The Government Oversight/Audit and Appointments Committee met on June 2, 2026 at 5:00 PM in Council Chambers/Virtual, chaired by Councilwoman Donna Purvis. Bardstown Road Overlay District Board Appointments (Items 2–6)
The committee considered five appointments/reappointments together. Althea Jackson from the Mayor's Office described the board's purpose: reviewing construction and development plans along the Bardstown Road corridor. - Donald Marlin (appointment) – Loan officer with over 30 years of leadership experience in management and financial services.
- Dr. Rasean Crawley (appointment) – Senior global sales and account management professional, nominated by the Interministerial Coalition. Committee member Kevin Bratcher commended Dr. Crawley for a clean political race and wholeheartedly recommended him.
- Sarah Provancher (appointment) – Executive Director of the Jefferson County Republican Party, recently earned a law degree; plans to stay in political and election work.
A motion by Vice Chair Mulvey-Woolridge, seconded by Councilman Anthony Piagentini, carried by voice vote; all three appointments were sent to the Consent Calendar.
Human Relations Commission – Advocacy Board Appointment (Item 10)
- Liz O'Sullivan (appointment) – Associate dean of admissions at Bellarmine University, with training in anti-bias and bystander intervention. A motion by Councilman Piagentini, seconded by Vice Chair Mulvey-Woolridge, carried by voice vote; the appointment was sent to the Consent Calendar.
Jefferson County Extension Board Reappointment (Item 11)
- Lisa Hite (reappointment) – Retired certified planner with over 40 years of experience, active in environmental trusts and neighborhood associations. She noted the board promotes agriculture, health, nutrition, and youth activities. A motion by Councilman Piagentini, seconded by Vice Chair Mulvey-Woolridge, carried by voice vote; the reappointment was sent to the Consent Calendar.

Metro TB, thirty seconds, please. Good evening. Welcome to the regular meeting of government oversight accountability. I am chairperson, Councilwoman Donna Purvis. I am joined in chambers by my co-chair, Councilwoman Murray Woodridge, along with Councilman Herndon, Councilman Piagettini, Councilman Bashan. We're joined virtually by Councilwoman Hawkins and Councilman Brecher. We have a quorum. This meeting is being held preserved to KRS sixty one point eight two six in Council Rule 5A. Thank you. But before doing so, um looked at some of these resumes. And looks like these people are some heavy hitters. I am really impressed. Would you do us the honors and tell us a little bit about this Borstown Road Overlay District Board? So the um Althea Jackson uh Mayor Greenbird's office. So uh the Barst Barstown Road Overlay District Board uh consists of eight members and when someone wants to do some type of construction or something in that area, this board looks at the plans, they work with uh those that are seeking to do some type of work, and they um come to a uh it some kind of development and they work with that person or that company and they advise on it. With and this board, they have to there are specific, you know. I always talk about some there are specific roles on some of our board, like they have to have architects, they have to have business owners. That's that's what this board consists of. So um, can you tell me the radius that this covers? Ooh. It's the the entire the district. Uh hold on one second, let me get I didn't know you were gonna ask me that, but hold on, let me find it. It should be a map. Uh hold on. Um chairman. I think that may be uh a certain length on a raise but a length of Birdstone Road from alley to alley, if I'm rec if I'm remembering correctly. Yeah. Is that is that right? I think so. It is it's not a di it's not a it's not a confined district, it's uh it's all it's the length of the the road from point A to point B. I don't know what those points are. Well, I I know the Borstown Road also goes into Nelson County, another county, so I just even though I know we wouldn't go outside of Jefferson County. I just want to know the radius of this. I'll have to get that for you because I don't have that readily available. But I can get that for you. Okay, okay. Um let me recognize at this time we've been joined in chambers by councilman Reed. Um and so what we're going to do, because we have five appointments for the Barstown Road Overlay District Board. We're going to do the five together. Um I like to get make a motion. Okay. We're gonna do all of them at once. Do what? I am sure. All right. Okay, so the first apartment is uh Carol Yoakum to the Barstown Road Overlay District Board term expires August 30th, 2029. The second apartment is Alicia Ariati to the Borstown Road Overlay District Board term expires April 30th, 2029. The third appointment is the reappointment of Aaron Given to the Borstown Road Overlay District Board term expires April 30th, 2029. And please forgive me if I mispronounce your name. Fourth apartment is the reappartment of Jo Anthony Floyd Jackson to the Barstown Road Overlay District Board term expires April 20th, 2029.
