• Children's Advocacy Center Grant (8.5): Sarah Hammock, program director, presented a resolution authorizing acceptance and renewal of $219,591 in Victims of Crime Act (VOCA) funding from the Children's Advocacy Centers of Illinois. The grant period runs July 1, 2025, to June 30, 2026, and fully funds mental health programming (two contract therapists) and on-call special pay for forensic interviews. The medical clinic had a soft launch in June 2025, expecting increased cases. Member Altenberg recused herself. The motion passed unanimously.

• Sheriff’s Office Fee Schedule (8.6): Sheriff’s representatives (Deputy Chief and Sergeant Scott Morrison) presented a revised fee schedule, the first update since 2017. Key changes: service of summons fees decreased ~27% due to route efficiencies; replevin fees increased substantially (from $170–$206 to up to $445) because service now requires three deputies instead of one. The fees represent about 5% of Sheriff’s revenues. Revenue forecasting accuracy was noted: 99.71% in FY24, 98.57% in FY23, 107% in FY22. The motion passed unanimously.

• HIDTA Grant (8.7): Lieutenant Novak presented the fifth year of the High Intensity Drug Trafficking Area (HIDTA) grant from the Office of National Drug Control Policy, totaling $254,700. Statistics for 2024: 156 criminal investigations, 80 arrests of drug/gun/human traffickers, seizure of approximately $24 million in narcotics street value, 130 illegal firearms, and 58 machine gun conversion devices. The motion passed unanimously.

• Sheriff’s Office Update (8.8): Sheriff presented an extensive update covering:

  • Successes: Suicide intervention, marine rescue of two teenagers, discovery of a loaded automatic weapon on an inmate, interception of fentanyl-laced mail, consolidation of 911 systems, and partnerships for mental health crisis response (COAST program, over 1,000 people contacted).
  • Staffing: Since 2018, 167 hires but 217 departures (net -50). Hiring challenges due to direct supervision model, tier two pension, and national law enforcement recruitment difficulties. Raises of 23% helped but still not highest paid in state. Average daily jail population rose from 521 (2024) to 583 (2025), with total population at 621 (morning of meeting).
  • McHenry County Contract: To address safety concerns from overcrowding and understaffing, the Sheriff exercised statutory authority to transfer up to 150 inmates to McHenry County at $100/day (vs. local cost of $168.23/day). 147 inmates were housed there. The contract reduced lockdowns and overtime (overtime hours decreased ~52% with Tyler training factored). The Sheriff emphasized the decision was for safety, not savings, though net savings may exist. Travel costs and in-person court requirements limit expansion.
  • Overtime Costs: High overtime driven by hospital guards (e.g., one inmate at Condell required 40,000 hours of overtime) and other necessities.
  • Funding: The Sheriff requested consideration of using RTA quarter-percent sales tax funds (over $100 million available) for a new public safety building and jail medical unit expansion. Discussion noted Lake County is the only collar county not using these funds for public safety, historically because it lacked a gas tax (now a 4-cent gas tax recently passed).
  • Board Comments: Members expressed support, asked about long-term planning, and recognized the national scope of staffing issues. Chair Cunningham noted the need for a strategic conversation about jail model and facility. Sheriff reiterated commitment to safety and transparency.
