Just a little refresher.

3:36

4:00

Since the project was approved last year, the applicant has completed several conditions of approval for this project, which included the recording of a stormwater management maintenance agreement, recording of the uh city requested municipal easement for the property.

The building has been registered as a vacant building with the uh city's neighborhood services division.

Summary of Proceedings

Plan Commission Meeting - October 5, 2026

The Janesville Plan Commission met on Monday, October 5, 2026 at 6:00 PM in City Hall Council Chambers. The meeting included routine consent items, setting public hearings for future meetings, and a vote to extend a conditional use permit for a car wash. No public comments were heard.

Consent Calendar

  • Approval of Minutes: The minutes from the September 8, 2026 meeting were approved unanimously under consent.
  • Certified Survey Map (CSM 26013-C): A one-lot certified survey map for Campbell Trust along Greenwood Drive was approved under consent, with formal approval set to go to City Council on October 12, 2026.

Discussion Items

  • Set for Public Hearing (October 19, 2026): The Commission established public hearings for four items at the next meeting: a proposed resolution amending the Future Land Use Map of the City of Janesville Comprehensive Plan (Plan Commission Resolution No. 2026-01); rezoning properties at 3301 and 3401 Sandhill Drive from R1 to R3; review of preliminary development plans and a conditional use permit for a multifamily residential planned unit development at the same Sandhill Drive addresses; and creation of Tax Incremental District No. 44 with designation of boundaries and adoption of a project plan.
  • Extension of Conditional Use Permit – Car Wash at 2328 Humes Road: Associate Planner McKenzie Wilcox presented a staff request for a one-year extension of a previously approved conditional use permit (approved November 3, 2025) for Crew Car Wash to construct a 5,764 square-foot car wash with drive-thru, vacuum stations, and a water reclamation system. The applicant had completed several conditions (stormwater agreement, easement recording, vacant building registration, property maintenance contract, and removal of an off-premise billboard). Staff recommended approval. Matt Schwartz of Kimley Horn (the civil engineering firm) stated the applicant plans to break ground in spring 2027 and that construction typically takes about six months. Commissioner Dongero thanked the applicant for quickly addressing property maintenance concerns and emphasized that the extension is for one year only, requiring return to the commission if plans change.
  • Director's Report: The director noted that City Council on September 28, 2026 approved a certified survey map along North Wright Road for Amrock Land LLC. He also reminded the commission and public of an open house for the draft zoning map on Tuesday, October 6, 2026 from 5:30 to 7:00 PM at Hedberg Public Library, with printed maps and opportunities for comment.

Key Outcomes

  • Approved Consent Agenda: Minutes and CSM approved without objection.
  • Set Public Hearings: All four items were scheduled for public hearing on October 19, 2026.
  • Approved Extension of Conditional Use Permit: Motion by Commissioner Dongero, seconded by Commissioner Cass, to authorize a one-year extension of the conditional use permit for the car wash at 2328 Humes Road, establishing a new expiration date of November 3, 2027. Vote: 7-0 (all present commissioners voted yes).
