Summary of Proceedings

Hudson Planning Commission Meeting – August 24, 2026

The Hudson Planning Commission met on Monday, August 24, 2026 at 7:30 PM at Town Hall, with Acting Chair Jessie Obert presiding (absent Sarah Norman and Matt Romano). The meeting included approval of previous meeting minutes, public discussion on the Canterbury Crossing settlement proposal, and two new business items: a conditional use and site plan for a daycare center (PC 2026-916) and a site plan review for an 18-unit townhome development (PC 2026-945). The Commission approved the conditional use for the daycare and continued the site plan review to September 14, 2026; the townhome discussion was also continued to the September meeting due to time constraints.

Public Comments & Testimony

  • Melissa Jones of 2233 Ravenna Street, an adjacent property owner to Canterbury Crossing, objected to the proposed settlement agreement that would allow the development to proceed outside the Planning Commission process and the Land Development Code, stating it circumvents public input and the Commission’s role.
  • Ron Stroble of 24 Owen Brown Street (noted as not having standing) stated he was unaware of the townhome proposal, opposed the three-story massing as incompatible with the historic street, and objected to the proposed ingress/egress on Owen Brown Street, urging access from Morse Road instead.

Discussion Items

  • PC 2026-916 – Daycare Center (Crosslands Companies): A 10,000-square-foot daycare facility on 2.7 acres at the corner of West Streetsboro and Terex Road. The application required both a Conditional Use review and a Major Site Plan review. The Industrial Design Subcommittee had previously reviewed the building design and recommended approval with conditions (corner boards, fabric awnings, monotone sign). Discussion covered stormwater management (including a potential unknown 12-inch HDPE pipe), soil conditions, landscaping, fencing, lighting, traffic impacts, and costs. The applicant (Kim Tatsch of Crosslands, Jeff Jardine of Riverstone, and owner Ryan Kane) addressed concerns about site work, state licensing, and security. The Commission noted the need for more detailed stormwater and engineering plans before approving the site plan.
  • PC 2026-945 – 18-Unit Townhome Development (Fairmont Properties): A proposed development at 86 Owen Brown Street. The applicant (Adam Fishman and Bryce Hamill of Fairmont, Suzanne Meltzer of RDL Architects) presented a revised plan with three-unit pods, increased open space, and a mix of two- and three-story units. Discussion addressed phasing, site work sequencing, open space requirements, traffic generation, soil conditions (poor fill), and the need for a comprehensive traffic study incorporating the planned Clinton Crossing project. The Commission appreciated the iterative design improvements but noted the need for more information.

Key Outcomes

  • Conditional Use for Daycare Approved: The Commission voted 5-0 to approve the Conditional Use application and accept the Industrial Design Subcommittee's recommendations. The associated Major Site Plan request was continued to the September 14, 2026 meeting for the applicant to provide additional stormwater and engineering details.
  • Townhome Site Plan Continued: Due to time constraints, the public hearing for the townhome site plan was continued to the September 14, 2026 meeting. The public hearing remains open for future comment.
  • Minutes Approved: Minutes of the July 13, 2026 Planning Commission meeting (with a grammar correction) and the August 10, 2026 Joint City Council and Planning Commission meeting (with addition of conceptual design discussion) were approved 5-0.
