It is 5:30 PM.

0:17

We are in the Ed Bosch Frelek meeting room, Mandan City Hall.

0:21

Mr.

0:22

Newbauer, could you please take the roll?

0:29

Here, Mayor Fraley.

Speaker 1

0:30

Here.

0:31

Please remove any headgear and stand for the Pledge of Allegiance.

0:55

Thank you.

0:56

So we're now we're gonna start with our announcements, and we have 14 of them.

1:01

So we'll kick it off with Jerick.

1:04

Construction project updates.

Speaker 3

1:06

Mayor and Commissioners, I have a short update for you today.

1:08

Our two uh kind of most visible projects that are still active

Unassigned speaker

1:12

in

Speaker 3

1:12

late October are Memorial Highway and the first street reconstruction projects for Memorial Highway.

1:18

The east half is pretty much wrapped up.

1:19

I dropped that slide off of this.

1:21

There's a few minor items that they're still working on over there, but uh substantially complete.

1:26

Um on the west half, uh the five-lane temporary asphalt section is expected to be installed early next week, and that is the pavement section that we will have through the winter.

1:35

Um pavement marking will follow after the asphalt installation, and then over light overhead lighting will be installed uh as well.

1:43

Um the 18th Avenue Southeast Closure at 3rd Street should be opened back up this Friday.

1:50

And on the screen here I do have the 18th Avenue temporary access.

1:54

It is just south of the BNSF bridge.

1:57

Um, but the uh the south access point should be opened back up end of this week.

2:02

Um and then uh we will be making a change uh once it goes to a five-lane section.

2:08

The two southbound left turn lanes will be reintroduced at the main street intersection.

2:15

This might be a little bit uh a little bit of a take some getting used to because it is currently dedicated right, dedicated straight, dedicated left.

2:25

It will turn into two dedicated left turn lanes with a straight and a right lane on the very right side.

2:32

So everybody uh keep an eye out for that.

2:34

We might do we're gonna do some extra signage and some extra uh lane delineation ahead of that to try and help the transition.

2:42

Um that's what I have on Memorial Highway.

Speaker 4

2:44

Any questions on

Unassigned speaker

2:45

that?

Unassigned speaker

2:48

For

Speaker 3

2:48

our first street project, uh the majority of the work that's left to do is on segments four and five.

2:55

Uh right now they are halfway through the intersection of first street with concrete pavement.

3:00

And um, I'll just go into here.

3:04

Segments one, two, and three.

3:06

There's minor work remaining.

3:07

Uh seating, landscaping, uh, light installation, stuff like that.

3:13

On segment five, uh the concrete roadway construction is complete, and the but the roadway is still closed because it is being used as pedestrian access routes while the sidewalk is being constructed.

3:25

So still closed to traffic, but should be uh open back up soon as soon as the sidewalks are complete.

Unassigned speaker

3:31

And

Speaker 3

3:32

then on segment four, water and storm sewer installation is complete, and they are currently preparing for paving.

3:39

Um it is October 20th right now, and the contractor is still on uh still meeting their target of a November 1st substantial completion date.

3:48

Um after the November 1st date, we would still expect to see some minor cleanup items like the landscaping, maybe some uh light installs, but but we should have traffic control removed from the entire project come November 1st.

Speaker 1

4:03

When are we looking at uh the sidewalks being poured in section five?

Speaker 3

4:09

Um, Mayor, uh, that we are expecting that this

Unassigned speaker

4:12

week.

Speaker 3

4:14

Um, I know that there was some uh complications tying into the buildings on the east side of the roadway uh related to some of the the uh interactions with the brickwork on the buildings.

4:27

So um we're coordinating with the property owner over on that side to make sure we put something in that'll last a long time and will look good at the end too.

Speaker 5

4:38

Okay,

Speaker 3

4:40

and then we do have all of our projects um posted on our project website, and people can try and stay updated through our uh QR code that we have posted up

Unassigned speaker

4:50

here.
