So members, the items on our agenda today are resolution 2611 and 2611, which would refer to the Maui Planning Commission proposed bills to amend the Kihey McKenna Community Plan and the West Maui Community Plan to and propose bills to change the zoning for certain apartment districts properties to the H3 and H4 districts.

Last year, this committee formed the temporary investigative group on policies and procedures for the TVR uses in the apartment districts.

The TIG submitted its report to the committee in October 14th, 2025.

One of the TIG's recommendations related to the creation of H3 and H4 hotel districts, which were similar to the A1 and A2 apartment districts respectively, except that TBR uses would be permitted.

These past couple months, this committee and the council considered Bill 88 2026 to establish the H3 and H4 Hotel Districts on June 22nd, 2026.
