I'll provide the commission with uh hopefully a brief overview and uh thereafter answer any questions you may have on this uh residential land development on the city's near north side that has been submitted on behalf of Doug Scott with Advantaged Land LLC who intends to create 17 single family residential lots along the northerly extension of Hemingway Drive.

Um that plat area is located south of Highway 14 and west of uh U.S.

The plat will dedicate uh roughly one acre of land for public greenbelt purposes along the west perimeter of the site.

This property was annexed to the city earlier this year to allow for the expansion of low density residential development in this area.

It is owned uh appropriately under the R1 single and two family residence classification that exists in the uh the surrounding area to the west and to the south.

Uh based upon staff's review the uh the layout of the preliminary plat as well as configuration of lots comply with both the site's zoning designation and the subdivision ordinance requirements with relatively minor adjustments needing uh to be applied with the final plat.

However, in order for the commission to approve uh this land division, the commission will need to authorize the use of a cul-de-sac street design in the in the residential proposal that uh includes the extension of Hemingway Drive in an orderly fashion that will ultimately terminate into that cul-de-sact that you can see on this map.

More specifically, this uh this slide shows the uh the arrangement of lots along the Hemingley Heavy Hemingway Drive Street extension and cul-de-sac.

The uh history on the uh the change that you see here to uh include a cul de sac as opposed to the yellow shaded area, which is a former alignment that uh was applied to this land area with a certified survey map roughly 35 years ago or so uh look to extend Hemingway Drive in a north-south fashion rather than what you see here uh with the cul de sac.

And recognizing that if we go back to the earlier uh location map to extend Hemingway north to connect with Highway 14, uh that is no longer possible because it is simply too close in proximity to the intersection of U.S.

Highway 51 and Highway 14, it would no longer meet the uh uh requirements of the Wisconsin Department of Transportation.

And so in the alternative, the uh the developer has proposed to utilize the cul-de-sac, which staff supports in this case, uh, alternative and secondary access to not only the plat area but the surrounding residential neighborhood of the south can uh be obtained through a connection of and I'll go back of Poplar Drive to the east, extended through this undeveloped land area, uh currently owned by Rock County and ultimately tie into a future uh roadway connection or intersection at uh County Trunk Highway F and U.S.

I will mention as well that uh through discussions uh with the developer, the city has been able to obtain the rights by way of easements necessary to extend uh sanitary sewer mains north through the plat and water main facilities west uh and across the the green belt to provide additional uh reliability as well as serve areas of future designated growth uh further to the north north of Highway 14 through through this land division.

Finally, the extension of Hemingway will transition from a wider uh 70-foot wide uh what we refer to as a cross section south of the flat area to a narrower street standard 60 feet as it extends north through this site, and that is to recognize the use of a cul-de-sac and maximize the number of um uh uh new housing uh sites or lots that can be created with uh with this layout.

Uh with that, staff is recommending that the uh that the commission modify the subdivision ordinance requirements to authorize the use of a cul-de-sac within this preliminary land division and then approve the preliminary plat for Pine Ridge Estate 6th edition based on the conditions that we have outlined in our staff report.

  • Zoning Rewrite – Remapping Process: Senior Planner Brian Schweigel outlined plans to present an informational overview of the remapping process at the September 8, 2026 meeting (Tuesday due to Labor Day). Following the overview, the draft citywide zoning map will be made available for commission consideration. Staff is developing online mapping tools for comparison and comment submission.
