Only one uh significant uh occurrence since your last meeting, and that was the City Council approving the uh recommended changes from this body to the uh development code for Senate Bill 1162.

That was regarding um review times and um uh housing studies and uh the last part was uh how protest petitions are calculated, leaving government owned property out.

Public Hearing – Rezone Request (ID 24-4583): The City of Lake Havasu City requested rezoning of approximately 21.4 acres located at 360 Cypress Drive, 340 Mulberry Avenue, and 1873 Walnut Drive from Single Family Residential District (R-1) to Public Lands and Facilities District (P-1). Planning Division Manager Chris Gilbert presented the proposal, explaining that the rezone would allow construction of a new water quality laboratory adjacent to the Mulberry Wastewater Treatment Plant and enable future expansion of public facilities. The new lab, with a state-of-the-art HVAC system, would produce no odors. A site plan showed the building, parking, and landscaping. Development Services Director Jeff Thuneman noted the City Council would review the recommendation in January 2025, with construction anticipated in February 2025. Deputy Director of Public Works Tim Kellett addressed neighbors' concerns about views and traffic, stating the building would be lower than a potential residence and that traffic would remain limited to business hours. One neighbor raised an unrelated parking overflow issue from Cypress Park, which staff noted could be addressed in the future through P-1 zoning. The public hearing was opened and closed with no public testimony.
