The Committee on Committees met on Tuesday, June 23, 2026 at 4:00 PM in Council Chambers/virtual to assign new legislation to standing committees and to consider two pending items. The meeting was called to order at 4:01 PM by Council President Brent Ackerson (D-26). A quorum of four members was present: Ackerson, Tammy Hawkins (D-1, virtual), Anthony Piagentini (R-19, virtual), Jennifer Chappell (D-15), and Khalil Batshon (R-25). Hawkins was absent for the vote on the second pending item. The meeting adjourned at 4:08 PM.

- R-061-26: Professional Services Contract for Workplace Investigation Services – A resolution approving a $20,000 contract with Boehl, Stopher & Graves LLP for workplace investigation services, required by ordinance for allegations against Metro Council members or employees. Hourly rates: partner $200, associate attorney $125, paralegal $75. In response to questions, Gough reported zero claims last year, one the year prior, and four the year before that. - O-170-26: Ordinance Repealing, Amending, and Creating Chapters of Title III of the Louisville Metro Code of Ordinances – A cleanup ordinance pursuant to KRS 83A.060 to update Title III for consistency with state law and remove redundant or obsolete sections. Hollie Hopkins and Amanda Baker (Jefferson County Attorney’s Office) explained it had been presented as a discussion item at the previous meeting and was now ready for approval. No questions were raised. The ordinance passed by roll call vote: 4 yes (Ackerson, Piagentini, Chappell, Batshon), 1 absent (Hawkins). It was sent to the Consent Calendar.

This is a record meeting of the little Metro Council Committee on Committees. Today is uh Tuesday, July 23rd, 2026. The time is currently uh four oh two p.m. This meeting is being held percentage to KRS sixty one point eight two six council rule five a madam clerk. A roll. Council member uh council president Ackerson, yep, council member Hawkins. I see you, ma'am. Uh I got you as a yes, Councilman um Piacentini, caller Councilmember Um Chapel and Councilmember Bashan. You have four and a quorum. Perfect. Uh the first item of business is a new business. The following legislation will be assigned to committee. Items one through six will be signed appropriations, item seven will be signed to budget, item eight and nine assigned to equity, community affairs, housing, housing, health, and education. We're joined by councilwoman chapel. Item ten through twelve will be assigned to labor and economic development. Item 13 will be assigned to park sustain sustainability. Items 14 through 15 will be assigned to planning and zoning. Items 16 through 17 will be assigned to public works. Any objections about any of the assignments? So they are assigned. Uh, Madam Clerk. Uh next we have pending legislation, uh reading of item eighteen, please. Um a resolution pursuant to the Capitol and Operating Budget Ordinances approving the appropriation to fund the following professional service contract for Louville Metro Office of Internal Audit for a workplace investigation services. Ball stoffer and graves LLP, twenty thousand dollars. Motion item is properly before, so we've got Mr. Jackson here to uh explain anything. He desires to explain or answer any questions, but I think folks we've got someone else here also. Who do we have? Hey David, come on up. Uh state your name for the record, and you've got the mic. Hello, I am David Gooch with the Office of Internal Audit. Um, so this is a harassment investigation contract um that's required by ordinance for any allegations against Metro Council members or employees. Um required to send those any complaint such as that to a third party investigator. Um, which is why I'm here. Gotcha. So essentially uh this is like when people call in on the tip line or report something, we then assign it to an investigator. Uh the previous investigator unit, uh this is a change in contract, correct? Yes, different investigator. Different investigative unit, uh, Bell Stover Graves, uh a premier law firm here in town.
