Public Art Advisory Board Meeting - October 8, 2025

The Public Art Advisory Board met on October 8, 2025, with four members present and one absent. The board unanimously approved two sets of prior meeting minutes and received updates on the Spectacular Vernacular sidewalk mural project, the 2025 traffic signal box wraps, the county-led Public Art Master Plan, and preliminary 2026 project concepts.

Spectacular Vernacular Project Updates

• The 2024 sidewalk mural project is underway. Students from three Hayes classes participated in painting, and staff reported that the project has been well received by the community.
• The murals are being installed along Delaware, Carabel, Olive, and Woodward. Two spots on Woodward may need to be repainted in the spring because a prior curb ramp paving created a trip hazard; staff directed the artists to complete them anyway and said budget could cover redoing them if needed.
• The 2025 traffic signal box wrap project is complete: all 42 boxes were wrapped. One location was changed from McKinley and Riverside, and a missed Madison at Woodward location was filled with Randy's design.
• Staff described the public reception as strong, estimating that about 95% of social media comments were positive.
• For 2026, the board was informed that roughly $40,000 in Community Development Block Grant funding was approved for 30 additional box wraps and five bus shelter wraps. The funding must be used on Detroit, Edgewater, and west end locations, including the Rocky River Loop and the field house area.
• Artist compensation remains budgeted at $500 per box. Staff said the existing artist pool would likely be used again, though reopening the pool is possible. Board members generally supported offering more work to existing artists, especially those who did not previously receive a full four-box assignment.

Public Art Master Plan

• The county-led Public Art Master Plan is in its current-conditions phase, expected to last through October, before moving into vision and recommendations. Board members Gina and Dave attend monthly steering committee meetings with schools, Lakewood Alive, the chamber, and city staff.
• Outreach has included art teachers across the city and organizations such as the Assembly for the Arts and the YMCA.
• Existing-condition maps showed public art locations, walkshed coverage within quarter-mile and half-mile distances, and art type diversity. Board members asked for more detailed demographic breakdowns, including separating Middle Eastern populations from the broad Asian category.
• Opportunities identified so far include painting small retail entry ramps, using art as shade and on impervious surfaces, and building on existing infrastructure rather than creating entirely new structures.
• The board discussed using the master plan to justify saving multiple years of funding for a large, impactful 3D art piece. Maintenance and artist pay scales were identified as ongoing issues to better understand.
• One board member disclosed being contacted as an art teacher for an interview with the master plan team; the informal steering committee was considered not to create a conflict of interest.

2026 Concept

• Staff is still exploring the Birdtown bird-themed art concept with fabricators, but no cost estimate has been provided yet. Formal 2026 options are expected in January.
• A proposed Birdtown site tour with Jason Wiener's group and Ian was cancelled earlier in the summer and has not been rescheduled.
