The Lake Havasu City Council met on Tuesday, October 8, 2024, at 5:30 PM in Council Chambers. Mayor Cal Sheehy presided, with six council members present (Campbell, Coke, Dolan, Lane, Moses) and one absent (Lin). - Called an executive session for October 22, 2024, at 4:30 PM. All items passed unanimously (6-0).
Public Comments & Testimony
- Bonny Toy (citizen) expressed concern during the liquor license hearing that parents felt safe at Altitude Trampoline Park because it had no alcohol, and they were "devastated" by the license application. She also later raised a question about the resign-to-run ordinance for write-in candidates.
- Rose Marie Eaton (Cancer Care Resource) spoke during the Pledge of Allegiance segment, describing the organization's mission and recent events, including a Walk for Breast Cancer Awareness with over 320 registered walkers. She noted that $535,000 has been raised for mobile mammogram exams.
- During Call to the Public, Ms. Toy (citizen) complained that the crosswalk sign on the London Bridge is not visible to pedestrians approaching from both directions, leading to safety issues. She also wished Councilmember Lin a happy birthday.
- Don Wisdom (citizen) requested an update on the "Second Bridge" (Freedom Bridge) project, noting he was absent at the last meeting.

- Ordinance No. 24-1345 (Resign to Seek City Public Office): City Attorney Garry explained the amendment to require board members to resign when filing a statement of interest, with an additional provision for write-in candidates (resign upon filing nomination paper). - South Intake Influent Screen Project: Capital Program Manager Hart requested a professional services agreement with Jacobs Engineering Group for design ($253,536). The project will connect the Mulberry and Island wastewater treatment plants to allow reverse flow and recharge aquifer. Councilmember Campbell questioned desalination; Deputy Public Works Director Kellett responded that it is cost-prohibitive and not beneficial for water quality. The city's effluent is Grade A+ (highest in Arizona). Approved 6-0.

Good evening. I call to order the Lake Havasu City Council meeting on Tuesday, October 8th, 2024 at 5 30 p.m. We'll start with an invocation from Ms. Kay Zerriman from City on a Hill International Church, followed by the Pledge of Allegiance led by Rosemary Eaton with the Cancer Care Resource. Let's pray. Our Father God, we just thank you so much. You are God over this city. We thank you, Lord, that we are such a blessed people here, God. We thank you, Lord. We think of those across the nation who are in deep trouble right now, Father God, with the weather. We just pray that you'll provide everything they need, God. But again, we thank you for our city, Father God, that it's a safe place to live. We thank you for our mayor, the city council, our police force, fire department. We pray protection over every single one of them, God. And God, we just say have your way in this city. You have great plans for this city, Lord. And I just pray that you'd raise up a people here who will hear you and follow your lead and see what awesome things you do in this city. And we thank you for it, Lord. We thank you for your presence here tonight in Jesus' mighty name. Amen. Good evening, Mayor and City Councilman. Thank you for inviting me to speak on behalf of our new committee, Cancer Care Resource. I'm Rosemary Eaton, volunteer and interim chair of the committee. We're a dedicated team of volunteers with a mission to assist cancer needs in our community. Cancer Care Resource formed just this past July were the old crew starting new. Under 501 C3, Heidi Edwards Cooking for Cancer Foundation. We are the former volunteers of Cancer Association of Havasu under Havasu Community Health Foundation. With legal advice, our entire committee chose to separate from the Havasu Community Health Foundation to protect our donors and our community. In the last three months, we've been hitting the ground running with several events. On September 21st, we held our inaugural Walk for Breast Cancer Awareness with over 320 registered walkers. It was a sea of pink. When caught early, the five-year relative survival rate is 99%. Early detection saves lives. On September 27th, our Cancer Care Resource Committee participated in the Michael Allen Furniture 24-hour sleepless event. The proceeds from the event supported Cancer Care Resources Mammogran program. This year, Michael Allen Furniture coordinated with Mom M O M. Please remember that, which is mobile on-site mammogram. A trailer, they um that's a trailer, and started offering free mammograms to those 35 and older without requiring a doctor's order. You can register for your mammogram online, and the trailer will be on site in the Michael Allen Furniture parking lot the first Friday of every month. On Monday, October 21st, Renee Hudson will be holding her annual pink rugged radio event promoting breast cancer awareness. Our committee will be there to support the event, and the funds raised will be coming to us to promote breast cancer awareness. Renee's been a community donor since 2009. We greatly appreciate all C that she does for to support our community. Thank you to Havasu Regional Medical Center for providing a facility to hold monthly cancer support group meetings, which are held the first Wednesday of every month at the Havasu Regional Medical Center Learning Center. Cancer Care meets at 2 30 p.m. and breast cancer meets at 4 30 p.m. Our support group facilitators are cancer survivors. It is important to create a setting where they can all relate, they can share their concerns and make meaningful connections with others who understand.
