Items two and three minutes of the regular meeting held on January 21st, 2026.

And then budget performance report for December 2025.

And budget performance report, January 2026 will pass under consent unless any member wants some poll for questions.

All right, seeing none, we'll go on to item four requests and comments from the public regarding items on the agenda not requiring a public hearing and on matters which can be affected by CDA action.

Moving on to item five, uh 5A public hearing on the 2025 comprehensive annual performance and evaluation report, also known as the CAPER.

And Anna will be presenting on that.

Sorry.

So yes, I I will I could talk for hours about uh what it is that we did in 2025, but um I think that you guys will be sleepy by the time I'm done with it.

So what I thought it would be maybe more interesting is just um gave you guys a summary of what it is that that was done uh with some of the funding that um that we receive.

So um as you know, uh when we talk about the CDBG funding that applies only to the city of Janesville.

And uh for that I will tell you that um we completed seven homeowner rehabs, and uh we we started one, did part of it, uh it finished this year, but there were nine contracts signed in total.

Um that doesn't seem like a lot, but really we are so I always say it uh we are in Wisconsin, we are so limited by the weather that uh really most of these projects they get concentrated between sometimes just May to sometimes October.

And uh, you know, so um so in that and what we have uh been trying is really revamped this program by contacting and reaching out to agencies that actually serve um you know residents that could be low income that they will be um needing this kind of assistance um for you know doing some projects uh of rehab with their roof and windows and uh their siding, and we reach out to the ADRC, we reach out to real estate agents, to lenders, just trying to get you know the information out there, um putting things on our website on the city website.

Um regarding CDBG, well, all the money that we provided to our for public service to the different agencies like Echo, HealthNet, Boys and Girls Club, and Community Action, uh they were spended and we did monitor all of them.

So to be sure that you know everything that was done was done accordingly to the requirements of these programs.

Then the other uh big funding that uh we use uh in 2025 has been uh for home and um having here for home when we talk about home, we talk about the consortium.

So it is uh Janesville, Beloit, and uh Rock County.

And uh I can tell you that in Janesville we did uh seven down payment and closing cost assistance, uh which considering the market has as high as it is, and the kind of you know population that we're trying to reach out with this assistance.

I thought that it was uh pretty good.

We finished here in Janesville the construction of a single family home.

Beloit did four down payment assistance, uh did one homeowner rehab and uh started one and uh did new uh new constructions they did for single family homes in Beloit.

Rock County uh completed the rehab for some uh Edgerton senior apartments.

So these were 11 units, um which it will provide you know great housing for uh for senior citizens in a year term.

And uh I would like to also bring up the you know the effort that was done for to be able to allocate some of that home ARP or money that we had and successfully um the home consortium approved the acquisition and rehab of the affordable housing for the um Jeffrey Jeffrey's flats that was awarded to ECO.

Um and they are they're almost completing their the renovations and things that they have to do, so that is that is great.

Um and these are in a nutshell some of the things that we did.

Um obviously there were other things that we you know we're working on and things that take some time to build uh on, but um, if you guys have any questions, I will be glad to let you know.

Um, so we can move on to item 5B, 2025 annual housing accomplishments.

Um Kelly, that was you if you had anything to share for that.

Yeah, um, so the there's a a chart um within your packet for fair housing.

Um it the chart itself was derived from our um analysis of impediments to fair housing.

So those all of those goals and things are are embedded within there.

Um there's not a whole whole lot to share.

Um I will tell you though that next month is fair housing month.

April is always fair housing month, and there will be a resolution in front of the city council in the first meeting in April.
