Consent Calendar
- Approval of minutes from May 27, 2026 meeting: Motion by Commissioner Renner, second by Commissioner McLean, passed unanimously on roll call vote.
Other Business
- Zoning Code Updates: Jordan presented an update on the comprehensive zoning code rewrite. The public hearing for the proposed zoning code updates is scheduled for July 27, 2026, during the regular P&Z meeting. The draft documents are available on the City of Mandan website. Staff will provide a summary of frequently asked questions in the coming weeks. Commissioner Renner requested a version with track changes; staff will look into providing one. The commission acknowledged that the process will continue to the City Commission after P&Z recommendation.
Public Hearings
Item 1: Final Plat – School District Eighth Edition
- Dave and Jordan presented the final plat for 27.84 acres into four blocks with eight lots. Access via 9th Street NW and 9th Avenue NW. Right-of-way widths noted. A roundabout is planned at the intersection but not yet constructed. The plat meets technical requirements and is consistent with the comprehensive plan. Abe Allmer (surveyor) confirmed the school district intends to sell the property. No public comments. Motion to approve by Commissioner McLean, second by Commissioner Mutter, passed unanimously on roll call vote.
Item 2: Final Plat and Special Use Permit Amendment – Lakewood Commercial Park 7th Edition
- Jordan presented the final plat of 2.9 acres into six lots, and an amendment to an existing special use permit to include a newly acquired city lot. The special use permit amendment is for the same use (condo shops). Commissioner Mutter asked about snow removal; Jordan confirmed a plan with engineering. Line Nimler (Swenson Hagen) explained the replat includes deeding parts of the city lot to adjacent homeowners for sheds and landscaping. Motion to approve contingent on final documents for condominium declaration, easements, covenants, restrictions, and bylaws. Motion by Commissioner McLean, second by Commissioner Hammond, passed unanimously on roll call vote.
