We'll start off with Memorial Highway, as usual.

Reminder, once again, this is split into two phases.

The uh west half is being constructed by Northern Improvement, and the east half, which is the one that's further along, is being constructed by Reedy Construction.

Some of the happenings on the corridor right now.

There's a there's been a traffic traffic shift for median and turn lane paving.

Um I do have a picture of that right there.

You can kind of see how it shifts over uh for the work to be completed in the middle there.

That traffic shift will be moving along the corridor as they uh get further and further along to do that median paving.

Um 43rd has been reopened since our last meeting, and then on June 4th, we're expecting um the northern portion of 40th Avenue Southeast to be closed in order to resolve some utility conflicts.

Um this project is still on schedule to be complete at the beginning beginning of July, ahead of July 4th.

Uh I do have to have a closer view of the um traffic shift if people are interested in looking at that a little bit better.

Um I don't have any pictures of the phase two work right now, but they are still at that main street intersection working on con concrete, and um there will be uh more traffic changes as they switch from subphase to sub phase uh maintaining traffic throughout the intersection.

And then um they will start utility work along third street or some storm sewer work, uh, but we're kind of waiting on some more information before that that starts.

Last week uh there were they were working on uh water main in phase two, which is shown in blue over in the picture here.

This week they're working on the storm sewer on first in red, and they are working on sanitary sewer in the blue area.

And then upcoming that we're gonna have roadway preparation in curb and gutter curb and gutter and roadway paving in phase one, getting everything closed back up, as well as storm sewer installation on phase two.

So the way that this project is set up is that the contractor can have two phases open at a single time.

So if before they open up phase three, they'll have to close up phase one.

Before they open up phase four, they'll have to close up phase two, and you know, so on so forth.

We are expecting them around the 4th of July to be uh to have phase one closed up to be possibly closing up phase two, have phase three opened up, and then depending on where phase two is at, have phase four on the brink of being opened up.

So for the fourth of July, we feel pretty confident that phase five will be absolutely open.

And I know that there has maybe been some comments around uh seeing if phase four uh could be opened at that, stay open at that time, and we'll just we'll try and cross that bridge when we get to it.

And the uh the contractor has been really good about putting newsletters out weekly for this project, and it's got a lot of good information in there.

Collins Avenue Reservoir, the big update here is just site grading restoration.

Uh they are currently working on painting activities of the pump house.

They're going to move over to the uh dome and the walls for uh painting.

They're gonna move to concrete installation, irrigation installation, some light pole reinstallation, and it's really just site cleanup from here on out.

    • New collaboration: Hot Rods and Hamburgers at Dakota Customs on Friday (5-8 p.m.).
    • Sunday (June 14): Classic car show (11 a.m.-4 p.m.), plus Planes and Pancakes at Mandan Regional Airport (8 a.m.-noon, free will donation).

    • Proposed for two 30,000 gallon propane tanks in an existing truck yard on a 21-acre site zoned C-B (commercial). Located in the Extended Territorial Area (ETA). No comments from adjacent property owners; Planning and Zoning Commission recommended unanimous approval on May 27, 2026.
    • Motion: Commissioner Schoberg moved to approve; second by Commissioner Heinshawn. Approved unanimously.
  • Special Use Permit – Event Venue (210 Fifth Avenue NW):
    • Former church to be used for weddings and events. Located in Downtown Fringe district, largely residential area. Parking includes on-street and off-street stalls; applicant provides parking maps. Alcohol will be served (beer/wine license), requiring private security per Chief Ziegler. 99 adjacent property owners notified; several opposed at Planning and Zoning due to parking, noise, and smoking concerns.   • Master Lift Station Interim Improvement Project (Project 2026-20):
    • Replaces aging dual 60-inch asbestos cement pipes with a single 20-inch PVC pipe. Includes pump and electrical upgrades. Engineer Apex Engineering completed plans; bids to be advertised, opened later in June. Army Corps of Engineers permit pending; award expected in November 2026 with construction in 2027. Rationale: existing pipes are brittle and prone to failure (e.g., January 2025 failure in -20°F weather).

Total project cost estimate $6.7 million: $4 million from federal urban roads program, $200,000 from federal transportation alternatives grant, $435,000 from city utility funds, remainder from a 2% low-interest loan backed by special assessments. Non-adjacent lot assessment approximately $2,500. Project dependent on timely use of grants; if not obligated, funds may be redistributed. Engineering report and feasibility report approved.
