It is uh really a continuation of services as our current contract expires November 30th.

Um, as it notes, we did send it out to 23 different vendors and received responses from three, and we did conduct interviews um with um all things considered uh the services and price points.

Well path was by far the winner.

Um, we will be entering into a two-year agreement with one year renewals, and we're we're looking to we're looking forward to continuing our partnership.

with one year renewals and we're we're looking to we're looking forward to continuing our partnership okay now these vendors are the out of town vendors uh correct yes uh in town vent both they both oh okay okay if there's any question for the committee okay all in favor as have it not opposed motion been approved thank you thank you okay sheriff's office and this is um business management sheriff office gym chemnik and contract manager sheriff of cate led and this is a joint resolution authorizing contract with the well pet Nashville Tennessee in the estimate annual amount of 4 million six hundred and fifty seven dollars and two hundred and for eight for inmate medical care at the lake county jail and I need a motion motion by Robert second by uh Mel McCow you own good morning everyone Katie Latis I'm the contract manager for the sheriff's office um we are also bringing forth to you a contract with well path it would be a continuation essentially of the contract and the services that we are receiving now from them um we did our current contract with them expires on November 30th and um we did visit Kenosha County jail um members of the sheriff's office and part of the purchasing team um to meet with the Kenosha Sheriff and their jail command staff to discuss the other vendor that did reply to our RFP um ultimately we did decide that well path was a better fit for Lake County um the annual cost of this contract is 4,657 and that includes 247 coverage um the annual cost will be fixed for two years the jail medical staff is responsible for providing all health care and prescription management services for our inmates once they're booked into our jail uh the jail medical staff consists of local residents but the corporate is based out of Nashville um we've partnered with workforce development when we drafted the RFP to ensure that the hourly rates that the medical staff is receiving is competitive within Lake County um in the past if an inmate needed specialty services our external transport officers would need to bring the inmate to a secondary location for treatment and since working with Wellcat um we've actually brought dialysis treatments and physical therapy on site to reduce the need for external transports and our jail won well paths award for facility of the year in 2023 for the outstanding work that was performed in the jail um we have a very strong relationship well with well path and we're in constant communication with them essentially every day almost all day um and I have Jim here with me if anyone has any questions here yeah so um it's a difference of 34100 and that does include a three percent increase from from the wages that they're making now thank you any more questions from the committee motion to be in carried all in favor aye aye as have it none opposed thank you okay 8.7 and this a joint resolution approved and intergovernment agreement with the IGA for part-time contraction police service by an amount among the beach park school district county and the lake county sheriff in the amount of 52065 13 and this here is I think this is a renewal here because we already had this contract for many years with Beach Bar and I need a motion motion by member Roberts second by memo Altonberg yes ma'am um is it my understanding that you're short staffed at the sheriff's office first of all Jim Chairmanick from the sheriff's office yeah um yes we are short staffed um and I also have the sheriff with me and uh Lieutenant Balmus who uh heads up our community resources which oversees our SRO program so I I guess my question is have you ever considered stopping this program and having the schools hire their security privately and then you can bring those officers back into the fold at the county at the sheriff's office no ma'am I'm sorry no ma'am you asked the question have we considered contracting out with the schools and my response is no ma'am our relationship with the school school resource officer is a positive interaction with the students the school like us being there

Our relationship with the school, school resource officer is a positive interaction with the students, the school like us being there, and as though saying, I'd rather interact with the students now than later on when they're 18 and 19 years old.

It's build better working relationships.

The students are happy to interact with the police, and in this climate that we have right now, our students, our people, young people are not very receptive of interacting with the police.

And by us being in the school, it builds a positive interaction with uh with the students, and I go to the schools and I see how the students interact with my officers, and also the staff of the school tell me we're so glad you're here, sheriff, and we wish we can have these officer full time.

If I had the resources, every school within the county that I'm responsible for, they will be a school resource officer.

I just don't have the resources, but I'm glad there are schools who's willing to work with us and put our um school resource officers in play to interact with the students.

Well, it was until July 2026 when the contract is up, right?

Yeah, this is a one-year contract.

The reason why it's a one-year contract where most of our contracts are three years is Beach Park Middle School has requested a full-time school resource officer.

We keep basically kicking the can down the road until we have the proper staffing where the sheriff feels it's uh okay to go ahead with a full-time SRO.

Um because you know, I I remember this since I've been on the county board before John for uh Sheriff Allenberg came.

We had uh uh uh in the school system.

We was using them from the sheriff in the school system.

So this is some good for the kids, they feel safety when they see a cop there.

And and you look at around the world, how they come in and shoot up the school, and uh so the employee will feel safe if they see one sheriff there because they feel like they being protected.

And uh I'm I'm very pleased with this.

Uh it's one year.

I remember we I think we had a I don't know we ever had a two year, I can't remember when the other sheriff was in office.

We always had this.

So uh we still now we really need some some security.

If you look around what's going on in the world.

This came out shortly after the Safety Act, where there was requirements for body worn cameras for the officers to be compliant with certain um you know with the with the law and they put to pull a money out together, uh all the police agencies that are qualified, put in, and then it's basically prorated on the the funding and what the needs are and the request is all the money for our body worn cameras have been budgeted, so this is just going back as revenue in the general fund.

So we don't know when we do the budget if the if the grant's gonna be there.

Uh we ask the county board for full funding for our body worn cameras, and then when we uh accept the grant uh pending your approval, we just put the money onto the general fund.

Uh, this is a little bit of a different um situation.

Um basically on uh we applied for this grant on February 28th of 2025.

We received notice on August 27th of 2025 that we have been awarded the grant, and then I have other communications that I've shared with uh Deputy County Administrator Myers.

The grant actually has not put and put into the GATA pro uh portal, but we have written confirmation that we had it.

There's some issue with loading the grants.

It's not just for the sheriff's office, it's for every sheriff's office that applies for this.

So we don't actually have a grant agreement attached to the agenda.

So I just wanted to be clear.

So it's contingent upon we're requesting that you approve this grant contingent upon the uh grant actually being loaded into um amplified and us being able to accept it and sending it out.

But this grant is basically um, it's called the uh sustained traffic enforcement uh which focuses on high visibility enforcement throughout specific times of the year.

Uh the enforcement efforts are to uh reduce facil uh fatalities and serious injuries at the some of the Delhi's times of the year for vehicle traffic.

There's six required campaigns, uh, and this is all hire back uh grant work.

So the deputies sign up for the suspension and the specific uh uh grants or the specific um uh efforts, and then we submit for reimbursement, we get reimbursed for their overtime and for indirect costs.

I am Joe Gravitter, Chief Deputy of Administration in the state's attorney's office.

So our office has a money laundering forfeiture fund that's controlled by the state's attorney.

Revenue consists of assets that have been seized as a result of forfeitures based on applicable laws.

And then the revenue can be used at the discretion of the state's attorney.

So what we are requesting is an additional two emergency appropriate and additional 24,200 in order to continue funding our part-time conviction integrity unit director.

In the past, our office has been the subgrantee of the Illinois Innocence Project CIU grant.

Currently, we are waiting for the approval of a budget modification, which will then include us as a subgrantee on that on that grant.

And we're expecting approval to be received, hopefully by the end of November.

Once approvals received, then we will be able to fund the salary and benefits for our CIU director for the uh for the next year.

And of course, we are um actively seeking grant funding to continue this initiative then beyond that.

What we're asking for in this um is to reallocate um previous contractual funds that were awarded to us through one of our vocal grants.

Um, it's for that grant has two mental health workers.

We had them contractually, but based on some scenarios, it was decided that we look to do it internally.

So we currently have a waiting list of kids who are waiting for mental health therapy.

These staff members, this particular staff member would be on site at the center and is there to initiate and alleviate the trauma upon the forensic interview.

So we're asking um for no funding from the county board.

We're just asking to reallocate to give us a position where this party will now be a staff member as opposed to a contractual hire.

Uh and I mean within a matter of not even 24 hours after I joined the board the first time.

She was immediately reaching out and trying to um you know help me understand what what the job is and what I need to do, and she never has stopped ever since she's just she reaches out to me when she thinks there's something maybe I need to know about it that's relevant to impacting both of our communities, or sometimes just my community or my district, and uh so you know, as a new board member, I didn't know what the truth the culture was, like I didn't know what to do.

In fact, I'd been warned by people, oh nobody likes each other on the county board, and um, you know, I that has turned out not to be true.

Well, to be clear, that is turned out not to be true, but I just want to thank uh Mara because she set the tone for me, right?

From the very beginning, and she's been great all along.

So true of everyone, it's just our districts abut each other, so we have more reason to interact.

But she's been wonderful, and she's one of the first you all taught me how to be, you're all teaching me how to be a good board member, but she's the first, so thank you.

Thank you very much.

It's good to hear that, but we have to keep that exactly we all have work together.

When the new board members went to NACO, I orientated them real good.

I introduced them to everybody, exactly.

Everybody, this is what NACO does.

Get on some committees.

I caucus to get everybody on a committee, and and they're on a committee.

We we get on Zoom.

So uh uh it's it's it's nice to know that you work in.

I go a lot of places, a lot of places, and uh people like your county board or blah blah.

I get something back to me, but I but I said I don't know nothing about it.
