The Janesville Plan Commission met on Tuesday, September 8, 2026, at 6:00 PM in the City Hall Council Chambers. - A public open house is scheduled for Tuesday, October 6, 2026, from 5:00–7:30 PM at the Hedberg Public Library. The public comment period will remain open for several weeks after that.
- A special Plan Commission meeting to review a summary of the 125 public comments received on the code text will be held on October 1, 2026 (proposed, pending commissioner availability).

Good evening. I'd like to call the Plan Commission meeting to order on Tuesday, September 8th, 2026. First item on the agenda is roll call. Commissioner Nino. Commissioner Bowerman. Here. Commissioner Cass. Here. Commissioner Williams. Here. Commissioner Voswell. Here. Commissioner Don Gera. And Commissioner Madeira. Here five present. We have a quorum. Thank you. Second item on the agenda are approval of minutes which fall under consent, unless seeing otherwise. So moved. Item number three, the approval of final plats and certified survey maps and easement releases. There is one this evening, certified survey map 26012-C, Amrock Land LLC, two lots along North Wright Road. That falls under consent unless seeing so moved. That will go to the city council meeting on September 28th, 2026. Which moves us to item number four, set for public hearing. There is none this evening. Item number five, old business, there is none this evening, which moves us to item number six, new business, which is the presentation and update by planning staff on a draft zoning map for the recodification of the zoning ordinance. Okay. Thank you. I'll uh start it off this evening. The planning division is uh happy, if not thrilled, to present a draft version of a citywide rezoning uh map uh encompassing all the city of Janesville, and that's part of the zoning code rewrite, the recodification of rules and regulations and the companion item to uh that overall project. And so this evening we uh would like to share with the commission and uh those uh viewing in in the audience um what that consists of, what it means, and more specifically provide information, hopefully on a on a very um uh straightforward step-by-step process or level describing where you can find the maps, uh what those what those maps reflect, what they include, how you can provide comment and look at both existing zoning conditions of property and directly relate that to uh proposed or recommended classifications on the new map. And so after we work through that and and uh uh Trey Meyer will walk us through that. We'll move into some of the uh some of the objectives. How did we go about remapping the city in terms of methodology, the the approaches use, and we'll we'll share that through some specific examples and then some uh I think some general uh guidelines that we use and we'll have uh McKenzie Wilcox talk us through that. And then we'll turn it over to Brian, who's really gonna share all the highlights of the map and what we've accomplished with uh this remapping effort, specifically how we are uh attaining some of the goals that were established at the outset of this process, and he'll likewise walk through different areas of the city and provide some more uh specific examples of how uh those uh overriding uh I think goals or or principles were provided. And then finally, we'll talk about next steps where we go from here, looking at uh upcoming meeting dates, schedules, and um what that provides. So I'm gonna do a brief walkthrough on how to access the various tools and maps that we put together for public viewing of the uh zoning code map, the draft zoning code map. So the first step is going to be to navigate to the city's website. Um you can do that in a variety of ways. You can either Google City of Janesville, Wisconsin website, and the top link that shows up will be the city's website. Alternatively, you could just type in www.janesville WI.gov, and that will bring you here to the city website landing page. And then from there we're gonna navigate uh to the zoning update website. Um these are located in the same spots that they have been for the entirety of this project. Uh the links to that website. So one option is to go to this about Janesville tab here on the landing page, and then you'll see in the bottom right corner there, zoning and subdivision code rewrite. So if you bring your cursor over there to click on that, it will bring you to the landing page. Alternatively, you can go to departments and services, go to the planning division page here under public works, and then at the top left here, you'll see the same link, city zoning and subdivision code rewrite.
