Item ID 25-4606: Minor General Plan Amendment – 1719 Magnolia Drive
City Planner Trevor Kearns presented a request to amend the Future Land Use Map for a 0.31-acre vacant lot at 1719 Magnolia Drive from High Density Residential (HDR) to Medium Density Residential (MDR) to facilitate a two-unit residential use. The property is surrounded by a four-unit complex to the east, a single-family home to the west, and undeveloped land to the north. The amendment is the first step, with a rezone to follow. The Commission recommended approval unanimously (7-0).
Item ID 25-4607: General Development Plan and Planned Development Rezone – 1719 Magnolia Drive
This request pertains to the same property, seeking to rezone from Residential-Commercial Health (R-CHD) District to R-CHD/Planned Development (R-CHD/PD) District. The applicant proposes to reduce the minimum required dwelling unit density from 15 units per acre to 5 units per acre and eliminate the requirement for 50% of the structure to be two-story, in order to build a single-story two-family home. The Commission recommended approval unanimously (7-0).

Good morning, ladies and gentlemen. Welcome to the Wednesday, January 15th, 2025, meeting of the Lake Havasu Planning and Zoning Commission. If you would please rise and join me in the Pledge of Allegiance. I pledge allegiance to the Plan of the United States of America. And to the Republic for which it stands one nation under the indivisible liberty and justice for all. Ms. Hennikan, would you please take the roll? Commissioner Susanna Ballard. Present. Commissioner Joan DeZero. Commissioner Paul Lair. Vice Chair Tiffany Wilson. Here. Commissioner Lonnie Stevenson. Chair Jim Harris. Commissioner Gabrielle Medley. Here. Commissioner Mary Costa. Commissioner JP Thornton. Commissioner Phillinette. Okay, seeing as we have uh two vacancies currently, Mary Costa and Philinette, would you please join us up here? And while we're waiting for them to go ahead and get signed in, would city staff like to go ahead and start with correspondence and announcements? Thank you, Madam Chair. Um the only thing that has changed since the last planning commission meeting is last night the city council approved the Mulberry Treatment Facility rezone. Um R1 to P1 by a vote of six to nothing. Uh an update on the general plan. The consultant has been selected to do the general plan update. We're in contract negotiations right now, so we gotta keep everything under hat. There'll be more information later. And then uh council action on the on the uh contract will be on January 28th as right now scheduled. Uh Madam Chair, that completes my um uh uh announcements. Thank you. And should we go ahead and note that Paul Lair has um joined the meeting? Uh minutes to the last meeting. Are there any additions, deletions, or corrections to the minutes as present presented? If we do not, do we have a motion to approve the minutes? Madam Chairman, Ms. Ballard. Um I make a motion we approve the minutes of the December 18th, 2024 Planning and Zoning Commission regular meeting. I have a second. Uh can we take a vote, the job, the city of the city of the city of the city of the same the motion passes six to one. Or excuse me, six to zero. Okay. This is a public hearing, and there is a structured order to this process. City staff will present each item. There will be time for the commission to ask questions of the staff, and the applicant will have the opportunity to present their case to the commission. Once that is done, we will open the public hearing to give community members an opportunity to ask questions to provide input. Discussing subject matter not pertinent to the item being considered. There will be an opportunity to address the the public to address the commission about other topics later in the meeting. After public testimony is taken, I will close the public hearing and bring the item back to the table for city staff's recommendation and further discussion amongst commission.
