The project also added 25 parking stalls, including four oversized stalls for buses and vehicles with trailers. Commissioner Williams noted the proactive addition of bus parking. The motion carried 6-0.

Good evening. I'd like to call the Plan Commission meeting to order on Monday, May 4th, 2026. First item on the agenda is roll call. Commissioner Nino here. Commissioner Bowerman. Commissioner Don Guerra. Here. Commissioner Cass. Here. Commissioner Vosco. Here. Commissioner Madare. And Commissioner Williams. Here. Six present. We have a quorum. Thank you. Before we start the meeting, I'd like to formally acknowledge the new council members who are representatives on the Commission. Councilmember Nino and Council Member Cass. And also recognize our community member at large, Commissioner Paul Williams. That being said, we're moving to item number two, the approval of minutes, which are of April 6th, which fall under consent unless seeing so moved. Item number three, the approval of final plats and certified survey maps and easement releases. There is one certified survey map 26002-C SHM properties LLC, one lot along Midland Road. That also passes under consent unless seeing otherwise. So moved. Item number four, set for public hearing is a proposed ordinance rezoning property located at 265 East Memorial Drive from M1 Light Industrial District to R1, single family and two family residence district. File ordinance number 2026-934. That will be on the May 18th, 2026 Plan Commission meeting, including the public hearing as well. Which moves us to item number five, old business. Our first item of old business is a public hearing conditional use permit amendment to alter the drive-through configuration at 1247 Milton Avenue. Okay, good evening, Plan Commission. Trey Meyer Planner. On the agenda this evening, property owner Daniela Samara has submitted a request for a conditional use permit amendment to alter the drive-thru configuration at 1247 Milton Avenue. The subject property is located between Milton Avenue and Woodman Road, south of Mount Zion Avenue. Existing land uses surrounding the property include Domino's Pizza to the north, Rogan's Shoes and Sneakers Bar and Grill across Woodman Road to the west, advanced auto parts to the south, and a multi-tenant commercial center across Milton Avenue to the east. The subject property is zoned B3, General Commercial District, and drive-thru facilities are listed as a conditional use in that district. Therefore, Plan Commission review and approval are required in order for the proposed project to proceed. The existing multi-tenant building is approximately 6320 square feet in size and is proposed to be occupied by a variety of office and retail establishments. The tenant space nearest Milton Avenue would be served by drive-through facilities, which are intended to be used by a coffee business. On your screen now, you will see the previously approved site plan, which was reviewed a couple of years ago, which featured a drive-thru bypass lane that would have allowed vehicles to circulate back through the parking lot area after exiting the drive-thru. This was desired because the exits onto Milton Avenue are right out only. So vehicles wanting to travel north on Milton Avenue could travel back through the parking lot and exit onto Woodman Road in order to head north. The applicant would like to remove the bypass lane for two reasons. The drive-thru lane is rather narrow, and larger vehicles would have difficulty making this turning movement. And secondly, the space can be better utilized for outdoor seating, which will benefit the businesses that will be located within the building. Several other minor changes are depicted on the project plans, including the addition of a menu board to the drive-thru lane and an additional parking space. The city's engineering division, along with Tatty, the city's on-call traffic consultant, analyzed how the proposed alteration would impact traffic circulation through the site as compared to the TIA that was prepared in conjunction with review of the original project. A memorandum was prepared by the city's engineering division to summarize the impact of these changes, and that memorandum was included in your packet of materials for this item. As described, city staff believe that the proposed alteration will not decrease the level of safety or efficiency for vehicles traveling through or in the vicinity of the site. So I wanted to take a moment to point out the directional signage that will be available for vehicles, particularly as they're exiting onto Milton Avenue.
