The Planning and Zoning Commission met on April 16, 2025, at 9:00 AM, with Chair Jim Harris presiding. The meeting included approval of previous minutes, a public hearing on a rezone request, and announcements about recent City Council actions. - Planning Division Manager Chris Gilbert reported that the mini golf project (Planned Development Rezone on Maricopa Avenue) was approved by City Council on April 8, 2025. Logan Simpson presented a General Plan update to City Council on April 8, 2025, and the Public Education Plan was approved.

Public Hearing
- ID 25-4739 – Planned Development Rezone at 2250 Marina View Avenue: The applicant, Mychal Gorden of Desert Land Group, requested to amend the existing General Development Plan to replace an unbuilt 17-unit townhome plan with 8 single-family lots on 2.31 acres. The zoning remains Mixed Use-Neighborhood/Planned Development (MU-N/PD). The applicant requested retention of the previously approved 60-foot maximum building height, exemptions from certain MU-N district standards (e.g., direct sidewalk path, ground-floor non-residential uses, window transparency, curb-cut width, on-site loading), and application of R-1 setback standards. Staff recommended the R-1 setback condition for code compliance. During discussion, Gorden stated the 60-foot height gives design flexibility for two-story homes and is consistent with adjacent Marina View lots; the highest home built to date is approximately 36–40 feet. Commissioner Annett asked about modifying the height to 40 feet; Gorden said it would likely not be problematic but preferred to keep the 60-foot condition as originally approved. No public comments were made. The Public Hearing was opened and closed with no testimony.

Good morning, ladies and gentlemen, and welcome to the Wednesday, April sixteenth, two thousand twenty-five meeting of the Lake Havasu City Planning and Zoning Commission. Would you please rise and join me for the pledge? I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, indivisible, with liberty and justice for all. Since the last meeting on March nineteenth, the uh Maricopa commercial SGD district uh mini golf rezone was approved by City Council. And the City Council also got a presentation from the general plan consultant for the city on April eighth. And that's all I have. Okay. Oh, no, got to start with uh minutes of the last meeting. Are there any corrections, deletions? Hearing none, I'll entertain a motion. I make a motion to approve the minutes from the last meeting. I'll second. We have a motion by Ms. Wilson, uh second by Ms. Zuro to approve the minutes of the last meeting. Any further discussion? Hearing none, let's call for the question. The motion passes seven to zero. Okay. Let me start by saying that this is a public hearing and there is a structured order to this proceeding. The city staff will present each item. There will be time for the commission to ask questions of the staff, and then the applicant will have the opportunity to present their case to the commission. That being done, we will then open the proceeding to the public for their questions and input. I would ask that anyone of the public that wishes to speak, limit their trips to the podium and microphone to one only. Keep all comments to less than three minutes and to stay on point and not discuss subject matter that is not pertinent to the decision being considered here today. After public testimony is taken, I will then close the public hearing and bring the motion back to the table for the city staff's exceptions and conditions of approval discussion amongst the commission and eventually a motion to approve or disapprove. And I thank you in advance for your cooperation. The first item on today's agenda is item number ID 254739. This is a request for a planned development rezone and general development plan approval of 2250 Marina View Avenue, track 2399, block 1 lot 75, which is approximately 2.31 acres from mixed use neighborhood plan development to mixed use neighborhood plan development. Did I get that wrong? Are we doing this? All right. Um retaining the previously approved uh maximum allowable building height of up to 60 feet, applying a single family residence residential R1 setback standards, and exempting the requirements of city code section 14.02.04A for B. Mr. Gilbert, your presentation, please. Uh thank you, Mr. Chairman. Uh this particular project is part of the Havasu Rivera Master Plan community, and this particular property has been impacted twice before by uh review processes, and this is another iteration of the of the tweaks done to their master plan. Um the subject property is 2.31 acres of vacant land located at 2250 Marina View Avenue in the Have Sure Via Master Plan community. And on the on the overhead, you can see it's uh uh the marina is just to the left of where this development is and it's directly on the main thoroughfare from the highway. The subject property and properties to the south and west are zone mixed use neighborhood M U N P D and developed a single family residential uses. The property to the north is state-owned land zone public facilities P1. The property to the east is zone mixed use general MUG and developed with a neighborhood pool and the vacant parcel. Uh this is the currently existing general development plan on the property from 2022. The previous general development plan approved on the property, anticipate a higher density townhome development, which was never built. This is the proposed general development plan. The applicant's attached letter of intent request to amend the existing plan development general development plan to replace the higher density townhome development with a total of eight lower density single family residential lots. If approved, these slots will need to go through the full planning process before permits can be issued.
