Summary of Proceedings

Hudson Planning Commission Meeting – March 31, 2025

The Hudson Planning Commission met on March 31, 2025 at 7:30 PM at Town Hall, with Acting Chair Angela Smith presiding (Chair Sarah Norman absent). Commissioners Romano, Nystrom, Innamorato, Smith, and McCoy were present. The meeting included approval of previous minutes, an executive session to discuss pending litigation, and public hearings on two text amendments. All votes were unanimous.

Consent Calendar

  • Approval of February 24, 2025 meeting minutes: Motion by Nystrom, second by Romano, carried 5-0.
  • Executive Session: Motion by Nystrom, second by Innamorato, to enter executive session under ORC 121.22(G)(3) to discuss pending litigation related to a Planning Commission decision. Carried 5-0.

Public Comments & Testimony

  • No oral public comments were made during the public discussion or public hearing periods. One written public comment was received regarding PC 2025-200 (townhome zoning amendment) and was noted by staff in the agenda packet.

Discussion Items

  • PC 2025-201 – Text Amendment for AHBR Consultants: Staff introduced a proposal to amend Section 1202.04(b)(3) of the Land Development Code to allow the Architectural and Historic Board of Review (AHBR) to hire qualified preservation consultants from the State Historic Preservation Office’s list, in addition to licensed architects. The amendment was requested to provide more flexibility, cost-effectiveness, and access to professionals with knowledge of Hudson. In 2024, the AHBR used a consultant nine times. No public testimony was offered. Commissioners had no questions.
  • PC 2025-200 – Text Amendment to Restrict Townhomes to District 5: Staff presented a council-initiated amendment to remove townhomes from all zoning districts except District 5 (Village Core). Currently, townhomes are permitted in Districts 1, 3, 4, 5, and 8 (the senior housing overlay). The amendment would strike them from Districts 1, 3, 4, and 8, leaving them as a permitted use by right only in District 5 at a maximum density of 20 units per acre. Discussion highlighted that the First & Main townhomes have 12 units per acre. Commissioners questioned alignment with the Comprehensive Plan’s goal 2.1.1 (update zoning based on community survey) and noted that existing townhome developments would become nonconforming but would not be affected. A written public comment expressed concern about limiting housing options, particularly for seniors. Commissioners requested a future detailed review of housing densities.

Key Outcomes

  • PC 2025-201: Motion by Nystrom, second by Romano, to recommend approval to City Council of the text amendment as modified by staff’s additional edit (striking a sentence that still suggested an architect was required). Vote: 5-0.
  • PC 2025-200: Motion by Nystrom, second by McCoy, to recommend approval to City Council of the text amendment removing townhomes from all districts except District 5. Vote: 5-0.
  • Future Agenda Item: Separate motion by Nystrom, second by Romano, to add a review of the Land Development Code housing density chart to the next Planning Commission meeting. Vote: 5-0.

Staff Update and Other Business

  • Upcoming April 14, 2025 Agenda: Staff announced a text amendment to prohibit marijuana sales in the city (based on council direction and a Let’s Talk Hudson survey showing approximately 58-60% support for a permanent ban among over 500 responses), and a conditional use/site plan request from Christ Community Chapel for an outdoor turf field and stage.
  • Hudson City Schools Application: The Schools requested a special meeting on April 28 for a conditional use application to widen a driveway on North Oviatt Street to improve stacking for student pickup/drop-off, which would involve removal of a century home. Commissioners declined the special meeting and directed the application to the May 12 regular meeting.
  • Historic Home Clarification: Staff clarified that the century home is not located within the city’s historic district and is owned by the school district, so it is not subject to Architectural and Historic Board of Review approval. The Planning Commission will evaluate the application based on zoning criteria.

Adjournment

  • Motion by Romano, second by McCoy, to adjourn. Carried 5-0.
