First topic on the agenda this evening is the Juno Housing First Collaborative request to lease city property located off Sean Drive for less than fair market value.

And I have a couple of slides that I'm going to share with you this evening as well that I will load right now.

So uh we received this application from the uh junior housing first collaborative request to originally they asked for uh the acquisition of a city property, but after further discussions with the applicant, it was determined that the lease made more sense uh for the fact that the city wanted to retain part of this property that is located off of the northern piece of commercial drive for access to the Lemon Creek Trail and also access to uh other city properties that are further up Hidden Valley.

So this property is located in Lemon Creek off of commercial boulevard with frontage on Sean Drive.

The property is just over seven and a half acres and is listed as retain in the land management plan and is currently zoned rural reserves.

Both those two uh issues are things that the assembly and planning commission are going to have to grapple with in order to move forward with this application.

So this project aims to accommodate individuals below the 80% AMI, and the applicant has also requested a longer than average term for this lease, generally speaking, city leases are 35 years or less.

Uh but in order to get financing and in order to uh build equity in this property.

It seems like this type of use would need to be 45 years to 60 years.

That ties back into their original quest request for acquisition of this property as well.

And so the property is close into proximity to the existing housing first uh facility, which is located on Allen Court.

And uh along commercial volevard, the assembly recently reviewed an application to rezone properties, which were successfully rezoned to light commercial.

  • U.S. Coast Guard Cutter Home Porting Infrastructure Environmental Assessment: Staff provided a written report on the Coast Guard's environmental assessment process. An open house was held on June 30, and a public comment period ends July 24. Staff have expressed city interest in partnership. No action taken.

  • Stabler Point Rock Quarry Conditional Use Permit: Staff reported that the city has applied to renew a 10-year conditional use permit for the quarry. The permit does not expand the footprint and will go to the Planning Commission in July. No action taken.

Committee Member Comments

Ms. Paulett Schreimer provided an update from the Parks and Recreation Advisory Committee (PRAC) meeting, including discussions on indoor pickleball courts, the mountain bike trail near Glacier Elementary, e-bike classifications, a land swap MOU with the state, scheduling policy for Treadwell Arena, and annual report finalization.

Key Outcomes

  • Motion 1: To support a lease of a portion of parcel LND 0834 by direct negotiation for the Housing First Collaborative, forwarding to the assembly. Passed unanimously.
  • Motion 2: To forward the easement request to the full assembly with a motion of support. Passed unanimously after initial objection removed.
  • No other votes were taken. The next meeting is scheduled for August 3.
