The Government Oversight/Audit and Appointments Committee met on Tuesday, July 21, 2026, at 5:03 PM (local time) in Council Chambers and virtually. Chair Donna L. Purvis attended virtually, so Committee Member Andrew Owen presided. The committee considered four agenda items but only acted on one: the annexation ordinance for the City of Prospect. - O-193-26 – Annexation by the City of Prospect: An ordinance to approve the annexation of a tract of land east of Harrods Creek, west of Timber Ridge Drive, north of US Highway 42, and south of the Ohio River, contiguous to Prospect's present boundary. Travis Fiechter from the Jefferson County Attorney's Office summarized the request, noting that the city had reached the statutory threshold for annexation. He mentioned that a rezoning of much of the land might occur in the future and that a separate, smaller annexation would be needed for a lot consolidated after the initial notices. Committee Member Scott Reed, the primary sponsor, expressed strong support, stating the land would be developed as a mixed-use “downtown” for Prospect, modeled on Norton Commons but at a smaller scale, with apartments, retail, and restaurants. Committee Member Kevin Kramer inquired about the omitted lot; Fiechter explained it would need to be annexed in a separate process. Kramer also asked if the current ordinance could be amended to include that lot, but Fiechter clarified that statutory requirements prevent that. Committee Member Andrew Owen voiced support for the proactive mixed-use development.
