0:37

Council President Byrd, the floor and workshop meeting is yours.

0:41

Um thank you, Mr.

0:42

Mayor.

0:43

Um we will begin with correspondence and council comments.

0:47

I would ask that um to tonight we have some special guests from um AP Gov.

0:54

Yeah, so so let's uh you know make it interesting, make it crisp.

0:58

Don't they have to stand up and introduce themselves?

1:00

I'll just get to do that.

1:02

Um but if anybody has any correspondence or council comments, uh get my attention.

1:08

Patricia.

1:09

Um just want to remind everybody next Monday.

1:12

Um I am having an open forum at the um uh Barlow Community Center at 7 o'clock, and it's about rentals, short-term rentals, and long-term rentals.

1:24

Um, so I hope uh a large crowd will come and we can really kind of talk out what the community thinks about both of those issues.

1:33

Thank you.

1:37

Uh just appreciated the great crowd we had last week at the e-bike and e-scooter forum last week.

1:42

Uh we had many great ideas that were discussed across the board.

1:45

Uh they all the problems that we see as a city seem to be aligned with what the residents spoke up about.

1:51

Um, also just wanted to clarify that public comments will still be accepted on Let's Talk Hudson until Friday, September 18th.

1:57

So please get your comments in.

1:59

Thank you.

2:06

Last night I was at the planning commission meeting.

2:08

They had two applicants.

2:10

One was for a daycare on the corner of 303 and Terracks, and another application was for the townhomes on Morse between Clinton and Owen Brown.

2:19

Um, this was their second planing commission of uh meeting of the month.

2:24

They usually just do one.

2:25

Uh so I don't know if that might been an issue, but they had some trouble getting a quorum.

2:29

They had a quorum for a little bit, but not for the entire time, so they had to end a little bit early.

2:33

Um so just flagging this that uh it kind of pushed some of the process and the applicants into the next uh meeting, which kind of caused a delay, and I think there was also some delays.

2:45

Um just flagging that there was uh a little bit of an issue, kind of I think keeping questions to related to the zoning code and related to our comprehensive plan.

2:54

And I think that led to some of the timing issues that happened in the um at the meeting last night.

3:05

Just wanted to reiterate what councilwoman white said about our forum and shout out to Daphne, our little um fourth grade girl scout that came and presented, and she did an amazing job.

3:15

Um I also wanted to uh say we had a BCBA meeting last week.

3:20

Um, not coming up.

3:23

We have several applicants um proposing variances, so we might have to actually go into more meetings um to get through all of those, but that's just my update.

3:32

Thanks.

3:34

Oh, thank you.

3:37

Uh we had a meeting of park board last night.

3:41

Um, a number of subjects were covered.

3:43

Uh we had a presentation by a Girl Scout Violet Painter, who did a great presentation on the history of Hudson Springs Park.

3:52

Uh it was originally the May family farm.

3:54

Um, and she actually found the foundation of uh a bait and tackles shop that used to run there when it was like a uh a private pay for uh park you could get in, and she's looking to uh uncover that foundation and and do a project there.

4:09

So the uh city staff is there was a motion made last night.

4:11

City staff is gonna help uh uncover that foundation, and that will be uh a project probably done in the spring of next year.

4:19

Uh there was additional discussion on the pickleball courts as far as a reservation system and the potential types of play assignment for each courts.

4:30

I have a piece I will pass around to the council members here to review.

4:34

Um the park board plans to move forward with that.

4:37

Uh signage will be made and they will make an official uh motion to to install that, hopefully alongside of the lighting going up in the coming months.

4:48

Uh obviously uh dream playground was a great success.

4:52

Uh lots of comments on that.

5:00

Uh additional topics included, uh discussion on a need for some netting along the uh Nicholson trail uh on hole 11 of the golf course.

5:06

Uh a young uh child was struck by a ball coming off the T-box there.

5:11

Um that hole runs quite tight to the trail.

5:14

So there's discussion on putting some netting there, protective at about 10 feet high.

Hudson City Council Workshop – August 25, 2026

The Hudson City Council held a workshop on Tuesday, August 25, 2026, at 7:30 p.m. in Town Hall, 27 East Main Street, called to order by Mayor Anzevino and led by President of Council Bird. The agenda featured the 2025 excess General Fund carryover balance, proposed legislation for the September 1, 2026 Council meeting, engineering standards, a liquor-license notice, and a proposed settlement in the Catterbury Meadows lawsuit. The workshop adjourned at 9:04 p.m. with no formal votes taken.

Council Comments & Correspondence

  • Council Member Weinstein reported on the August 24 Planning Commission meeting and the August 20 Zoning & Building Appeals meeting.
  • Council Member Brezovec reported on the August 24 Park Board meeting and read a letter about the sidewalk assessment process; Council members noted they had received no resident responses regarding the changes.
  • A Council member announced that the City will join the Hudson Senior Network on August 26 to cut the ribbon on the new senior transportation van program, which is planned to begin in September. The member also addressed social media questions about parking on the greens, noting the City no longer has use of the Joanne site lot.

Discussion Items

  • Excess General Fund Carryover Balance (26-0061): City Manager Sheridan and Assistant City Manager Knoblauch presented staff recommendations for the 2025 excess carryover, which is subject to an ordinance requiring that not less than 50% of the excess be spent on infrastructure. Staff noted that two appropriations from the excess already had been made and presented options including a salt barn, sidewalk projects, and stormwater improvements. Stormwater projects are estimated at $2.6 million in 2026 and $2.5 million each in 2027 and 2028. Several Council members expressed a preference to defer major commitments until the 2027–2031 budget process, emphasizing a cautious approach despite revenue running just under 1% above estimate at the end of July, with positive growth in August. Staff agreed to bring a fuller budget picture to Council before final decisions are made.
  • Proposed Legislation for September 1, 2026: Council reviewed five proposed pieces of legislation, including a resolution amending Resolution 25-182 to increase an existing purchase order with Superior Beverage. An ordinance addressing low-speed vehicle operation drew extended discussion. Members debated separate stickers for vehicles with a maximum speed of 25 mph and whether such vehicles should be permitted to cross or travel on 35 mph streets. One Council member noted that Hudson police records showed no incidents or complaints involving low-speed vehicles in the past year, asking what the legislation was trying to address. Another member stated a preference for giving drivers more freedom and supported an education campaign similar to the e-scooter and e-bike rollout. No consensus was reached; members noted the option of postponing action to a date certain.
  • Engineering Standards Ordinance (26-115): Council discussed proposed amendments to Chapter 1419 concerning infrastructure construction standards and amending Section 1016.04. One member noted receiving no active resident feedback opposing the changes but reported general concern, with some residents worried that what happened in Twinsburg might happen in Hudson. The discussion indicated no major changes to the legislation were anticipated.
  • Liquor Notice Resolution (26-0071): Council Member Sutton recused himself and left Council Chambers at 8:59 p.m. before the discussion. The resolution responds to an Ohio Division of Liquor legislative authority letter dated August 7, 2026; the City's response must be postmarked no later than September 5, 2026. A public hearing will be held on the item.
  • Lawsuit Settlement – Catterbury Meadows (TMP-8844): President Bird read the title and a final statement explaining that, on the advice of attorneys, Council would reserve comment and debate on the proposed settlement of Prestige Builder Group LLC v. City of Hudson until after a public hearing so that all input could be heard. Council discussed scheduling, with a public hearing anticipated around the September 15, 2026 Council meeting; if scheduling falls through, a special meeting could be added before the September 8 workshop.

Key Outcomes

  • No formal votes were taken; the meeting was a workshop.
  • Council directed staff to continue refining the excess-fund spending plan in the context of the upcoming 2027–2031 budget cycle.
  • The low-speed vehicle ordinance will receive further consideration; Council discussed postponing action to a date certain if needed.
  • Council Member Sutton recused from the liquor notice discussion; a public hearing will be scheduled.
  • Council formally reserved comment on the Prestige Builder Group settlement until after the public hearing.
  • Mayor Anzevino noted that a proclamation for Jacob Meachem will appear on the September 15, 2026, Council agenda.
