Summary of Proceedings

Lake County Planning, Building, Zoning, and Environment Committee – September 3, 2025

The Lake County Planning, Building, Zoning, and Environment Committee met on September 3, 2025, at 19:14 UTC (reported as 9:00 AM local). The committee approved a consent agenda, a right-of-way vacation, a new posted notice ordinance, and initiated two public hearings on zoning text amendments, all unanimously. Committee members also received updates on the Lake County Housing Coalition workshop and the urban and community forestry strategic plan.

Consent Calendar

  • The consent agenda was moved by Member Compost and seconded by Member Frank, and passed unanimously without discussion.

Public Comments & Testimony

  • No public comments were received.

Discussion Items

  • Resolution to Vacate an Unimproved Right-of-Way (Item 8.3): Senior Planner Frank Olson presented a petition (PTRL-001061-2025) to vacate a 42.5-foot-wide, 5,227-square-foot (0.12-acre) unimproved right-of-way east of Lawson Road in the Fox River Springs subdivision, Antioch Township. Petitioners are Margarita Castro, Timothy T. Bond, and Kimberley Bott. The Board of Vacations found no current or future public need; an easement for stormwater infrastructure will be granted to the Antioch Township Highway Department. No objections were raised. The committee approved the vacation unanimously.

  • Ordinance Amending Chapter 151 – Posted Notice Requirements (Item 8.4): Melanie Colmer presented amendments to replace flimsy 24x36 laminated paper signs with reusable corrugated plastic signs on metal frames. New signs will contain a generic notice with a QR code and website link to hearing details, reducing waste from ~60 new signs per year to ~10 reusable signs. The Zoning Board of Appeals supported the change after a public hearing with no public opposition. The committee approved the ordinance unanimously.

  • Resolution for Comprehensive Text Amendments to Chapter 151 (Item 8.5): Eric Wagner requested initiation of a formal hearing process for a comprehensive update of the unified development ordinance (last updated in 2019). Key changes include streamlining the plan unit development (PUD) process, clarifying development financial assurances, and regulatory housekeeping. The streamlining is intended to encourage residential development and address affordable housing production. The committee approved the resolution unanimously.

  • Resolution for Enhanced Landscaping Guidelines (Item 8.6): Eric Wagner presented amendments based on recommendations from OpenLands, focusing on updated parking lot landscaping standards and native species requirements. The amendments aim to improve sustainability and, according to an OpenLands study, may reduce long-term maintenance costs for developers. Member Schlick suggested creating an informational piece highlighting cost savings. The committee approved the resolution unanimously.

  • Director's Report – Housing Coalition Update: Eric Wagner reminded members of the first workshop of the Lake County Housing Coalition on September 10, 2025, at Timber Point. The workshop will delve into housing production statistics and set goals for policy changes. Over 100 participants attended the June kickoff. Board members were asked to help recruit municipal attendees.

  • Staff Report – Urban & Community Forestry Plan and Fee Schedule Update: Ruth Ann reported that a public listening session on August 21, 2025, drew 28 residents. A first draft of the strategic plan is expected in early September, with committee review in October/November. The land development fee schedule update remains under research and will return at a future meeting.

Key Outcomes

  • All four resolutions (Items 8.3–8.6) passed unanimously. No opposed votes or abstentions.
  • The committee adjourned until the next meeting on October 8, 2025.
