Hudson Planning Commission Special Meeting Summary – November 26, 2018

The Planning Commission held a special meeting on November 26, 2018 at 7:34 PM to review two public hearings: a site plan for the new Hudson Middle School and a continued discussion on the Land Development Code (LDC) update. The Middle School site plan was approved with conditions, and the LDC public hearing was continued to January 14, 2019.

Public Comments & Testimony

  • Bob Dyer, 236 Franklyn Street, thanked the schools and board for their work and communication but expressed concern about traffic on side streets during the interim construction period (2020–2022). He worried that parents dropping off children would complain and that today's plans might be changed under pressure.

Discussion Items

  • Hudson Middle School Site Plan (PC 2018-4922): Staff introduced the application for a new two-story, approximately 180,000-square-foot school for 1,275 students (grades 6–8), located east of the current facility at 77 N. Oviatt Street. The project uses $46 million of the $81 million levy. The commission discussed enrollment projections (10-year projection of 1,249 students), future expansion potential (west side addition), traffic circulation (separation of bus and car traffic), stormwater management (25-year storm released as a 1-year event due to downstream infrastructure), and interim phasing. Superintendent Phil Herman stated the enrollment projection is conservative and flexible scheduling can accommodate more students. Architect John Peterson noted 48 core classrooms plus specials. City Engineer Brad Kosco confirmed the traffic study showed no degradation but recommended monitoring. Chair Kagler raised concerns about the lack of an interim site plan showing the 2020–2021 period. Commissioner Chuparkoff expressed dissatisfaction with the overall circulation pattern, particularly access to event parking. After discussion, a motion to approve with 12 conditions passed 3–1.
  • Land Development Code Update (PC 2018-4526): Staff presented the revised redline draft and noted that many prior comments had been addressed. Commissioners found it difficult to compare multiple document versions. Staff proposed continuing the public hearing to allow review of remaining items. The commission agreed to continue the hearing.

Key Outcomes

  • Middle School Site Plan approved (3–1, with Commissioner Chuparkoff voting nay) subject to the following conditions:
    1. Address Fire Marshal Shawn Kasson's comments (September 20, 2018).
    2. Address Assistant City Engineer Nathan Wonsick's comments (October 22, 2018).
    3. Relocate the through pathway connecting Oviatt Street and North Hayden Parkway to follow the south side of the Middle School drive.
    4. Extend the multipurpose path on the south side of Lavelli Field eastward to North Hayden Parkway.
    5. Revise landscaping to reduce bushes and ornamental plantings and increase evergreen plantings for a denser buffer; incorporate bufferyard plantings west of the bioretention north of the Oviatt Street entrance drive.
    6. Submit a post-construction traffic study verifying level of service (LOS) at studied intersections in the first October after final building construction and classroom shifts; the property owner shall pay for any required improvements.
    7. Install silt fencing or polypropylene fencing to mark and protect approved clearing limits.
    8. Satisfy above conditions prior to scheduling a preconstruction meeting and no clearing or construction before issuance of a Zoning Certificate.
    9. Provide a per-year phasing plan documenting parking and traffic circulation, subject to staff review and approval.
    10. City and Schools to monitor traffic levels during construction phases; Hudson City Schools to provide adequate traffic control methods as requested by the city.
    11. Incorporate a crosswalk at the north side of the roundabout and an appropriate crosswalk from the staff parking lot to the entrance of Malson Field.
    12. Submit a plan for the 1927 Building at 77 N. Oviatt Street documenting how the remaining part of the building will be stabilized after partial demolition, including building façade, utilities, and fire access.
  • Land Development Code public hearing continued to Monday, January 14, 2019 at 7:30 PM (unanimous vote).
  • Minutes of the November 5, 2018 Planning Commission meeting approved (3–0–1, Commissioner Stolle abstained).
  • Meeting adjourned at 10:16 PM.
