Public Comments & Testimony

  • Mark Taylor spoke in favor of private development of hangar space at the airport and reinstating the Airport Advisory Board, citing neglect and a waiting list.
  • Bonny Toy requested the council not increase business license fees and suggested installing temporary lighting at crosswalks on Swanson Avenue, Smoketree Avenue, and Mesquite Avenue for Halloween safety.
  • Allen Hay, president of the local Experimental Aircraft Association, opposed outsourcing airport management, arguing it costs 20-30% more, and supported reinstating the Airport Advisory Board.
  • Pam Swenson questioned the timing of the Freedom Bridge right-of-way approvals relative to the groundbreaking and asked about 100% plans. Mayor Sheehy explained scheduling logistics and that plans were complete.
  • Bonny Toy again recommended the city begin saving for a third bridge to address future traffic.
  • Victor Vance questioned whether fees would decrease if CPI dropped; Mayor Sheehy clarified the three-year reset process.
  • Bonny Toy stated business license fees in Lake Havasu City are $196, much higher than comparables (e.g., Avondale $40, Kingman $100, Bullhead City $60).

Discussion Items

  • Freedom Bridge Right-of-Way (Resolutions 26-3955 and 26-3956): Public Works Director Ron Foggin explained that agreements with Arizona State Parks and Trails were needed to build the bridge, street, and multi-use path. The groundbreaking occurred earlier that day. Councilmember Lin requested final renderings. Councilmember Dolan voted no on both items, citing concerns about timing and documentation. Both resolutions passed 6-1.
  • Off-Road Motorized Vehicles Ordinance: City Attorney Kelly Garry presented an ordinance to correct a penalty reference error. Adopted 7-0.

  • CDBG Grant for Aquatic Center Accessibility: Grants Manager Vijette Saari requested authorization to apply for a $750,000 grant (no city match) to remove architectural and accessibility barriers at the Aquatic/Community Center, which opened in 1993. Adopted 7-0.
  • Fees and Service Charges Adjustment Process: Administrative Services Director Jill Olsen presented options for fee updates: (1) actual costs in Year 1, CPI in Years 2-3; (2) no change for two years; (3) actual costs every year. Council consensus was for Option 1, with future discussion on business license fees. Vice Mayor Diaz moved to formalize Option 1 in the Fiscal Sustainability Policy; passed 7-0.
  • North End Wastewater System Expansion: Project Manager Phil Porter awarded the bid for the Canterbury Lift Station and IPS Odor Control Project to Norstar Plumbing and Engineering, Inc. for $1,913,000 (lowest of six bids). Awarded 7-0.

    • Roxy's Beach Bar liquor licenses (8.1 & 8.2): 6-0 (Mayor Sheehy recused).
    • Freedom Bridge resolutions (8.4 & 8.5): 6-1 (Councilmember Dolan voting no).
  • Direction on Fees: Council directed staff to maintain the current fee adjustment method (Option 1: actual costs Year 1, CPI Years 2-3) and amend the Fiscal Sustainability Policy accordingly.
