1. Review of Mixed Residential Development at 2400 Beloit Avenue
- City Manager Kevin Lanier and consultant Carolyn Eswine (C Planning Studio) presented the results of a multi-month community engagement process for the approximately 55-acire site (39 developable acres).
oTwo concept plans were presented:
o - Option A: 283 units (5.1 units per acre), including 54 single-family homes (1,200-1,400 sq ft), duplexes, townhomes, and apartment buildings (up to 3 stories) along Beloit Avenue. Includes bioswales, trail connectivity, and a direct path to the school.
- Option B: 234 units (4.25 units per acre), with 40 single-family homes plus 12 cottage units, fewer duplexes, and a different street network (two access points). Both options responded to community feedback favoring small-scale, walkable neighborhoods and a buffer of larger structures along Beloit.
- Commissioners discussed traffic impact on the school, stormwater management, use of TIF, and density on the 12-acre parcel. Commissioner Squire praised the process and alignment with the new zoning code. Commissioner Bowerman expressed preference for Option B due to unit mix and street grid. Commissioner Squire also noted support for Option B.
- The presentation confirmed that developers expressed confidence in delivering units under $300,000 threshold due to reduced footprints.
2. Director's Report on Zoning and Subdivision Ordinance Update
- Planning Director Duane reported that staff is finalizing revisions to the zoning and subdivision codes based on prior Commission feedback. The next review session is tentatively scheduled for March 16, 2026, followed by a public open house. All articles (1-3) have been finalized and shared. Remapping of the city's 26,000 parcels is underway and will be presented after the teext review.

- Unanimous Motion (6-0): The Commission recommended that the City Council adopt the concept plans for 2400 Beloit Avenue and authorized staff to prepare an RFP/RFQ to solicit developer interest. The motion was moved by Commissioner Squire and seconded by Commissioner Dongere. o- The item will be heard by the City Council on February 23,2026. o- The zoning code update process will continue with a public open house after the March 16 Plan Commission meeting.

Good evening. I'd like to welcome all of you to the Plan Commission tonight, Monday, February 2nd, 2026. Before we start the official meeting, I'd be remiss if we didn't notice that to my left is the seat where Commissioner Doug Markline sat. So if I can get through this, I've got written down just in case. Okay, remembering Commissioner Markliner, as we fondly referred to him as Doug, or if you were so called honored to call him, you immediately heard Douglas. My words about Doug are wit, sarcasm, sense of adventure, his appreciation of architecture and history, his love of music, and his New York Times crosswords. However, nothing compared to his love and pride of his family. As for being a Plan Commission member, Doug just didn't attend the meetings. He engaged dialogues, often seeing Janesville not just as it was, but as it could be. Yes, Doug lived and worked in Janesville. However, he was a Janesville community champion, and he understood that great cities aren't built overnight, but through careful, thoughtful decisions. Doug listened. I mean, he truly listened as someone who has sat next to him for almost 20 years, either on my left or on my right, or me on his left or his right. He had copious notes and questions that he always had written down that he wanted to make sure he asked and get people's opinions of the questions. He welcomed diverse perspectives and he sought to understand opposing views. He encouraged thoughtful, respectful conversation. He's gonna be, he was a great leader who will be solely missed and a great friend. Remembered by many stories and lots of smiles. So I think it's only fitting to remember what Doug's wish was or is for all of us, which is my wish to you is that you enjoy every day. Be passionate about your loves, be kind to everyone that you encounter, and keep listening to new music. It will keep you young. So we know we're going to miss and continue to miss for a long time Doug's presence, but we know that he's watching, smiling, and probably giggling a little bit. So I don't know if any other plan commission would like to make any further comment. No. No? No. But yeah. Good guy. Good guy. And we we were, I should say before I forget, uh, thank you to Commissioner Williams. In the near future, we'll have a letter of commendation from um Representative Spreitzer's office or Senator. And uh that'll be maybe at the next plan commission meeting where we'll have his family uh come and receive that that letter as well. So more to follow, but we wanted to make sure that we recognized him and recognized his inability to be here tonight. But we we know that um he's with us in a different spirit. So thank you.
