Summary of Proceedings

Hudson City Council Regular Meeting - September 1, 2026

The Hudson City Council held its regularly scheduled meeting on Tuesday, September 1, 2026, at 7:30 PM in Town Hall, 27 East Main Street. Mayor Jeffrey Anzevino presided with all seven council members present: Council President Bird (Ward 4), Goetz (Ward 1), White (Ward 2), Sutton (Ward 3), and At-Large members Brezovec, D'Eramo, and Weinstein, constituting a quorum. City Manager Sheridan, City Solicitor Pitchford, and Clerk of Council Wheeler were also present. The 57-minute meeting, adjourned at 8:27 PM, covered approval of prior minutes, a mental health awareness proclamation, public comment on two contested development matters, consent agenda approvals, and three pieces of legislation. No executive session was held.

Proclamations & Recognitions

  • Mayor Anzevino read a proclamation recognizing the week of October 5–11, 2026, as Mental Illness Awareness Week and October 10, 2026, as World Mental Health Day, encouraging residents to treat seeking support for mental well-being as a sign of strength and an ongoing part of community life.

Consent Calendar

  • Approved the August 18, 2026 Council Meeting minutes and August 25, 2026 Council Workshop minutes (Legislation 26-0069) by roll call vote.
  • Suspended the three-reading rule and approved the consent agenda by roll call, including Item A (26-0071) and Item C (26-117), a resolution amending Resolution 25-182 and authorizing the City Manager to increase an existing purchase order with Superior Beverage.
  • Council President Bird noted that with seven members present, six affirmative votes were required for the suspension of the rules, and that threshold was met.

Public Comments & Testimony

  • A resident's letter expressed concern regarding the proposed settlement related to the development on Ravenna Street, stating the project appeared to be moving forward despite prior rejection by the Planning Commission, City Council, the Board of Zoning Appeals, and the Summit County Court. The letter asked Council to uphold the integrity of the city's development review process and, if the revised plan meets city standards, to evaluate it through the same process as any other proposal.
  • A representative of Ohio State Fence stated the company was "100% sure" it followed the guidelines set forth by City of Hudson staff, and alleged that Hannon falsified records by deleting a final inspection pass.
  • A public commenter raised concern about water as a potential unforeseen condition in the Canterbury Meadows project and asked what recourse the city would have if field conditions differ from the plans.
  • A speaker stated that Ward 3 has special zoning, noted that Council Member Sutton was recused from the matter due to a conflict, and urged the city to stand by what residents have said they want for the community. Another speaker emphasized that the city should not be pushed around and should adhere to citizens' expressed wishes.
  • One commenter characterized the pending proposal as close to a "fair and workable ordinance" and asked Council to focus on regulating safety and equipment rather than restricting access, noting the police chief had described it as a precautionary measure rather than a response to any incident.

Discussion Items

  • Legislation 26-113: Council voted by roll call to postpone this item to a date certain of October 6, 2026. The motion to postpone carried.
  • Legislation 26-115: Council Member Brezovec moved to add "and declaring an emergency" to the title and to replace Section 6 with emergency language providing that the City Manager must be able to immediately protect and preserve the life, safety, health, and property of residents, including a provision addressing the vote threshold when only five or six members are present. Council discussed directing the City Manager to remove the directional drilling hold if the legislation passed. Council suspended the three-reading rule, receiving the six required affirmative votes, and passed the ordinance as amended on an emergency basis.
  • Legislation 26-119: Council suspended the rules and passed the legislation with substituted language dated September 1, 2026, by roll call vote.
  • Council Member Weinstein reported attending the August 31 Planning Commission special executive meeting, where commission members and the City Solicitor were briefed on the Ravenna Development Settlement.
  • Council President Bird stated he would withhold comment on the Ravenna matter until the public hearing at the next regular Council meeting on September 15, 2026.
  • Council Member Brezovec provided an update on the HCTV Advisory Committee, stating its main goal is implementing its charge.
  • Mayor Anzevino announced a H.O.M.E. event at First and Main on September 3, the first home football game on September 4, and the Community Picnic time-capsule collection. City Manager Sheridan confirmed the city is collecting items at the Community Picnic for the time capsule.
  • Council members, city staff, school board members, the library, and the park board discussed items of mutual benefit between their organizations.

Key Outcomes

  • Approved the consent agenda, including the August 18 and August 25 meeting minutes, and passed the Superior Beverage purchase order resolution (26-117).
  • Issued the proclamation for Mental Illness Awareness Week (October 5–11, 2026) and World Mental Health Day (October 10, 2026).
  • Postponed Legislation 26-113 to October 6, 2026.
  • Passed Legislation 26-115 with emergency language and Legislation 26-119 with substituted language dated September 1, 2026.
  • Public hearing on the Ravenna matter scheduled for the next regular Council meeting on September 15, 2026.
  • No executive session was held; staff and the Solicitor advised there were no topics requiring discussion.
  • Per the agenda, the City's response to the Ohio Division of Liquor Legislative Authority dated August 7, 2026, must be postmarked no later than September 5, 2026.
