Good evening.

13:08

I have two items for your consideration this evening.

13:10

And the first is resolution twenty twenty-six two fifty-seven R.

13:14

This authorizes a development agreement by and among the City of Madison, Madison Hotel Six LLC, and Old Town Investments LLC, and the legal notice proceeding tonight's discussion was published in the

13:26

July twenty-second Madison record.

Speaker 5

13:28

Under this agreement, the developer, which is the hotel developer, Madison Hotel Six, proposes to develop, own, maintain, and operate an aloft hotel by Marriott, consisting of approximately one hundred and eight hotel rooms and associated parking, lighting, landscaping, and related improvements.

13:46

In addition to that, the developer and property owner Old Town Investments LLC proposes to develop a nationally branded mini golf recreational facility adjacent to the hotel site on approximately five acres of property located along town Madison Boulevard.

14:02

You can see the site plan up on your screen.

Unassigned speaker

15:00

It's also expected to spearhead additional development adjacent to the ballpark.

Unassigned speaker

15:02

And

Speaker 5

15:02

with that, I believe the developers representative is here and would like to say a few words.

Speaker 1

15:06

Great.

15:06

Thank you.

15:07

Welcome.

15:12

Hi

Speaker 7

15:12

Joey, Joey CC.

15:13

I'm on Iberville Drive and uh Mr.

15:15

Goodson's district.

15:16

So uh you know, we just are pleased to have this in front of you tonight.

15:20

We think this is an excellent uh deal for the city of Madison uh basically in exchange for foregoing uh two million dollars in lodging tax up front.

15:28

You know, you're generating over 40 million dollars in investment, you know, right there on that uh on that site between the uh uh the new hotel, the uh the entertainment concept there in the middle, and then kind of creating a real opportunity site for retail right there next to it.

15:42

We're already in conversation with a uh uh new restaurant to go there.

15:47

So I think probably about the same time you see the hotel open.

15:49

I think you'll probably see uh associated a retail and uh commercial development uh on that parcel.

15:55

So it'd be kind of a win-win-win for the city.

15:58

Uh the deal like we've talked about will create new jobs both at town Madison and uh uh spin-off jobs other places.

16:05

We've seen as far as hotel uh

Unassigned speaker

16:08

uh

Speaker 7

16:08

stayers at town Madison that each one of them spends somewhere between 60 and 100 dollars in restaurants, local restaurants, kind of while they're there in the in the uh in the hotel.

16:18

So it's a great opportunity for town Madison restaurants for downtown downtown Madison restaurants, as well as uh the more hotel you know uh dwellers we get on the property, uh the better it has for everybody.

16:30

So

Speaker 1

16:30

with

Speaker 7

16:30

that, I'll answer any questions anybody has.

16:33

So

Speaker 1

16:35

thank you, Mr.

16:35

CC, so appreciate

16:37

you.

Madison City Council Special Called Meeting - July 29, 2026

The Madison City Council held a special called meeting on July 29, 2026, at 6:00 PM in the Council Chambers. The meeting focused on two items: a development agreement for a hotel and recreational project, and an ordinance to raise the lodging tax rate. All six council members present (Goodson absent) participated in discussion and voting.

Public Comments & Testimony

No members of the public spoke during the public comment period.

Discussion Items

  • Resolution No. 2026-257-R – Development Agreement with Madison Hotels VI, LLC and Old Town Investments, LLC: The resolution authorizes a development agreement for a 108-room Aloft by Marriott hotel and a nationally branded mini-golf facility on approximately five acres along Town Madison Boulevard. The developer, represented by Joey C., stated that in exchange for foregoing $2 million in upfront lodging tax, the project represents over $40 million in capital investment, creates jobs, and will spur additional retail development (including a prospective new restaurant). Councilmember Billy Goodson (absent) submitted a written statement expressing support, noting the incentive is performance-based and contingent on both projects opening. Councilmembers Beer, White, Robleski, McKay, and Jackson each voiced support, emphasizing the performance-based structure, the recreational amenity for families, the multiplier effect for local businesses, and the connection to the SEC softball tournament coming to Madison. The vote was 5–0–1 (Goodson absent; Lesman did not record a vote).
  • Ordinance No. 2026-247 – Amending Section 10-224 (Lodging Tax Rate): The ordinance raises the lodging tax rate from 9% to 10%, effective October 1, 2026, with the additional 1% revenue allocated to the general fund. The existing $2-per-room-per-night fee remains unchanged. The first reading occurred on July 27, 2026. Councilmembers unanimously expressed support; no further debate occurred. The vote was 6–0 (Beer, White, Robleski, McKay, Lesman, Jackson in favor; Goodson absent).

Key Outcomes

  • Resolution No. 2026-257-R passed (5 ayes, 0 nays, 1 absent, 1 not recorded). The development agreement is authorized, with the lodging tax rebate capped and contingent on both the hotel and mini-golf facility opening.
  • Ordinance No. 2026-247 passed (6 ayes, 0 nays, 1 absent). The lodging tax rate will increase to 10% on October 1, 2026, with the additional revenue directed to the general fund.
  • The meeting adjourned at 6:12 PM.
