The Louisville Metro Appropriations Committee met on Wednesday, August 5, 2026, at 3:00 PM in Council Chambers (hybrid virtual). Chair Jonathan "JJ" Joseph presided with a quorum of five members present (Vice Chair Marilyn Parker, Committee Members Ken Herndon, JP Lyninger, Dan Seum Jr.), while Barbara Shanklin and Markus Winkler were excused. The committee approved all 26 agenda items, including several ordinances and neighborhood development fund (NDF) appropriations, many with amendments to increase funding or add contributing districts. The meeting adjourned at 3:32 PM.
We have a cast iron pan full of canola oil that's heated up to three fifty. It's really helpful to have a deep fryer candy thermometer to make sure how hot your oil is. You can also kind of tell when it starts to smoke up a little bit like that. And then we're just gonna add our dredged chicken livers. And we're gonna cook these for about two to three minutes on this side. Flip them. So this hot grease can get pretty unruly. It's really great if you have a protective screen that you can put over the pan while it fries. Since we're having fried chicken livers, I wanted to do something light and refreshing for our cocktail today. So this is actually a recipe from a legendary Louvre bartender, Joy Purini, and it's called a burrito. So it's a riff on a mojito butt with bourbon, of course. So naturally, we're using new riff bourbon. We've got simple syrup, club soda, bloncello, fresh mint, and some fresh lemons as well. So all we're gonna do is in a cocktail shaker without any ice, we're gonna do an ounce of the lemon cello. We're gonna do uh an ounce of the simple syrup as well. And we're gonna take uh six of our mint leaves. So squeeze the juice in and then drop the whole lemon wedge into the shaker. And now we're gonna go ahead and add two ounces of our bourbon. Oops. It'll be a little extra, so that was gonna be kind of strong. Then we go ahead and put ice in our shaker, and we're gonna get this a quick little shake to mix everything up. All right, we're gonna go ahead and strain this in a top glass with the same thing. Hello, I'm Councilman Jonathan Joseph, Chair of the Appropriations Committee. With me is my vice chair, Marilyn Parker. And joining us in chambers are committee members. Uh Councilman Herndon and Councilman Sign. And Councilman Lininger. Um we have members, enough members, uh, which constitutes a quorum. The first item of business is an ordinance appropriating four thousand two hundred and fifty dollars from neighborhood development funds in the following manner. Three thousand dollars from district three, one thousand dollars from district fifteen, and two hundred and fifty dollars from district twenty-four through the office of management and budget to feed little inc for costs associated with rent, personnel, and program materials. This comes from councilwoman parish right. Do we have a motion? Okay, properly moved. Okay. Their um original ask was 78,000, so we are still looking for support. We have committed three thousand dollars, um, district fifteen one thousand and district twenty-four two hundred and fifty. Um, this like that says, is here for their operational support to be able to continue to recover unused food and then deliver it and make meals for those who do not have any. Okay, are there any questions or concerns? Councilman. We should let you know we are able to secure ten thousand dollars for feed Louisville through a TIFF agreement.
