Special Called Meeting of the Madison City Council - August 31, 2026

The Madison City Council held a special called meeting on August 31, 2026, at 12:00 PM. A waiver of notice signed by all council members in attendance was noted. The sole agenda item was Resolution No. 2026-332-R, authorizing a one-time lump-sum payment for eligible city retirees and beneficiaries of deceased retirees pursuant to Act 2026-608.

Discussion Items

  • Resolution No. 2026-332-R was presented by city staff. The resolution authorizes the city to contribute $42,446 to fund a one-time lump sum payment for eligible retirees and beneficiaries, achieved via a 0.16% increase to the city's contribution rate for the fiscal year after next (FY 2028). Eligible retirees will receive a payment of $1 for each month of service, to be distributed in October 2026.
  • Mr. Long from the city provided historical context, noting that similar one-time payments were made in 2002, 2005, 2006, 2007, 2008, 2015, and 2022, and are not available every year.
  • Councilmember Jackson asked several clarifying questions. He inquired about the benefit to the city, which was described as an incentive for current employees evaluating the city's retirement plan. He asked how many retirees were involved, with the answer being fewer than 100. He questioned whether the payment would be ongoing, clarifying it is a one-time action requiring a new act of the legislature to repeat. He also asked why the matter was being handled at a special called meeting instead of the regular meeting the previous Monday, noting a letter from the Retirement Systems of Alabama dated May 19th. Staff explained the council member was only informed of the letter that Wednesday, prompting the urgent special meeting to meet the deadline.
  • Council President Robleski expressed strong support for the resolution, thanking the legal and finance departments for providing the opportunity to support retired employees and former employees.

Key Outcomes

  • Motion: Councilmember White moved to approve Resolution 2026-332-R, seconded by Councilmember Lessman.
  • Vote: Ayes were recorded from Councilmembers White, Lessman, Robleski, and McKay. In the transcript, Councilmember Beer and Councilmember Goodson were called together as a single entry and responded affirmatively. Councilmember Jackson abstained. The resolution passed.
  • The meeting was adjourned immediately following the vote.
