Design industrial design subcommittee.

0:03

So this subcommittee reviews all architectural uh reviews in districts zoning districts six and eight.

0:09

So those are industrial districts.

0:11

So you have today members present from uh the architectural board of review, Mr.

0:16

Workley, Miss Marzula, and you have uh one member present from the planning commission, Miss Jones.

0:22

Um so the requirements are a little bit streamlined, you know, you don't consult our full uh architectural design standards as as I'm sure you're aware now.

0:31

Um so uh now now background for for the board for the committee.

0:37

Uh what's before you is uh designed for the first phase of a three-phase edition.

0:42

Uh it's located at um get the address here, 1931 Georgetown Road in the Hudson South Business Park.

0:50

Uh had the aerial here, so it's at the end of Georgetown Road.

0:58

And there's an existing uh office building, about a 7,000 square foot office building.

1:03

And the addition would be located at the uh northwest portion of the of the of the building uh with a connector um to for for shared access uh through both buildings.

1:16

Uh this was as you if you recall, rescheduled from previous meeting, so the applicant did have some time to respond to our staff comments to review those a little bit.

1:25

Um the overall use of the facility for the addition is for uh storage of high-end vehicles.

1:32

Uh office use front, that main building would stay office, but these would be storage for high-end vehicles.

1:38

Um the subcommittee would would review the standards and make a recommendation that would go on to the to the planning commission and typically be accepted at their uh at their approval or conditions.

1:52

So the packet excuse me for the standards.

2:07

Uh can read those quickly.

2:09

Um there's a few.

2:10

So uh one along with the site plan, the design of the structure establishes not only the overall appearance of the development, but also development's contribution to the character of the city.

2:19

The design of the structure should have elements which are interrelated and ordered.

2:22

The order relates the structure to the site to neighboring sites and to the city as a whole.

2:27

Uh, there's some uh requirements for massing and proportions.

2:30

Efforts must be made to reduce the overall visual impact for large industrial structures.

2:36

This may accomplish by this may be accomplished by you utilizing topography in the form of berming landscaping or architectural solutions that give the illusion of an apparently smaller mass.

2:50

Size and proportion of window and wall openings in a structure should be related to one another in the spaces between them within the overall development and facade.

2:58

Uh then requirements on viewscapes and materials.

3:00

Structure should be designed as a single architectural entity rather than a collection of unrelated facades.

3:06

Architectural detail, architectural character and detailing should be provided for all sides of the structure in the public view.

3:13

Additions and accessory structures should be designed to be compatible with the main structure.

3:18

All exterior finished materials, including windows and doors, shall be of architectural grade with long-term maintenance and characteristics.

3:24

Materials handling and loading, unloading areas should be located away from the public view to the greater extent practical, practicable.

3:33

And any structure equipment that cannot be screened by walls, roof forms, and or landscaping.

3:49

So uh how this was structured.

3:52

Um I did give comment here.

3:54

Mr.

3:54

Elsey responded to those comments.

3:56

So that was in your packet.

3:57

I just used that sheet because that it was just easier to follow along, I felt, um, but had some comments here on um the uh building design, um materials used.

4:09

Um too many others though.

4:12

Um the height of this the the addition, um, it's kind of unique as the existing building sits underground for about a floor, is it a full floor?

4:24

Yeah, it's like uh full floor.

4:26

So the ground is kind of like it's in it's in a dish, yeah.

4:30

So it's a little interesting.

4:31

So the comments you see there, they struggled a little bit with that in the in the design, but um believe you mentioned you could look at some of the roof pitches.

4:40

Um I guess with that I'd turn it over to you, John.

4:42

If you'd like to just um go over your items and and if you had any of those responses to to discuss.

4:50

Sure, thank you.

4:51

My name is John Elsey.

4:52

I'm an architect with GBC Design.

4:55

This is uh Aaron Steinbrook from UHC uh construction, he's the general contractor or represents the general contractor.

5:04

Uh there's a couple things that are uh a little different from um that this has evolved uh with regards to uh at this point we're not looking at doing the connection.

5:16

Uh that once once they decided once we actually laid it out on the site, it actually almost lines up with his existing ramp.

5:24

Um see this or whatever.

5:34

Um this is the existing building here, and these are our proposed three additions.

5:40

Um we're really looking at phase one, and we had shown a proposed walkway connection to his office, but once they finally staked this and realize that this is actually already a ramp to the building that wasn't necessary to make a second connection.

5:56

So we're actually not proposing to do that connection, and some of the other drawings that we have here to show you that.

6:05

Um the one thing with this is a picture of the existing building.

6:13

It's actually a two-story building, but the grade is such that this is actually down in like a dish, and it's a full you know, full access.

6:24

This is probably at the windowsill, and then it's three feet for frost, but it it is in effect a two-story building.

Hudson Planning Commission Meeting – November 13, 2023

The Hudson Planning Commission met on November 13, 2023, at 7:30 PM at Town Hall. The agenda included three public hearings, approval of administrative rules, and the 2024 meeting schedule. The Industrial Design Subcommittee met prior to review building design for one of the hearings.

Consent Calendar

  • Approval of minutes from October 9, 2023, was deferred to the December meeting due to formatting gaps and missing sentences.

Public Comments & Testimony

  • No public comments were made on items not on the agenda.

Industrial Design Subcommittee (6:45 PM)

  • Reviewed the design for phase one of a three-phase addition at 1931 Georgetown Road (PC 2023-557). The subcommittee recommended brick on three sides (south, east, west), transom windows, a banding element under the soffit, and a gable on the west side of approximately 20-foot width. The motion was approved unanimously.

Discussion Items

PC 2023-874 – Conditional Use for Bank with Drive-Through (69 W. Streetsboro Street)

  • Staff introduced the request to convert the former DO Summers dry cleaners into a Citizens Bank branch with an interactive teller machine (ITM) and walk-up ATM. The bank would operate Monday–Friday 9–4, Saturday 9–12, closed Sunday.
  • Commissioners and applicant discussed exterior lighting, traffic circulation, the need for a traffic study, snow removal, ITM service times, and the existing traffic light at the intersection. The applicant noted a seven-year lease with renewal options and anticipated occupancy in July 2024.
  • Public testimony: None.
  • The Commission voted to approve the conditional use subject to staff recommendations, but continued the application to the December meeting to allow the applicant to provide additional traffic data (average service time per vehicle, example trip counts from other branches). The applicant must submit this information by November 27, 2023.

PC 2023-557 – Conditional Use and Site Plan for Vehicle Storage and Repair (1931 Georgetown Road)

  • Staff presented the request for a three-phase addition to an existing office building for high-end vehicle storage and light automotive repair (tune-ups, oil changes, tire rotations). Only the first phase (4,884 sq ft) was under consideration.
  • The Industrial Design Subcommittee’s recommendation (brick on three sides, transom windows, gable) was noted. Discussion covered sidewalk in-lieu program, limits of disturbance, normal business hours (estimated 9–7), oil disposal, lighting, noise, vehicle sales prohibition in District 8, and the need for a revised site plan showing only phase one.
  • Public testimony: None.
  • The Commission continued the application to December, requiring revised documents focusing on phase one, additional documentation regarding anticipated vehicle sales, and clarification on the definition of vehicle sales. Revised submittals due November 27, 2023.

PC 2023-893 – Preliminary Subdivision for Pine Ridge (13-Lot Single-Family)

  • Staff introduced the preliminary subdivision plan for 13 lots on 71.79 acres, re-platting the undeveloped Reserve at River Oaks Phase 1A. Revisions included reduced lot sizes, a 100-foot landscape buffer, and 57 acres (70%) of open space.
  • Public testimony: Two residents expressed concerns about tree preservation (especially mature pines), wildlife habitat, bright lighting, fencing, and the wetland conservation easement. Applicant responded that mature trees would be protected, an enlarged pond was possible, and the HOA would restrict chain-link fencing.
  • The Commission approved the preliminary subdivision with nine conditions, including: declaration of covenants for solicitor review, revise limits of disturbance to protect pine trees, city arborist review of individual lots, native plantings in wetland setbacks, landscaping revisions per Section 1207.04, street tree plantings per arborist recommendations, additional amenities (crushed limestone path, gathering space) with Park Board review, an exterior lighting plan, and addressing city engineer comments.

Key Outcomes

  • PC 2023-874: Conditional use approved subject to conditions; continued to December 11, 2023, for traffic data.
  • PC 2023-557: Continued to December 11, 2023, pending revised site plan and vehicle sales documentation.
  • PC 2023-893: Preliminary subdivision approved with nine conditions.
  • Administrative Rules (Conflict of Interest): Approved on second reading (5-1, with Ms. Norman dissenting) after discussion on citing ORC 102.03.
  • 2024 Meeting Schedule: Approved unanimously.
