The Lake Havasu City Council held a regular meeting on Tuesday, July 22, 2025, at 5:30 PM. The council unanimously approved a consent agenda, conducted seven public hearings, and heard public comments on infrastructure, safety, and community concerns. All voting items passed 7-0.

Public Comments & Testimony

- Tim Murray (citizen): Praised city employees for excellent concrete work behind Goldwater Bank but questioned how the city plans to prevent poor concrete work like the cracking observed at Main Street Commons, where expansion joint material was initially omitted.
- Barbara Stevens (citizen): Recounted a June 25, 2025, accident where she struck a 12-year-old girl on an e-bike; the girl was wearing a helmet and was not cited. Stevens urged stricter enforcement of e-bike rules for minors to improve safety.
Discussion Items
- Development Agreement for Parcel A at Municipal Airport (Item 7.1): Following an executive session for legal advice, the council held a public hearing with no public comments. Councilmember Coke moved to direct staff as discussed in executive session; the motion passed 7-0.
- Liquor License Applications (Items 7.2–7.5): The council recommended state approval for four licenses—SummeRay Wine Bar & Local Eatery (Series #7), Oxido (Series #12), Juicy's (Series #12), and Siddhartha's Garden (Series #7)—after staff confirmed all posting requirements, fees, and zoning were in order and no objections were received. Each passed 7-0.
- Class A Bingo License (Item 7.6): Approved a new bingo license for the Lake Havasu City Community Center, with games on Tuesdays through Saturdays from 1:00 PM to 8:00 PM. Passed 7-0.
- Rezone and General Development Plan Amendment (Item 7.7): Approved Ordinance No. 25-1365 for 700 Delta Drive, amending an existing planned development from a 78-unit apartment complex (37 units/acre) to a 45-unit townhouse project (22 units/acre)—a ~45% density reduction. The developer requested a density increase from 20 to 22 units per acre, which was granted. The three-story townhouses will have ground-floor garages and will be stepped down at least 12 feet to meet height limits. Passed 7-0.
- Purchase of ADA Low Floor Vans (Item 7.8): Approved the purchase of two BraunAbility ProMaster ADA Low Floor Vans from Model 1 Commercial Vehicles, Inc., for $268,254, using Federal Transit Administration (FTA) Section 5307 funds with a general fund match. These replace two worn-out vans and are expected to arrive in 6–8 weeks. Passed 7-0.

Good evening and welcome. I call to order the Lake Cavasu City Council regular meeting on Tuesday, July 22nd, 2025 at 5 30 p.m. We'll now have an invocation from Pastor David Bibby with Christ Chapel, followed by the Pledge of Allegiance led by Miss Deanda and Miss Pate with Yada, Young Adult Development Association of Lake Avisue. Let's go ahead and pray. Almighty God, everlasting Father, Creator, and sustainer of life and source of our existence. We come to you through the Sun by the power of the Spirit. First, O Lord, help us to see the critical needs of life, to know and walk with God. As the great President Theodore Roosevelt said, studying the Bible and attending worship should be as natural as breathing. As we are blessed by living in this oasis in the desert, may its beauty shine forth from each of its citizens and visitors. This evening may the decisions reflect not just our will, but your will, O Lord, in Jesus' name. Amen. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God and divisible with liberty and justice for all. Amen. Thank you. Welcome. Thank you for having us. Good evening, everyone. We're here with the Young Adult Development Association of Havasu. We are a community coalition that is dedicated to substance use prevention for the youth of our community. It's Hobbies, not habits. It's at the Aquatics Center, and it's from 9 30 to 1.30. So a little bit about this event. So we invite community members and organizations to all come up and set up some kind of hobby or activity for kids, a pro-social one, that'll keep them from more of those risky behaviors. So that's the whole idea behind it. Right now we have almost 40 vendors, different activities that are going to be there. So we're excited about that. It keeps growing every year. But in addition to the activities that are there, we do, we have some amazing sponsors in the community, and we are able to have free giveaways. We're able to provide lunch to the youth and their families. Yeah, we're just excited. So we want to, it's a free event for the community and the and their families, so we invite you all to come and join us. With that, I'm going to let Edward and Mona introduce themselves. They are not only Yada coalition members, but they're also going to have activities there. So they're going to talk about the hobbies that they're going to present. My name's Edward Farrington. I set up a leather crowd booth and help the kids make uh leather bracelets and keychains and stuff like that. And I volunteer and help out with the group, you know, just help promoting and spreading information to the community. My name is Mona. I work for community medical services and my goal is to help end overdose, and it's important that hobbies is um present in this community because it's a big thing for everybody. And what I will be doing is some beads to kind of make like animals are just different things that you would like to make and anxieties real big with the team population. And so if they're not real creative and they don't want to make these beats, they could just take it and squeeze on it and help reduce their stress. Excellent. Thank you so much for being here.
