The Lake County Law Judicial Committee met on Tuesday, August 4, 2026, at 10:30 AM. The meeting was called to order by the Chair, with a physical quorum present. Members in attendance included Altenberg, Danforth, Kenisnek, Kyle, Peterson, Vice Chair Roberts, and the Chair. The meeting was conducted in person and via Zoom, and it was recorded. After the Pledge of Allegiance, the agenda was adopted with no addenda, and no public comment was heard.

- Items 8.1 through 8.4 were approved unanimously by a motion from Altenburg and a second from Kanisnik. No objections were raised.
Discussion Items
- 8.5 – Joint Resolution for Electronic Monitoring Services (Scram Systems): Lisa Wolf, Director of Finance, and Margaret Fontana, Director of Adult Probation and Pretrial Services, presented a resolution to enter into a contract with Scram Systems of Greenwood Village, Colorado, to provide electronic monitoring services for Lake County Adult Probation. The current contract ends August 31, 2026. An RFP was issued, three responses were received, and two companies were interviewed. Scram Systems was selected as the industry leader. The estimated annual amount is $400,000. The committee approved the motion unanimously.
- 8.6 – Joint Resolution for Legal Research Services (West Publishing Corporation): A resolution to authorize a 51-month contract with West Publishing Corporation of Eagan, Minnesota, for online legal research services was presented. The contract amount is $660,048 for the remainder of fiscal year 2026 and $331,800 for fiscal year 2027, with a 7.5% annual increase thereafter. The service is used by 185 users across five departments: Courts (54), Planning, Building and Development (1), Public Defender (43), State's Attorney (84), and Veterans Assistance Commission (3). The contract includes a new AI component reviewed by the Lake County AI Governance Advisory Team and compliant with Illinois Supreme Court AI policy. Discussions included the use of a governmental consortium contract for cost savings, the 7.5% annual increase (noted as below industry standard of 10%), and comparisons with LexisNexis. The committee approved the motion unanimously.
- 8.7 – Joint Resolution for Juvenile Justice Council Grant: Joe Gravetter, Chief Deputy of Administration for the Lake County State's Attorney's Office, presented a resolution to accept a state fiscal year 2027 Juvenile Justice Council grant from the Illinois Juvenile Justice Commission through the Illinois Department of Human Services. The grant is for $80,000, a renewal of previous funding. It will support printed materials, a contractual part-time JJC coordinator, a contractual racial and ethnic disparity reduction coordinator, and national speakers for the annual juvenile justice council conference. The committee approved the motion unanimously.
