Lake Havasu City Council Regular Meeting – February 10, 2026

Mayor Cal Sheehy called the meeting to order at 5:30 p.m. in Council Chambers. Pastor David Jackson of Hilltop Church gave the invocation, and members of the Havasu Youth Advisory Council led the Pledge of Allegiance. All seven council members were present: Mayor Sheehy, Vice Mayor David Diaz, and Councilmembers Nancy Campbell, Jeni Coke, Jim Dolan, Michele Lin, and Cameron Moses. All consent and public hearing items were approved unanimously, and the meeting adjourned at 6:15 p.m.

Consent Calendar

  • ID 26-5101 – Approved the January 27, 2026, City Council Regular Meeting minutes.
  • ID 26-5097 – Approved Resolution No. 26-3896 abandoning the southwesterly 3 feet of the existing 8-foot-wide public utility and drainage easement along the northeasterly property line of 1901 Chip Drive, Tract 2302, Block 6, Lot 1.

Correspondence, Communications, and City Manager Report

  • Investment report as of December 31, 2025, received as information.
  • City Clerk Kelly Williams announced vacancies on City boards, committees, and commissions; applications are available at City Hall and on the City website at lhcaz.gov.
  • City Manager Jess Knudson reported on community achievements and proclamations, including Captain Kirk Sasina's command executive certification through the Arizona Law Enforcement Accreditation Program, the 40th annual Winterfest Street Festival, the first GAIN neighborhood engagement event, the Havasu Stitchers quilt show with a $250 donation for women's early medical screening, Catholic Schools Week, a Smoke Tree Elementary PACE visit, and National Preschool Fitness Day.
  • The National Community Survey is open online and closes Tuesday, February 24, 2026.
  • A General Plan Open House will be held Wednesday, February 25, 2026, from 5:00 to 7:00 p.m. at the Mohave County Library, Community Room A/B, during the 60-day public review period.

Public Hearings and Action Items

  • Series #12 Restaurant Liquor License – Oasis Eateries, 201 Swanson Avenue: City Clerk Kelly Williams confirmed all posting requirements were met, all fees were paid, no objections were received, and the location is properly zoned. Council voted 7-0 to recommend that the Arizona Department of Liquor Licenses & Control approve the license. Motion by Councilmember Dolan, second by Councilmember Campbell.
  • Resolution No. 26-3895 – 2026 Primary and General Elections: City Clerk Williams advised that HB2022, signed February 6, 2026, permanently moves Arizona's statewide primary to the second-to-last Tuesday in July beginning in 2026. The Lake Havasu City Primary Election will be Tuesday, July 21, 2026, to nominate one mayor and three councilmember positions. The General Election will be Tuesday, November 3, 2026, to ratify the 2026 General Plan. Voter registration deadlines are June 22, 2026, for the primary and October 5, 2026, for the general election. Candidate nomination papers must be filed by 5:00 p.m. on March 23, 2026. Candidates receiving a majority of votes in the primary will be declared elected without appearing on the general ballot. Vice Mayor Diaz noted that the primary is historically when voters elect the mayor and council. Motion adopted 7-0.
  • Change Order No. 1 – Horizontal Collector Well Pumps and Piping Project with Layne Christensen Company: Capital Program Manager Jason Hart requested approval of a $220,562.25 change order covering two additive alternates previously unbudgeted at award: refurbishing one existing pump for $196,618.75 and replacing a broken 20-inch DI tee with a fabricated steel 20-inch tee for $23,943.50. The horizontal collector well, constructed in 2001, operated for over 20 years with little maintenance; new north well field wells allowed it to be shut down for this work. Vice Mayor Diaz asked whether additional additive alternates were needed, and Mr. Hart said no. Motion approved 7-0.
  • Amendment No. 1 – Pavement Management Plan Update with Nichols Consulting Engineers, CHTD d.b.a. NCE: Deputy Director of Public Works Bill Young requested approval of $88,900 for additional services including advanced training, a Unit Cost and Decision Tree Module, and GIS Street Sign Inventory. Councilmember Campbell asked whether the update would integrate with the current GIS system; Mr. Young confirmed yes. City Manager Knudson explained that Highway User Revenue Funds, or HURF, are state gas and vehicle taxes distributed based on population, with Lake Havasu City receiving about $5 million. Motion approved 7-0.
  • Construction Contract – FY 2025-26 Crack Seal & Mastic Program with Graham Contractors, Inc.: Mr. Young requested award of the $699,458 contract to complete approximately 150 to 180 lane miles. Councilmember Dolan raised traffic control and safety concerns; Mr. Young said staff monitors and improves traffic control each year and that standards are in the Manual on Uniform Traffic Control Devices, or MUTCD. Contractors are not paid until the job is complete and standards are met. Motion approved 7-0.
  • Cooperative Purchase of Crack Sealant Products from Maxwell Products, Inc., and Crafco, Inc.: Mr. Young requested approval of cooperative purchases totaling $392,434.20 for crack seal products for the city's roadway maintenance program. Motion approved 7-0.

Public Comments & Testimony

  • No public comments were received on the liquor license, the horizontal collector well change order, or the cooperative purchase public hearings.
  • Bonny Toy, a citizen, asked whether the City could select a different primary election date; Mayor Sheehy explained that state law fixes the primary as the second-to-last Tuesday in July under current law.
