The preliminary plat of ridges of Rock County Plat Number Five.

1:08

Okay, good evening, Plan Commission.

1:09

Trey Meyer Planner.

1:12

On the agenda this evening, we have a request for approval of a preliminary plat for ridges of Rock County Platte number five, submitted by Advantaged Land LLC.

1:20

The plat is located on the city's far north side, north of Overland Trail, and east of County Highway Y.

1:27

The land area included in this land division was originally platted in 2007 as part of a large-scale 175 lot residential subdivision known as Ridges of Rock County Platte No.

1:38

The applicant proposes to reconfigure 11 lots and create two outlots from approximately 5.08 acres of land.

1:46

The plat area is currently zoned R1, single family and two family residence district.

1:51

Surrounding land uses and zoning classifications include rural residential and agricultural lands to the north and west, which are zoned rural, residential, and residential agriculture in the town of Harmony.

2:01

Agricultural land to the east, which is zoned R1, and existing residential development to the south, which is zoned R1.

2:10

Eleven residential lots are proposed for reconfiguration, ranging from a quarter of an acre to just over one-third of an acre in size.

2:17

The comprehensive plan future land use map designates this site as single family residential urban, and the proposed land use and density of development is consistent with that designation.

2:27

Two outlots are also depicted on the plat.

2:30

Outlaw 16 is intended to serve as a stormwater management facility as described in the staff memorandum, while outlot 17 is intended for future convenience to an adjoining property owner.

2:41

Replatting of the subject area requires the realignment of utility easements, including the release of easements that no longer coincide with the previous lot line locations.

2:50

In this instance, that includes the release of three existing utility easements and the establishment of two new utility easements.

2:56

You can see the existing utility easements to be released here highlighted in yellow with the new easements shown in pink.

3:05

Concurrent with the 2007 plat and infrastructure improvements for this area.

3:09

An overall mass grading and drainage plan was prepared for the entire 175 lots, and preliminary improvements were completed at that time.

3:17

The preliminary grading and drainage plan for the replat depicts a 25 to 30 foot drainage easement extended along the west perimeter of the plat area, adjoining County Highway Y, which would convey surface water runoff towards the stormwater management facilities on out lot 16.

3:32

Sidewalks are planned along both sides of all streets within the plat area.

3:36

The plat is subject to special assessments and/or installation requirements for street lighting, sidewalk, and storm sewer improvements.

3:43

Details regarding the payment of these assessments and the construction of improvements will be defined pursuant to the terms of an MOU executed between the city and the developer.

3:52

Lots 154 and 155 are located along the easterly boundary of the plat area.

3:57

The adjoining property to the east is undeveloped agricultural land owned by another party.

4:02

The Campion Drive Roadway will be extended to the east boundary of the plat area.

4:07

As such, sufficient distance must be maintained from the driveways on lots 154 and 155 to the edge of the roadway pavement.

4:14

This is necessary in order to facilitate public service maneuverability.

4:17

Provide space for backing vehicles to exit the driveway without driving off the edge of the pavement.

4:22

As such, an access restriction must be established via separate instrument to ensure this separation is maintained.

4:29

Planning division recommends that the plan commission approve the preliminary plat of ridges of Rock County plat number five, subject to the conditions listed in the staff memorandum.

4:37

There are two project representatives in attendance and can answer questions you may have for them, and I can answer any questions you might have for city staff.

4:44

Thank you, Trey.

4:45

Are there any questions of Trey?

4:47

There's no public hearing associated with this either, by the way.

4:50

I don't see any questions.

The comprehensive plan designates the site as single-family residential urban, consistent with the proposal. Two outlots are included: Outlot 16 for stormwater management and Outlot 17 for future convenience to an adjoining property. The replat also includes a 25- to 30-foot drainage easement along the west perimeter adjoining County Highway Y. Sidewalks are planned on both sides of all streets. Conditions include an access restriction on lots 154 and 155 to maintain distance from the extended Campion Drive for public service maneuverability. The Planning Division recommended approval subject to conditions in the staff memorandum.
