I'm uh Joe Gravitter, Chief Deputy of Administrative Services for the U State's Attorney's Office.

And with me is also Steve Spagnolo, our Chief of Government Relations.

Um, so he'll be able to answer any non-financial questions.

Um, so this resolution is doing a couple of different things.

One is we are emergency appropriating $98,000 from the cash balance in our uh special asset forfeiture fund to be used to offset six percent of the salary and benefits for 10 felony assistant states attorneys.

Um the second movement is going to be emergency appropriating $82,000 of those um saved felony funds that are not being used by those the 10 ASAs.

Uh we're going to be using those instead to fund salary and benefits for our conviction integrity unit director.

Um the projected uh projected 82,000 in salary and benefits is for all of fiscal year 26.

However, we fully expect the approval of a budget modification on a grant with the Illinois Innocence Project, in which we are the uh subgrantee.

But of course, because of the federal uh the government shut down, everything has been delayed, so that's why there is this delay with waiting for this uh modification to be approved.

Uh so the remaining 16,000 of uh relief in that felony fund will just remain in felony, so it will uh reduce the burden on the general fund.

Um just curious that this is a criminal asset forfeiture fund, it's not a civil asset forfeiture fund.

Correct.

It's okay, and do we know approximately how much a year that we are able to add to that fund?

Or I mean, is there any historical data on that?

Because I know you you never know, right?

What it's gonna be.

It's I mean, historically, I looked at it over the last few years, it's about 85,000 a year.

Okay, and that could be like in the form of say drug money or anything like that in a uh in arrest, which leads to a felony.

I think it would have to lead to a felony conviction, correct?

So the money is not subject to any type of litigation, correct?

Um, I just wanted to point out one small thing on this.

Uh the second bullet point.

Um, we so we do have eight contracts with Axon.

We're consolidating four of them.

There was just a typo, it's been it's been fixed for uh finance and administrative.

Uh, but uh just to summarize again, because we talked about this during the budget and technology is we're consolidating all our body warrant contracts and interview room uh cameras and one smaller contract into one contract for to create efficiencies and to save money in the silox in for five years.

We get all new equipment uh at the beginning of the contract.

Jim, the the change is that it says it's consolidating all eight contracts.

It's this consolidation it is only a couple, right?

This consolidates a total of four.

And we'll be back next year to consolidate our other contracts, but we have to wait on those.

So this is probably most likely going to be a 10-year um years in totality before we have to come back for upgrades or replacements.

Again, this is something we've discussed several times.

This is a body scanner that's gonna be brought into the jail, Chief Klaus facilities, uh IT, uh, RIT.

Uh met with the vendor uh about 10 days ago, I think, and we went over everything.

Everything looks good to go.

Um, this will uh prevent uh hopefully uh you know things being smuggled into the jail.

Um, and just to clarify, there was some there's some questions during budget.

We do Pat Downs and everybody uh all inmates coming into the jail.

So uh this is just gonna supplement it and uh try to keep contraband out.

Now these you this this is new, these new body camera you already just is a scanner, so the scanners it's good, it's good, it's like um it's it's a body scanner that will show if somebody is uh ingested drugs um or hidden drugs inside their body, uh, or if they have other contraband, whether it's uh some type of electronics, weapons, etc.

Oh, great.

Sound nice.

Okay, uh memo down for thank you, Chair.

Uh Jimmy, this is what we talked about in technology about I guess a week and a half ago.

So I think you were mentioning that Kenosha has a really nice uh model of this, and that this is going to lead to increased safety within the jail, uh, less intrusive methods of trying to find contraband uh that could lead us to certain laws, keep certain lawsuits from happening and whatnot.

So I mean I thought this was really interesting.

Technology for the money, I think it's going to provide a lot of protection for everybody.

So and the and the one thing I did, I think I mentioned a technology member Dan Forth is if, say, for example, the Waukegan police bring Chief Klaus in because he was arrested for something like that.

Before he gets booked in, they will scan him, and if they suspect drugs or contract well, drugs inside his system, they'll refuse them, and while Keegan will have to take them to the hospital, it'll be on their dime, not ours.

Yes, so that's uh that's you know that there's gonna be significant well, potential significant cost savings on that because uh last year we had five people that were suspected of it, and uh the medical bills just for those were about 8600, and that didn't include the overtime for the correction officers providing security.

So this should save us money overall, plus keep us uh safer, and this will uh detect items that were swallowed, so it'll detect items in their stomach.

So we currently obviously have no way to search for that, but with this when they did the demonstration, they actually showed uh previous scan that they have done with someone who swallowed a bag of pills, and you could actually see the round of the pills in the scanners.

So the technology is absolutely amazing, and one more thing, too.

Um, I believe it technology, somebody asked a question.

If if we could see like data on how many people are, I guess, caught smuggling stuff in.

Yes, it it does.

There is reporting on that.

So yeah, this is great.

This is something safety to the person that you're arresting into the jail that bring it in.

So this is you can't you can't beat this.

I mean, I I hear all of that.

This is the jail is moving right along, and uh so uh you guys done such a great job to just to hear how it works, it makes me uh uh feel that I jail in the person you're saving a lot.

The person's life that you can see it, and uh this is you can't beat this, and uh thank you guys for coming up with something like you know, summing up you know, the safety uh the lake county.

This is make lake town and look real real nice because you can say this is just amazing, and I just want to thank you guys for doing all this good stuff for human being because you can save life on this.
