So I will go ahead and call to order the special meeting of council for November 10th, 2025 at 821 p.m.

Uh pursuant to Lake Wodified Ordinances 109.01B1.

As the presiding officer of Council, I am calling the city's um council meeting this evening to be held by video conference due to special circumstances of the illness of Councilman Bullock.

But under ordinance 109.01C.

Councilman Bullock need not be present for the purpose of voting and determining a quorum.

So with that procedural matter out of the way, we only have we have a communication and a resolution on the docket.

So the first order of business is a communication from Director Byington regarding Kaya County Community Development Supplemental Grant Pro, Madison Park Futsal Court Renovation Project.

We appreciate it very much.

The attached resolution authorizes and supports an application for grant funding through the Cuyahoga County Community Development Supplemental Grant Program.

This is a competitive award program offering grants up to $50,000 to help strengthen cities, encourage regional collaboration, and improve quality of life for county residents.

Funding this grant is provided from uh the county casino tax revenue.

The city is requesting $50,000 in grant funding to support an estimated $300,000 project for renovation of the existing FUTsall courts at Madison Park.

The courts were originally tennis courts that were converted to FUTsal courts seven years ago.

The courts have been very popular and are supported by programming through the recreation department.

Additionally, children and adults utilize the courts for open play when leagues and lessons are not in session.

These Futsal courts, through numerous public meetings during the Madison Park master planning process, have been identified as a priority recommendation in the Madison Park Master Plan that has been adopted by City Council.

Among other items, the grant application requires that City Council adopt a resolution acknowledging the grant is being applied for, and that a notice public meeting about the project for which the application is being submitted has occurred.

The uh meeting occurred October 21st, 2025 at Madison Park.

Previous resolutions of support for this grant opportunity have been passed on first reading.

The grant submitted um was November 6th with accompanying legislation due no later than November 14th.

Due to the late release of the grant application this year, the timeline for the required public notice, CDBG public meeting and council approval have been uh shortened.

City council consideration of first reading approval would be appreciated.

And um just further further, we've had two uh been successful with this grant the last two years.

Um we did the uh bird town connector project and Madison Park playground.

I was able to attend the um October 21st meeting at the FUTsal courts and uh had a chance to see the coaches and the skills of the children, young people playing uh footsal on the court, and it was impressive, I have to tell you.

Um I played a little soccer when I was a kid, and this was not that.

I mean, this was very impressive.

Um anxious to see uh where these young people go with these skilled, and I'm I'm very much in support of this.

Uh a resolution to take effect immediately, provided it receives the affirmative vote of at least two-thirds of the members of council or otherwise to take effect at the earliest period allowed by law authorizing the mayor or the director of planning and development to apply for the Kay County Community Development Supplemental Grant Program for a $50,000 grant and for the grant to be used in the renovation of the existing foodsall courts in Madison Park and the project will be titled Madison Park Foodsall Court Renovation Project.

Uh I will go ahead and make a motion to approve that resolution.
