This is public comment in any matter of concern to the city.

6:19

If anybody in the gallery wishes to speak this evening, I just ask that you step up to the podium, state your first and last name and address, and you do have five minutes to speak.

6:33

Seeing none, we will move on past E, which is public comment.

6:38

We'll move down to F, which is report of department officers, department heads, staff, and consultants.

6:44

And we do have one presentation this evening.

6:53

So we're gonna get his presentation uh set up for his annual report.

Unassigned speaker

7:20

Well,

Speaker 3

7:20

she's getting that set up.

7:22

Um I'll just introduce myself.

Unassigned speaker

7:23

Um Nick Romanesco, I'm the executive director for Gold Cross Ambulance.

Speaker 3

7:27

Um and kind of today is is something that uh we're starting to do a little bit differently with our municipal partners.

7:34

We want to be a little bit more proactive about how we communicate a little bit more thoughtful and um purposeful with our interactions with our municipal partners.

7:42

Um so this is something you'll see from Gold Cross at a minimum of an annual basis.

7:47

But certainly if you guys ever have questions or uh citizen concerns or anything that you would like address from us, we're in we're an open door.

7:55

We'd love to have the opportunity to speak.

7:57

So um if you want to have us come back on a quarterly basis, biannual basis, we're happy to do that as well.

8:03

So

Unassigned speaker

8:05

did

Speaker 3

8:05

I stall long enough for

Unassigned speaker

8:07

you?

Speaker 3

9:03

Um progress my slides too, so this is probably a better thing.

9:07

Um kind of the makeup of this report as you see it.

9:12

Um we try to make it pretty simple and digestible.

9:15

Obviously, we we uh how we operate, I mean we operate in thirty-nine disparate municipalities, so everyone looks a little bit differently.

9:23

Um I'll start with just an overview of the organization.

9:26

So uh we're a nonprofit five one C three organization.

9:29

Uh our governance is with data care and ascension.

9:32

So they make up our board of directors, really drive a lot of the quality care be f uh behind what we do uh as an organization.

9:39

Um I always like to say your healthcare stay starts when gold cross arrives at your doorstep, because we really are integrated really well with the healthcare systems.

9:47

What we do in the back of the ambulance or at a at a bedside in somebody's home is really what you would receive within the first ten to fifteen minutes of being in an ER anyway.

Unassigned speaker

9:56

So seamless is seamless care as a result of that par close real partnership with Theticare and Ascension.

Speaker 3

10:02

And then within this report, really it's just a brief snapshot of what we do.

10:07

Obviously, when you look at you know over 1,200 calls that we run in the city of Manasha, there's a lot of things that happen throughout the day-to-day operations that we do.

10:17

Um and our systems can pull and dissect and look at all kinds of different things.

10:22

But uh, we wanted to make this report on an annual basis just as simple and digestible as we can.

10:28

And certainly these are things that we can update and modify as well if you see want to see them presented differently, or you're curious about uh different areas of how we uh um operate as an organization, happy to modify these as you guys see fit as well.

10:42

So but just starting with um

Unassigned speaker

10:45

the

Speaker 3

10:45

911 calls specifically uh that we responded to in the city of Manasha.

10:50

Um so those are ones that are coming directly through the 911 system.

10:54

Somebody calls 911, uh Winnebago County receives that, uh, they get the information from the caller

Unassigned speaker

11:00

and

Speaker 3

11:00

they let Gold Cross know where it is and who we're responding in it with.

11:03

Uh most of the time we're responding with Nina Manasha Fire Department.

11:06

I can tell you they're a professional grade fire department.

11:09

We work really, really well with them.

Menasha Common Council Meeting - March 2, 2026

The Menasha Common Council convened on Monday, March 2, 2026, at 6:01 PM. Mayor Hammond presided, and all eight alderpersons were present (Alds. Rand, Eisenach, Hale, Perkins, Lewis, Marshall, Grade, Ropella). The meeting was adjourned at 7:00 PM.

Presentations and Reports

  • Gold Cross Ambulance Annual Report: Nick Romenesko, Executive Director, presented the report. In 2025, Gold Cross responded to 1,190 911 calls in Menasha (a 4.4% decrease from 1,246 in 2024). The service met its response time goal of 8 minutes and 59 seconds (including 59-second turnout time) 91% of the time. Romenesko highlighted the new whole blood program (40 system-wide deployments in 2025) and staffing initiatives including a cadet training program (12-24 students annually). Council members asked about non-emergency call determination, dispatch across county lines, response time targets, and ride-along opportunities. The report was accepted on a motion by Alderperson Grade, seconded by Alderperson Perkins, carried on a voice vote.
  • Committee Minutes: Minutes from the Administration Committee, Neenah-Menasha Sewerage Commission, and Committee on Aging were received. Alderperson Lewis raised concerns about the Sewerage Commission minutes regarding future wastewater capacity constraints. DPW Director Merten explained that limited capacity at the regional plant could impact Menasha's ability to attract new industry, citing Galloway Company as an example and noting that Sinoco had been required to invest in pre-treatment due to these strains.
