The Budget Committee of the Louisville Metro Council met on Thursday, June 4, 2026, at 4:31 PM in Council Chambers with a virtual option. Committee Member Anthony Piagentini called the meeting to order and facilitated in the absence of Chair Kevin Kramer. Eight members were present, two excused. The committee considered two items on the agenda.

- O-148-26: An ordinance to amend the Fiscal Year 2025-2026 Capital Budget by transferring funds within the Traffic Calming Project and adding language. Sponsored by Councilman Kramer, with additional co-sponsors Vice Chair Winkler and Councilwoman Parrish-Wright. Wes Sydnor, Executive Director of Public Works, explained that the ordinance adjusts budgets for three of 18 council-directed traffic calming projects, reallocating surplus from under-budget projects to those needing additional funding. It also identifies a specific project in District 3 (Arcade Avenue) for restriping and other improvements. Added language (inserted by Council Financial Analyst Stenberg) allows remaining funds after a project is complete to be used on other listed projects.
- R-044-26: A resolution approving the Budget and Economic Improvement Plan for the Greater Louisville Lodging Management District (dba Louisville Hotel Partnership) for the period July 1, 2026, to June 30, 2027. This item was held in committee without discussion or vote.

What's today? Thursday, July the 4th. It's 4 33 p.m. Uh I am facilitating the meeting on behalf of the chair and the vice chair. Uh Vice Chair Winkler is on our meeting. Is I can't see behind that. Is is that Kramer behind there? I think he was going to join us also. He was rejoining. Okay. He couldn't see the chambers. It's it's Councilwoman Shemika Parrish right. So Councilman Winkler is the vice chair, is here, but he just asked me since uh since I was in the in the chambers live to facilitate the meeting for him. Uh but he's joining us. We're also joined by uh virtually by councilwoman Mulvey Woolridge, Councilwoman uh Shemika Parish right uh in chambers, councilman Joseph, uh Councilwoman Parker, uh Councilman Herndon, and right now that's who I have. So uh Madam Clerk, can you read the uh virtual meeting disclaimer, please? This meetings be in here percent 61.826 in council that you rate in full. Thank you. The first item is ordinance 148-26, an ordinance amending ordinance number 092 series 2025 related to the fiscal year 2025-2026, capital budget by transferring funds within the traffic comment project and added language pertaining to this project. Uh he has not joined us yet. I believe he plans to join us. Uh what I will say is this is a pretty standard thing. I'll turn it over to uh well are you guys gonna speak to it? Wes? Okay. Uh so what I'll just tee things up and say uh pretty standard movement of a few funds related to some projects, but why don't we have uh public works come up and talk in more detail about this? Wes if you can identify yourself for the record, uh, and then you can begin your testimony. Absolutely. Good afternoon. I'm Wes Sidmore. I'm the executive director of Louisville Public Works. Executive Director, I apologize for just calling the director. It's fine, George. Wes is fine, honestly. Um yeah, so uh thank you, councilman, uh council members, uh committee members for uh hearing this. Uh as you mentioned, uh this is in regards to legislation regarding uh council directed traffic calming. Uh there were three projects that had adjustments out of the 18 that were originally uh budgeted, you know, as uh projects develop and get uh you know designs, those those numbers tend to get refined. You have some that come in under budget and some that uh get planned that that needs some additional budget, and so what this does is uh clarifies those budgets, uh reallocates uh within the district 15 uh traffic calming projects, uh moves you know, some money that's not needed for um for one of these and then or a couple of these, and then uh transfers that access to one of their other projects that would have been uh in need, and then it also identifies the district three uh traffic calming project from a 2D to be determined to the arcade avenue uh traffic calming project, which consists of restriping and other improvements, and so that is uh basically in summary the the the gist of this this ordinance and what it does.
