Summary of Proceedings

Hudson City Council Regular Meeting and Workshop — August 11, 2026

The Hudson City Council met at Town Hall, 27 East Main Street, on Tuesday, August 11, 2026, at 7:30 p.m. All seven council members were present, and the regular meeting was followed by a workshop. The council approved prior minutes, appointed a Tree Commission member, heard public comment on the Clinton Crossing/downtown phase two project, held an executive session, and discussed stormwater improvements, new utility-drilling specifications, and the downtown project.

Consent Calendar

  • The consent agenda included items from the July 28, 2026 council workshop (side-by-side proposed code changes). No separate consent vote is reflected in the record; workshop items were forwarded to the August 18, 2026 meeting. The proposed consent agenda and proposed legislation for August 18—including the July 2026 Financial Report—were also listed for review.

Public Comments & Testimony

  • A speaker who said they are a member of the Park Board expressed gratitude, but opposed the current phase two direction. They cited a market analysis by Silverload Consulting, stated the plan "does not provide even remotely affordable housing for seniors," and said comments on a recent post make clear "this is not what the residents are looking for." They encouraged council to "thoroughly review the past 10 years of extensive work" already done on phase two.

Discussion Items

  • Brandywine Creek Watershed Plan: Staff and GPD Group presented stormwater modeling for the Brandywine Creek watershed. City staff said the area was hit by storms "five times minimum five times the size of a storm of any stormwater pond" the city has, and discussed floodplain-expansion options; no single open-space "silver bullet" project was identified. Councilmember Brezovec asked how the recommended projects fit a roughly $24 million cost and what the timeline would be for new RFPs. Staff noted RDL will keep advancing the plan ahead of community engagement on August 22.
  • Section 11 HDD Utility Specifications: Following a directional-drilling incident, the city drafted new horizontal directional drilling (HDD) specifications. They would apply to outside agencies and the city's own projects—including Hudson Public Power—for any work in city right-of-way, public easements, or on city property. The city manager stated it would be his desire that "this is the new standard, regardless of what permit was provided." A ballpark from Enbridge/the gas company showed about a 20% increase; staff observed no other Summit County community known to them is going "to this level of effort to ensure safety of our infrastructure and our public." The city manager confirmed he would verify with the city solicitor whether the item could be moved from legislation to consent.
  • Clinton Crossing / Downtown Phase Two: Staff presented the engagement summary from the July 22 event and the preferred single project. Of the three concepts, two proposed market halls (roughly 10,000 sq ft and 20,000 sq ft). Presenters said they would add descriptive information and imagery by August 22 and hold a large community engagement session on the actual project site that Saturday. The 20-year TIF period with the schools is part of the current financial assumptions.
  • Financial and Legislative Preview: Through the end of July, the city was tracking "just under one percent above estimate." The July 2026 Financial Report and proposed consent and legislative items were listed for the August 18, 2026 meeting.
  • Council Comments and Announcements: Councilmember Goetz announced an open forum on short- and long-term rentals on August 31 at 7:00 p.m.; the mayor invited the public to an e-bike forum on August 19, 6:00–8:00 p.m.; City Manager Sheridan announced a Hines Hill Road Railroad Bridge public forum on August 12, 5:00–7:00 p.m. at City Hall, and said fire renovations and 24-7 full-time fire staffing should begin before the end of August. Council President Bird praised the surface material on the DREAM Playground.

Key Outcomes

  • Motion to approve the July 21, 2026 meeting minutes and July 28, 2026 workshop minutes (26-0063) passed 7–0.
  • Council President Bird's nomination of Paul Stair to the Tree Commission for a full term was approved by roll-call vote.
  • The regular meeting recessed at approximately 7:58 p.m. for an executive session, then adjourned at about 8:22 p.m. (draft minutes) or 8:23 p.m. (transcript). The workshop began at 8:24 p.m.
  • The workshop forwarded the honorary street name request and item 26-113 for further consideration at the August 18, 2026 council meeting. No formal workshop votes were taken.
