Monday, May 13th.

0:01

So we've all begin the meeting or the meeting of the industrial design review subcommittee.

0:09

Thank you.

0:11

I'll give a brief introduction.

0:13

We have one item to on the agenda today for the subcommittee.

0:17

Um that is for Gemco Medical or GemCore families.

0:22

And that the site plan and design were previously approved at the March 11th 2024 meeting.

0:35

And the applicant has followed up with staff on on revisions.

0:48

So just on a high level.

2:11

Thanks for your time tonight.

2:13

Matt Edwards, generation two of GemCorps family of companies.

2:39

Allows us to have all 50 states.

2:47

So mail order.

2:49

So the separate part of the building versus being attached is for separate address needs.

3:07

Yeah, there's on the left.

3:12

Yeah, that's the 2001.

3:14

So the archways and things like that are incorporated into the new building.

3:18

So when they're next to each other, they'll be for the similar window size.

3:29

So right now we're simply out of space.

3:31

Our pharmacy has six employees in 2023, and we have now 14.

3:37

Uh one additional pharmacist and eight additional support staff.

3:42

So we have been growing and we're out of space in the existing facility, so we're we're moving into this spot.

3:49

We looked at building a 5,000 square foot building.

4:05

We've been vested in Hudson for over 25 years.

4:09

No, actually, we've moved into Hudson 20 about 25 years ago, the business from Twinsburg.

4:14

And so we decided we want to you know build a bigger building here.

4:18

So that's a 10,000 square foot building versus five to get some economies of scale on building.

4:23

More space than we need today, but we're looking to expand into it.

4:27

So the considerations today are uh on the east elevation.

4:32

We're going to be removing that mandor and making that a window, just like the other side.

4:39

That's important to us to make that look like from the street.

4:43

So this here would be the same as that.

4:47

So we made that we're gonna make that modification, and we're going to move that door to the north elevation.

5:00

So these two this this north elevation is not really visible to the street, and then the west elevation is not visible to the street.

5:05

So that will give it more symmetry from the street facing area.

5:09

So it's needed for the eagle.

5:15

If you say anything, we need you to have it that might be.

5:18

Oh, sorry.

5:19

Yeah, I'll I'll I'll be quiet and then I will uh let the experts talk.

5:24

But um so we're just we're we think the east and the west, I'm sorry, the north and the west elevations are in dense wooded wetland areas.

5:38

You got your microphone now?

5:40

Dust they're in uh densely forested areas that really wildlife's the only thing seeing them, and it's really I don't know if there's an overhead view, but you know, we added the water table to the bottom around the wrap the yeah, ground, but if you look around the woods here, you know, this area will be fully masoned and then the the building facing the other building for the parking lot.

6:08

These two here will be completely invisible to the general public questions do you have for us?

6:28

Timothy you're the you're the architect expert, I'm just the guy yourself from Rene Jimenez again from uh Geist Companies.

6:40

So just uh I mean Matt pretty much touched uh based on all the points that that we came back for.

6:47

But um our initial March 11th meeting, uh we had some comments from from you that were to elongate the windows and to add more masonry to screen the rooftop units.

7:00

So we should once we started looking at all those different uh uh requests for comments that the proportions of the building started to change, and then that evolved into creating the you know the book ends of the front facade, bringing in uh different material to kind of to uh uh define the facades a little bit more, uh also bringing in that center arch entry that relates to the entrance right across from the parking lot.

7:30

So our goal was to take into consideration your comments at the same time, design a building that is aesthetically pleasing for for you know three fours for the size, the back is still has the same characteristics as the warehouse that we recently built.

7:48

Uh it mimics in terms of colors and textures.

7:52

Um that so the whole uh so this building is a little bit of uh of picking and choosing different details and colors from the existing buildings.

8:03

Uh in terms of the the windows, um, you know, you we you the comment was to bring these windows all the way to the ground, and there's a couple of reasons why we we we did not do that, but we did change the proportions of the windows.

8:16

We made them a little bit longer, a little bit uh slender, uh which stretched broad them down a little bit more, but we wanted to keep the horizontal water table, and there's going to be some extensive landscaping at the front of the building, so you're really are not going to see those uh those windows from the road.

8:34

And and these two buildings are completely separated by a parking uh area where you're not going to perceive that the windows are different, but the characteristics of the buildings are going to be pretty much the same.

8:48

Yeah, same material, same colors, same textures, uh even the the height and increase the about three feet or in some cases even more, so we can hide the mechanical units.

9:00

We also added a lot more masonry that was previously uh asked for.

9:04

For instance, these two foot sides are full masonry.

9:08

Before we were going to distribute some of the masonry into the different parts of the building, but instead of doing that, we we uh talked to uh our client to Matt, and uh you know, they they were they allowed us to uh spend an additional 150,000 dollars from March 11th to now in order to make the building look like this, and this is just aesthetics.

9:31

So I don't know if there's any other questions I'd be happy to answer them.

9:36

Okay, good afternoon, evening.

9:40

Um did you have any questions for either Matt or Brene?

Hudson, Ohio Planning Commission Meeting — May 13, 2024

The Planning Commission of the City of Hudson, Ohio, met on Monday, May 13, 2024, at 7:30 PM in Town Hall, 27 East Main Street, with Chair David Nystrom presiding. The Industrial Design Subcommittee (IDS) convened earlier at 6:45 PM to review case PC 2024-111. The Commission considered two public hearing items: an updated design approval for 5640 Hudson Industrial (Geis Company) and a conditional use request for the Preserve of Hudson, a 29-unit townhome development. The meeting included a roll call of all seven commissioners, the swearing-in of testifiers, and discussion of correspondence, the prior meeting minutes, and a Comprehensive Plan update.

Industrial Design Subcommittee (6:45 PM)

  • The IDS, a standing subcommittee, reviewed case PC 2024-111 prior to the regular meeting.
  • City Planner Nicholas Sugar introduced the application, noting the site plan and design were previously approved at the March 11, 2024, Planning Commission meeting with conditions.
  • Rene Jimenez, representing Geis Company, discussed how the March 11, 2024, conditions influenced the revised design, including redistributing masonry, changing a material on the north side (which the subcommittee noted "no one will ever actually notice"), adding windows, and screening rooftop equipment.
  • No changes were proposed on the east elevation facing Hudson Industrial Parkway.
  • The IDS voted unanimously to recommend Planning Commission approval of the revised elevations.

Consent Calendar & Correspondence

  • Commissioner Melissa Jones moved, and the Commission unanimously approved, the March 11, 2024, Planning Commission meeting minutes.
  • Chair Nystrom disclosed correspondence related to the March 12, 2024, City Council meeting (housing allocation discussion), which Vice Chair Sarah Norman had represented the Commission at.
  • Nystrom also shared a resident's question about permit turnaround times, noting takeaways from another community's pre-approved infill housing program.
  • Commissioner Erik Vaughan expressed concern that someone was "trying to cause difficulty for the Hudson Community Living Project," referencing a March 19, 2024, correspondence regarding the Hudson Community Living Company. Nystrom verified the entity's registration with the Ohio Attorney General's office and forwarded the correspondence to Acting City Solicitor Marshal Pitchford.

PC 2024-111 — Design Review, 5640 Hudson Industrial (Geis Company)

  • Chair Nystrom changed the agenda order to move this case earlier in the meeting while the IDS recommendation was fresh.
  • Commissioner Ronald Stolle moved, and Commissioner Jones seconded, that the Planning Commission approve the Industrial Design Subcommittee recommendation as stated.
  • The motion carried unanimously, applying the revised elevations and conditions to the previously approved design.

PC 2024-355 — Conditional Use Request, Preserve of Hudson (29-Unit Townhome Development)

  • The applicant (representing Nays Homes) described the project, which had previously come before the Commission when Gillian Hall represented it; Hall is now COO and was not present.
  • Staff noted comments from Assistant City Engineer David Rapp (in a May 8, 2024, review) and a Fire Marshal review letter dated May 2, 2024, which the applicant was required to address before final site plan review.
  • The applicant stated they had no intention to impact trees not on their property, that a route from the 2016 Corridor and Safety Study recommending internal drive networks was referenced, and that the project would help the surrounding Hudson West community, which had no stormwater system when built in the 1970s.
  • The applicant noted the project could meet a need for workforce housing, saying "what prevents them from coming back is affordable housing and the type of housing that this could meet."

Public Comments & Testimony

  • One resident, identifying as an empty nester who has lived in Hudson for 30+ years, spoke in favor of the project, expressing a need to downsize within Hudson.
  • No other public comment was received during the hearing.

Commission Deliberation

  • Commissioner Jones expressed support for the conditional use approval but cautioned that "there are some issues we're gonna face when we get to site plan review."
  • Another commissioner raised concerns that the project would not meet the terms of Land Development Code Section 1205.06 (D-3 Outer Village residential purposes) requiring preservation of community character, arguing "we're Hudson, and frankly, I just think Hudson deserves better than this intense development."
  • A commissioner stated the Commission would be "approving an oasis of development" and failing its obligation for "orderly and reasonable development of the town."
  • Another commissioner pushed back on the intensity concerns, stating this site "might be the best place in all of Hudson" for this type of housing.
  • The Commission discussed a 2016 Corridor and Safety Study recommendation regarding internal drives and noted the applicant's team spoke to the property owner to the north, who expressed no plans to develop the parcel.

Timeline & Continuance Debate

  • A motion/request for a continuance was discussed, but a commissioner read Land Development Code Section 1203.10(D)(2), which requires the Planning Commission to take final action within 30 days of a final subdivision plat being certified as complete, noting "we owe the applicant a decision today."
  • Staff flagged Section 1203.01(I), which allows a one-time, up to 60-day extension of time limits at the discretion of the decision-making body.
  • The applicant noted that if continued, a variance for the sanitary sewer line (paragraph 12) and individual builder obligations (paragraph 13) would miss the May 23 deadline for the June 20 BZBA meeting, pushing the decision to the July 8 Planning Commission meeting.
  • The Commission closed public comment and concluded its deliberation; the final vote result was not explicitly captured in the provided excerpts, though conditions discussed included addressing the Fire Marshal's May 2, 2024, review letter and Assistant City Engineer David Rapp's May 8, 2024, comments prior to final site plan review.

Comprehensive Plan Update

  • City Planner Sugar provided an update on the Comprehensive Plan, noting comments from the joint Council/Planning Commission session held April 25, 2024.
  • Sugar noted that if the steering committee forwards the plan on May 22, City Council could hold a first reading in June and then forward it to the Planning Commission for consideration.
  • Norman noted that in prior housing allocation discussions, certain categories of housing units had been excluded, and that the housing allocation "has not as much teeth and power as it could" because of those exclusions.

Key Outcomes

  • PC 2024-111: Approved unanimously to adopt the Industrial Design Subcommittee's revised elevations for 5640 Hudson Industrial (motion by Stolle, second by Jones).
  • PC 2024-355: The Commission heard testimony, closed the public hearing, and deliberated on the conditional use for the Preserve of Hudson. Conditions discussed include addressing the Fire Marshal's May 2, 2024, letter, Assistant City Engineer's May 8, 2024, comments, and resolving stormwater and variance issues; the explicit vote tally was not available in the provided records.
  • Minutes: Approved unanimously.
  • Next Steps: Comprehensive Plan anticipated to go to City Council in June 2024, then to Planning Commission for consideration.
