I'm calling the order a uh meeting of the industrial design subcommittee for this evening.

0:12

Uh this is prior to our stated uh planning commission meeting.

0:16

Um Mr.

0:17

Sugar, would you like to leave it off with a description of what's before us?

0:22

Yes, thank you.

0:23

Um back in September of this year, uh the board and planning commission approved a site plan and uh design request for construction of the Western Reserve Hospital Medical Office building.

0:34

Um as part of that review industrial design subcommittee uh you know submitted a recommendation to planning commission, so that old recommendation is uh was attached to the materials and we have that available um uh for the subcommittee.

0:47

Um but the applicant has requested uh changes to the design and um changes to the extent that would require review again from the subcommittee and a recommendation to the planning commission.

1:00

So um uh you know I'll add uh crit Chris here with the applicant um go over those changes, but just uh on a high level, um the the building footprint has been reduced a bit.

1:11

Um a mass on the north elevation uh was removed that's gonna be incorporated into landscaped areas.

1:19

Um eFIS material has been proposed um to be added along the um uh elevations in lieu of uh some of the face brick that was previously proposed.

1:30

And then there's some um alterations to some of the windows.

1:34

Uh for example, the uh corner windows have been removed from the south and west elevations on that on that corner.

1:42

So um with that, we did have uh comments that we sent to both the applicant and the board.

1:47

Those are in front of you, printed those out.

1:49

Uh Chris has prepared some uh additional renderings that I printed out.

1:56

Those are in front of in front of you.

1:59

And uh with that, I'll turn it over to Chris for an introduction on the on the changes in the proposal.

2:04

So thank you, Mr.

2:05

Sugar.

2:06

So thank you.

2:07

Um we have you should probably give your full name and affiliation and all that since we're getting in on the record.

2:13

Perfect.

2:14

Uh my name is Christopher Haight.

2:16

I'm with design group architects.

2:17

We're out of Plummas, Ohio.

2:19

We're here on behalf of uh Western Reserve and Anchor Health Properties, who are the two co-owners of this um site and development.

2:27

Um really the in order to make this project feasible, there was some square footage and cost reductions that had to be made to keep the project moving forward in order to align sort of the the loan agreement with then what was physically going to get constructed day one uh so that we could keep moving.

2:47

Uh inevitably it was roughly around 5800 square feet that we had to pull out of the building.

2:51

That was at the time when you saw it was mostly shelled space uh in order to align the the equity side of it, was looking for a fully occupied building, hence the reduction.

3:02

And so that's really kind of what drove it.

3:04

Um the site is planned for that mass to come back, and so the internal planning works such that it can get back to a 62,000 square feet that was originally planned for.

3:15

Uh, and the team has really accounted for that in the programming planning.

3:19

So understanding through that, I can walk you through sort of the internal plan moves uh or the external um plan moves.

3:28

Uh so when we were looking at the opportunities and how the program was working internally, really trying to constitute a lot of natural light and uh clinical space, but really highlight locations, which is the large glass mass that you see on the back where staff are gonna congregate.

3:44

That's their break room space, so it looks out towards the wetland area.

3:47

Um the predominant view is really the southeast corner of the site as I see it from entry.

3:54

It's really set up for that building to grow uh long term and the campus to grow with it organically.

4:00

Um and then really trying to play down the backside of it since we're really trying to build a public and a service side because the service side you really do not see from seasons road because of the height and the growth of the trees.

4:11

Uh oddly enough, that's how I ended up here tonight was driving the back way up seasons road uh and the tree canopy and its um height is meant to be maintained, and you really do not get a lot of visibility from the site in that direction because you're coming from about 30 feet down up the hill towards seasons road at route eight.

4:31

Um you're coming at a higher elevation on from route eight to the site entry, and so you really kind of see it from that direction a more prominent way.

4:40

Can I stop you a second?

4:42

Can you help move that screen so that it's tilted a little bit this way?

4:48

Oh small thank you for bringing that up.

5:00

Thank you for bringing that up.

5:00

I've been looking at the smaller one.

5:02

It's just not enough.

5:04

Thank you.

5:11

That's good.

5:11

Oops.

5:14

Something changed.

5:18

Oh, it says no signal.

5:19

It lost it.

5:20

It's an electric, is it uh Wi-Fi signal or it's just six inches too far.

5:37

Check the in external input or select another input using the input button.

5:46

Is there an external thing on it?

6:19

I I have time.

6:22

If you're hoping coordinate the discussion, I can turn that.

6:29

Well, maybe Chris could like refer to it on these pages before us, then the bottom image is kind of that the one that you see here is really that southeast corner, and I'm up again above the tree canopy to kind of see what's happening from a massing perspective.

6:47

If you scroll the screen down a little bit, so sorry, up yeah.

Summary of Proceedings

Hudson Planning Commission Meeting – December 13, 2021

The Hudson Planning Commission met on Monday, December 13, 2021 at 7:30 PM in Town Hall, preceded by the Industrial Design Subcommittee at 6:45 PM. All seven commissioners were present. The commission approved two public hearing items and accepted a design subcommittee recommendation, all unanimously. The meeting also included recognition of outgoing commissioners and the city solicitor.

Industrial Design Subcommittee (6:45 PM)

  • The subcommittee reviewed proposed design changes to the Western Reserve Hospital medical clinic at 231 Seasons Road (Case PC 2021-919). Applicant Christopher Haedt of DesignGroup explained a reduction of approximately 5,800 square feet (from 62,000 to 56,200 sq ft) and material changes including use of EIFS (exterior insulation finish system) and removal of some windows to make the project feasible. Staff recommended conditions including smooth brick preference, signage on the south elevation, and matching metal panels. The subcommittee voted unanimously to recommend approval.

Consent Calendar

  • Approval of Minutes (November 8, 2021): Moved by Mr. Chuparkoff, seconded by Mr. Anglewicz. Approved unanimously (7-0).

Public Hearings

PC 2021-1248 – Conditional Use for 33-Unit Townhome Development

  • Location: Parcel 3003001, west side of Darrow Road, south of Stoney Hill Drive.
  • Applicant: Dave Grunenwald. The project proposes 33 townhomes on a 12.79-acre parcel with dual zoning (commercial front, D3 residential rear). The townhomes are a conditional use in the D3 district.
  • Staff Report: City Planner Nicholas Sugar presented the staff report, noting consistency with the comprehensive plan and compatibility concerns due to adjacent vacant lots. A traffic study was accepted. The plan includes a loop drive, private drives, and garages facing the drive.
  • Applicant Comments: Mr. Grunenwald accepted most staff recommendations but objected to a request for additional streets, arguing it would replace green space with asphalt.
  • Commission Discussion: Commissioners noted the conceptual nature of the review. No public comments were heard.
  • Motion: Mr. Chuparkoff moved to approve the conditional use with eight conditions, including sidewalk connections, wetland setbacks, open space compliance, landscaping near building #33, parking verification, informal AHBR review, and addressing engineer and fire marshal comments. Seconded by Mr. Anglewicz. Approved unanimously (7-0).

PC 2021-1300 – Replat of Park Lane for Right-of-Way Dedication

  • Location: Parcel 3204009 on Park Lane.
  • Purpose: To dedicate the parcel as city right-of-way to create on-street parking as part of the Park Lane Square project. The parcel is currently city-owned and contains grass.
  • Staff Report: Mr. Sugar explained the history and that the parcel functions as right-of-way; dedication would formalize it and allow construction of four parking spaces.
  • Commission Discussion: Mr. Chuparkoff questioned whether the parcel should be split to preserve buildable land, but after reviewing maps showing the proposed parking layout, the commission agreed the dedication was appropriate.
  • No public comments.
  • Motion: Mr. Anglewicz moved to approve the dedication and recommend City Council approval, with conditions: (1) Council must approve the dedication, and (2) comments from the Assistant City Engineer must be addressed. Seconded by Mr. Chuparkoff. Approved unanimously (7-0).

Other Business

PC 2021-919 – Acceptance of Industrial Design Subcommittee Recommendation for Design Changes

  • The commission accepted the subcommittee's recommendation without further discussion. Mr. Lehman summarized the changes. The motion, made by Mr. Chuparkoff and seconded by Mr. Anglewicz, approved the design changes with the same conditions as the subcommittee: limited to the presented plans, use of EIFS material, removal of windows, signage on the south elevation, smooth brick preference, and matching metal panels. Approved unanimously (7-0).

Staff Updates

  • Mr. Sugar announced upcoming items for the January 10, 2022 meeting: ACME site plan remodel, historic district expansion for Elm and Rosalind Streets, and a rezoning application for South Oviatt Street for a special needs residential community.
  • Text amendments: agricultural use amendments adopted; sign illumination changes under council consideration; 2021 LDC updates pending further council discussion.

Recognitions

  • The commission thanked City Solicitor Matt Vazzana for his service as he resigns to join the City of Twinsburg. Motion passed unanimously.
  • Proclamations were presented to outgoing commissioners Gregory Anglewicz and Michael Chuparkoff for eight years of service. The commission thanked them for their contributions.

Key Outcomes

  • All votes were unanimous (7-0) for:
    • Approval of November 8, 2021 minutes.
    • Conditional use approval for 33-unit townhome development (Case PC 2021-1248) with eight conditions.
    • Approval of right-of-way dedication for Park Lane (Case PC 2021-1300) and recommendation to City Council.
    • Acceptance of design changes for Western Reserve Hospital clinic (Case PC 2021-919).
  • Meeting adjourned at 8:13 PM.
