Summary of Proceedings

Technology Committee Meeting - October 21, 2026

The Technology Committee of Lake County met on October 21, 2026, to consider the proposed fiscal year 2027 budget for Enterprise Information Technology. After skipping one agenda item, the committee heard a presentation from Chief Information Officer Chris Blanding and unanimously approved the budget.

Discussion Items

  • Item 8.F1 was skipped by consensus.
  • The committee considered Item 8.1: a joint committee action to approve the recommended FY2027 budget for Enterprise Information Technology. CIO Blanding presented the budget, noting that the IT operational budget is essentially flat but the software and applications budget increased due to the expiration of a three-year security platform agreement (approximately $1.3 million) and a three-year virtual server environment (VMware) agreement. The county is implementing a new Workday ERP system with a go-live scheduled for December 2026, which will modernize the 20+ year old legacy Oracle ERP platform. The budget reflects a reduction of one personnel position (due to a long-term vacancy) and an unfunded new personnel request for two help desk staff.
  • Discussion included questions about long-term contract renewal options, potential savings from application consolidation and data storage reduction, and future staff reorganization as legacy systems phase out. CIO Blanding stated that moving some services to the cloud and enforcing record retention policies could reduce costs. Chair Clark and Vice Chair Kasman participated in the discussion.

Key Outcomes

  • The committee approved the FY2027 budget for Enterprise Information Technology (Item 8.T1) by voice vote with all in favor; no opposition was recorded.
  • The meeting was adjourned; the next committee meeting is scheduled for October 30, 2026.
