p.m.

6:04

Wednesday, July 1st at the high school media center.

6:08

So this is an open house for public comments to determine the preferred concepts that should be refined into draft plans.

Hudson City Council Workshop – June 23, 2026

The Hudson City Council held a workshop on Tuesday, June 23, 2026, at 7:30 PM in Town Hall. The meeting was called to order by Mayor Jeffrey Anzevino and then turned over to Council President Michael Bird. All seven council members were present. The workshop focused on reviewing items for the July 14, 2026 consent agenda, proposed legislation, and discussing future agenda items. The meeting adjourned at 8:13 PM.

Consent Calendar

  • 4A – Bluebird Midwest LLC Internet Services (TMP-8666/26-101): Resolution authorizing the City Manager to renew a 36-month contract for a 10 Gig dedicated internet circuit. Assistant IT Director Ersing noted the renewal is significantly cheaper (over 50% reduction) than the previous price and that emergency language is needed due to delays from a merger. The resolution was forwarded for further consideration at the July 14, 2026 Council meeting.
  • 4B – School Resource Officer Agreement (TMP-8724/26-102): Resolution authorizing a police services agreement with Hudson City School District to continue providing three school resource officers (SROs). City Manager Sheridan explained that the school district will cover the salary increase for the third officer. Mayor Anzevino clarified that the city has had three SROs for several years and requested staff revise the description to avoid confusion that a new officer is being added. Forwarded to July 14.
  • 4C – Storm Water Easement at 2095 Ravenna Street (TMP-8713/26-103): Resolution authorizing a storm water easement for a new storm sewer installed to mitigate flooding. City Engineer Kosco confirmed the homeowner is in agreement. Forwarded to July 14.
  • 4D – Traffic Impact Study for Clinton Crossing (TMP-8750/26-104): Resolution authorizing a contract with TMS Engineers for a $70,939 traffic impact study (including 10% contingency) to analyze potential impacts on the roadway network. Forwarded to July 14.
  • 4E – Acushnet Golf Equipment Purchase Order Increase (TMP-8725/26-105): Resolution to increase an existing purchase order for golf equipment due to higher-than-expected sales at Ellsworth Meadows Golf Club’s new clubhouse. Public Works Director Powell reported $48,000 already spent this year compared to a $50,000 budget. Forwarded to July 14.
  • 4F – Transformer Repair with Magnetech (TMP-8726/26-106): Resolution amending an emergency agreement for repair of a 12.47 KV transformer damaged by lightning in August 2025. Mayor Anzevino, drawing on his background in the electric motor industry, questioned the contractor’s copper pricing (noting London Metal Exchange copper at $6.21/lb vs. quoted $12.50/lb for high voltage conductor and $51/lb for low voltage conductor) and requested detailed justification during the two-week recess. City Manager Sheridan noted the repair is an insurance claim. Forwarded to July 14.
  • 4G – NPDES Outfall Inspection Contract (TMP-8727/26-107): Resolution authorizing renewal of a contract with Summit County Public Health for inspection and sampling of approximately 150 outfalls under the National Pollutant Discharge Elimination System permit. Forwarded to July 14.
  • 4H – Six-Month Stay on Data Center Applications (TMP-8729/26-108): Resolution establishing a six-month stay on new applications for data centers to allow study and development of appropriate regulations. City Manager Sheridan explained the intent to review the city’s code. Council Member White emphasized defining “data center” and examining power load impacts, including potential new charges from FirstEnergy. Council Member Weinstein asked about potential impacts on residential prices. Forwarded to July 14.

Proposed Legislation for July 14, 2026

  • 5A – Cell Tower Lease with Northstar Towers II, LLC (26-96): Resolution authorizing a long-term lease of city-owned property for a telecommunications tower to benefit the southern part of the city. Scheduled for a third reading on July 14. Council Member D’Eramo confirmed that commercial carriers (e.g., Verizon) will be able to use the tower, improving residential cell service. No cost to the city. Forwarded to July 14.
  • 5B – Natural Gas Aggregation Ballot Initiative (26-99): Ordinance to put an opt-out natural gas aggregation program on the ballot. Council President Bird requested the city prepare a one-page FAQ document for residents, clarifying opt-out scenarios and what factual information the city can provide. Scheduled for a second reading on July 14.

Items to be Added to Future Agendas

  • An honorary resolution for the retirement of Eric Hutchinson was noted for the July 14 agenda.
  • Council Member Weinstein requested that Sara Norman, Chair of the Planning Commission, discuss planned development code updates and EMS/nuisance calls at the July 14 workshop.
  • Council Member D’Eramo requested an update on EMS, including Life Force billing audit and third ambulance utilization.
  • City Manager Sheridan requested discussion on the use of carryover funds, with consensus to add it to the July 14 workshop.

Key Outcomes

  • All eight consent calendar items and both proposed legislation items were forwarded for further consideration at the July 14, 2026 Council meeting, with the exception of 4F where additional pricing details were requested from Magnetech before a vote.
  • Staff will revise the description of the SRO agreement (4B) to accurately reflect it is a renewal of three existing officers.
  • FAQ document on the natural gas aggregation program to be prepared for residents.
  • July 14 workshop agenda to include discussions on planned development code, EMS, and carryover funds.
