The commission approved the plans with conditions, including pervious pavers, bioswales, landscaping, and a shared use agreement.
Consent Calendar
- Minutes Approval: The commission unanimously approved the minutes from the September 4, 2025, meeting.
Discussion Items
- Parking Plan Docket No. 09-31-25 (1205-07 Warren Rd.) and Docket No. 09-32-25 (1209-11 Warren Rd.): Applicant James Prevost (PE Limited) requested review and approval of a parking plan without constructing new garages, citing challenges with on-street parking and a desire to use pervious pavers and bioswales to meet city stormwater goals. The commission discussed the trade-offs between garages (required 480 sq ft each, reducing parking to 2 spaces per property) and the proposed pervious pavement (providing up to 3 spaces per property). Commissioners raised concerns about the functionality of bioswales (not drivable), need for proper design per ODNR guidelines, and landscaping to screen neighboring properties.
Key Outcomes
- Motion and Vote: Commissioner Reese moved to approve the plan with modifications, including: pervious pavers designed per Chapter 1339 of city code, annual inspection by Cuyahoga Soil and Water with a maintenance agreement, use of ODNR Rainwater and Land Development Guide for bioswales and pavers, a 6-inch concrete curb along the property line, a 4-5 foot arborvitae hedge along the eastern property line, landscaping wrapping around edges, and reducing pavers on 1209-11 to accommodate two cars instead of three. The motion also required a recorded shared driveway use easement. The motion was seconded by Commissioner LePoint. The vote was 4-1 in favor (Commissioner McDermott opposed).
- Next Steps: The applicant must submit revised site plans incorporating all conditions, including detailed engineering for bioswales and pervious pavers, and record the shared use agreement before construction.
