Planning Division Manager Chris Gilbert presented the proposal, explaining that the rezone would allow construction of a new water quality laboratory adjacent to the Mulberry Wastewater Treatment Plant and enable future expansion of public facilities. The new lab, with a state-of-the-art HVAC system, would produce no odors. A site plan showed the building, parking, and landscaping. Development Services Director Jeff Thuneman noted the City Council would review the recommendation in January 2025, with construction anticipated in February 2025. Deputy Director of Public Works Tim Kellett addressed neighbors' concerns about views and traffic, stating the building would be lower than a potential residence and that traffic would remain limited to business hours. One neighbor raised an unrelated parking overflow issue from Cypress Park, which staff noted could be addressed in the future through P-1 zoning. The public hearing was opened and closed with no public testimony.
