Mayor Jackie Espinosa presided, with Commissioners Noel Ortiz, Angela Eady, Carlos Alvarez III, and Janette Martinez present. The meeting included a proclamation, public hearings, extensive public comments, a consent agenda, and a board appointment.

Proclamations and Special Presentations

  • Employee of the Month for July: City Manager Mike Steigerwald presented Travis Anderson, a Fire Plan Reviewer in the Development Services Department, as Employee of the Month. Anderson was nominated by peers and recognized for his technical expertise, customer service, and positive attitude.

  • Annual Action Plan for Program Year 2026: The Commission approved the plan for allocating $953,411 in Community Development Block Grant (CDBG) funds and $342,947.31 in HOME Investment Partnerships Program funds. The plan includes activities such as code enforcement, public services, homeless facility rehabilitation, an emergency repair program, and repayment of a Section 108 loan. The vote was 5-0, with adoption of Resolution #17-2026.

Public Comments (Hear Audience)

  • Anahi Diaz: A 12-year-old local author presented her book "Diary of a Christian Girl," available in English and Spanish. The Commission presented her with a Certificate of Appreciation.

She inquired about the level of background check and whether a felon with restored rights would be disqualified. City Attorney Kalanit Oded said she would follow up.
  • John Cortez (216 Old Middle Cir): Expressed concern about increased noise and traffic from airport expansion, but also expressed support for the airport's modernization and economic benefits. He urged careful and responsible development.
  • Tom Capp (21 N Clyde Ave): Criticized the July 4th event at the lakefront, saying that allowing food trucks there hurt downtown businesses because attendees did not come to Broadway. City Manager noted they would review the event format.
  • Radames Gomez (A09 N Thacker Ave, translated by John Cortez): Reported issues with signage restrictions for his home-based tailoring business. He felt singled out and asked for relief. City Manager suggested an alternative using temporary yard signs and offered to meet with him to explain options.
